JOINT CIRCULAR
Of the Ministry of Finance - Ministry of Education and Training Decision No. 80/1998/TTLT/BTC-GDĐT dated June 13, 1998 guiding supplementary Circular No. 36/TTLB dated June 23, 1997 on the level of expenditure for examination question preparation and organization of student excellence competitions and graduation examinations.

The Inter-Ministerial Circular No. 36/TTLB dated June 23, 1997 issued by the Ministry of Finance and the Ministry of Education and Training provides guidance on expenditure standards for examination question preparation and organization of student excellence competitions and graduation examinations; it specifies the contents of expenditure for inspection and supervision before, during, and after the examinations but does not specify the specific levels of expenditure. To have a basis for implementation, the Inter-Ministry supplements the levels of expenditure for inspection and supervision before, during, and after the examinations as follows:
1. For examinations organized by the Ministry of Education and Training:
+ Head of the inspection and supervision team: VND 30,000/person/day + Members of the inspection and supervision team: VND 25,000/person/day + Expenditure for independent inspectors: VND 25,000/person/day
2. For examinations organized by the Department of Education and Training:
+ Graduation examination for primary school students shall be calculated at 60% of the aforementioned expenditure level.
+ Graduation examination for junior high school students and supplementary education for junior high school students, admission examination for first-grade classes, and district-level and provincial-level student excellence competitions shall be calculated at 80% of the aforementioned expenditure level.
Other provisions shall still be implemented according to Inter-Ministerial Circular No. 36/TTLB dated June 23, 1997.
