JOINT DECREE OF THE MINISTRY OF HEALTH AND THE MINISTRY OF FINANCE NO. 8-TT/LB DATED MAY 3, 1985 ON GUIDELINES FOR COMPENSATION LEVELS FOR BLOOD DONORS
Implementing Circular No. 66-V13 dated January 5, 1985 of the Council of Ministers regarding guidelines for compensation levels for blood donors, and in accordance with the principle that both the State and the people should participate in ensuring blood supply needs for medical treatment at hospitals, the Ministry of Health and the Ministry of Finance hereby stipulate as follows:
1. Individuals who have registered to regularly donate 100ml of blood at a hospital shall receive a compensation amount of 500 dong.
2. In cases of scheduled surgeries or emergency surgeries, hospitals should mobilize relatives to provide blood for their family members. In this case, the person providing blood shall receive a compensation amount of 250 dong per 100ml.
3. The following situations require patients who need blood transfusions to bear the full cost of the blood used:
a) Families or individuals engaged in independent business without any relationship with state product submission.
b) Individuals suffering from diseases or causing accidents due to unhealthy lifestyles.
c) Organizations, enterprises, construction sites, farms, forestry units, cooperatives... where workplace accidents occur.
4. In cases of traffic accidents and violations of the law (theft, fighting...), when legal authorities determine the person responsible for the violation or accident, that person shall be liable to pay the cost of blood used for emergency treatment of victims.
5. The revenue from the aforementioned blood costs allows hospitals to recover their budget limits to provide compensation to blood donors.
The Joint Ministries request hospitals to implement this Circular effectively and ensure that patients in need of blood transfusions receive timely assistance.
This Circular replaces Circular No. 29-TT-LB dated November 28, 1983 of the Ministry of Health and the Ministry of Finance and takes effect from May 1, 1985.
