Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 34/2007/QĐ-TTg dated March 12, 2007 of the Prime Minister on the issuance of the Regulation on the establishment, organization, and operation of inter-ministerial coordination organizations;

After reaching consensus with the Vietnam Fatherland Front Central Committee;

The Central Steering Committee for the "All People United for the Building of a Cultural Life" Movement is hereby established based on the merger of the Central Steering Committee for the "All People United for the Building of a Cultural Life" Movement and the Central Mobilization Committee for the "All People United for the Building of a Cultural Life in Residential Areas" Campaign (referred to as the Central Steering Committee), with the following composition:

1. To fully exploit and effectively utilize the potential, infrastructure system, and position of the Region, with Ho Chi Minh City as the leading force, to create a driving force for comprehensive development in the fields of culture, family, physical education and sports, and tourism, thereby promoting the cultural market, physical education and sports activities, and tourism throughout the country and other localities.

DECISION:

Article 1. 1. Chairman:

Deputy Prime Minister Nguyen Thien Nhan. 2. Vice Chairmen:

- Deputy Chairman and General Secretary of the Vietnam Fatherland Front Central Committee; - Minister of Culture, Sports and Tourism.

- Minister of Culture, Sports and Tourism.

3. Standing Members:

- Deputy Chairman of the Vietnam Fatherland Front Central Committee;

- Deputy Minister of Culture, Sports and Tourism;

- Deputy Chairman of the Vietnam General Confederation of Labor;

- Representative from the Central Propaganda Department.

4. Members:

- Representative from the Central Mass Mobilization Department;

- Representative from the Ministry of Public Security;

- Representative from the General Political Department of the Vietnam People's Army;

- Representative from the Ministry of Home Affairs;

- Representative from the Ministry of Planning and Investment;

- Representative from the Ministry of Finance;

- Representative from the Ministry of Agriculture and Rural Development;

- Representative from the Ministry of Transport;

- Representative from the Ministry of Construction;

- Representative from the Ministry of Information and Communications;

- Representative from the Ministry of Labor, Invalids and Social Affairs;

- Representative from the Ministry of Education and Training;

- Representative from the Ministry of Health;

- Representative from the Ministry of Natural Resources and Environment;

- Representative from the State Ethnic Minorities Commission;

- Representative from the Government Office;

- Representative from the Vietnam Farmers' Association;

- Representative from the Vietnam Veterans Association;

- Representative from the Vietnam Women's Union;

- Representative from the Communist Youth Union Central Committee;

- Representative from the Vietnam Television;

- Representative from the Voice of Vietnam Radio;

- Representative from the Vietnam Academy of Social Sciences;

- Representative from the National Federation of Literature and Art Associations;

- Representative from the Vietnam Elderly Association;

- Representative from the Vietnam Association for Promoting Education.

Organization and operation of the Central Steering Committee

Article 2. 1. The Chairman of the Central Steering Committee shall issue the regulations on the organization and operation of the Central Steering Committee; assign tasks to the Vice Chairmen and members of the Central Steering Committee.

2. Members of the Central Steering Committee shall work on a part-time basis and comply with the assignments of the Chairman.

3. The Chairman of the Central Steering Committee shall use the seal of the Prime Minister, while the Vice Chairmen shall use the seals of the Vietnam Fatherland Front Central Committee and the Ministry of Culture, Sports and Tourism according to their respective fields.

The Ministry of Culture, Sports and Tourism shall be the permanent office of the Central Steering Committee, responsible for ensuring the operational conditions of the Central Steering Committee and performing tasks assigned by the Chairman and Vice Chairmen of the Central Steering Committee.

Article 3. The operating budget of the Central Steering Committee and its permanent office shall be guaranteed by the state budget and allocated in the annual budget estimate of the Ministry of Culture, Sports and Tourism.

Article 4. This Decision shall take effect from the date of issuance and replace the following Decisions:

Article 5. - Decision No. 235/1999/QĐ-TTg dated December 23, 1999 of the Prime Minister regarding the establishment of the Steering Committee for the "All People United for the Building of a Cultural Life" Movement

- Decision No. 473/QĐ-TTg dated April 13, 2009 of the Prime Minister regarding the renaming of the Steering Committee for the "All People United for the Building of a Cultural Life" Movement; Members of the Central Steering Committee, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and municipal people's committees directly under the central government, and related agencies and organizations are responsible for implementing this Decision.

- Decision No. 473/QD-TTg dated April 13, 2009 of the Prime Minister on renaming the Steering Committee for the Campaign of the "All-Voluntary Movement for a Culturally Enriched Life";

Article 6. Members of the Central Steering Committee, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities, and relevant agencies and organizations shall be responsible for implementing this Decision.
