Joint Circular No. 80/1998/TTLT/BTC-GD&DT guiding additional provisions of Circular No. 36/TTLB dated June 23, 1997 on the level of expenditure for examination question preparation and organization of student excellence competitions and graduation examinations.

This circular guides additional provisions regarding the level of expenditure for inspection and supervision activities before, during, and after examinations organized by the Ministry of Education and Training as well as provincial Departments of Education and Training. Specific levels of expenditure are clearly defined for each participant category.

• The head of the inspection and supervision team of the Ministry of Education and Training is entitled to 30,000 VND per person per day (Article 1)
• Members of the inspection and supervision team of the Ministry of Education and Training are entitled to 25,000 VND per person per day (Article 1)
• Independent inspectors in examinations organized by the Ministry of Education and Training are entitled to 25,000 VND per person per day (Article 1)
• The cost for primary school graduation exams organized by provincial Departments of Education and Training is calculated at 60% of the expenditure level set by the Ministry of Education and Training (Article 2)
• The cost for secondary school graduation exams, supplementary cultural education for secondary schools, admission to first-grade classes, district-level student excellence competitions, and city/provincial-level student excellence competitions organized by provincial Departments of Education and Training is calculated at 80% of the expenditure level set by the Ministry of Education and Training (Article 2)
