DECREE
NUMBER 8/SL ON FEBRUARY 25, 1949
OF THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
WHEREAS it is necessary at present;
WHEREAS the Minister of Economy has proposed;
RESOLVED by the Council of Ministers, after the Standing Committee of the National Assembly has agreed;
ISSUES THE DECREE:
Article 1: NOW, THEREFORE, it is hereby prohibited to sell goods essential for people's livelihood and the resistance war at a price higher than the maximum price set by the Government.
Article 2: A decree of the Minister of Economy will specify the types of goods subject to price control, the procedures for setting maximum prices, and the supervision thereof.
Article 3: Violations of this Decree and its implementing decrees shall be punished as follows:
1- A fine not less than double the value of the contraband goods.
2- Imprisonment from three months to five years, or one of these two punishments.
Article 4: The Ministers of Economy and Justice shall implement this Decree.
