JOINT CIRCULAR
OF THE MINISTRY OF FINANCE AND EDUCATION AND TRAINING NO. 80/1998/TTLT/BTC-GDĐT DATED JUNE 13, 1998 GUIDING ADDITIONAL PROVISIONS TO JOINT CIRCULAR No. 36/TTLB DATED JUNE 23, 1997 ON THE BUDGET FOR COMPOSING EXAM QUESTIONS AND ORGANIZING STUDENT ACHIEVEMENT TESTS AND GRADUATION EXAMS
The Ministry of Finance and the Ministry of Education and Training issued Joint Circular No. 36/TTLB dated June 23, 1997 "Guiding budget standards for composing exam questions and organizing student achievement tests and graduation exams"; in which it defined contents of expenditures for inspection and supervision before, during, and after the examination period but did not specify specific expenditure levels. To provide a basis for implementation, the Ministries issue additional expenditure levels for inspection and supervision activities before, during, and after examinations as follows:
1. For examinations organized by the Ministry of Education and Training:
+ Chief inspector or supervisor: VND 30,000 per person per day + Inspector or supervisor team member: VND 25,000 per person per day + Expenditure for independent inspectors: VND 25,000 per person per day
2. For examinations organized by the Department of Education and Training:
+ Graduation examination for elementary school is calculated at 60% of the aforementioned expenditure level.
+ Graduation examination for lower secondary school and supplementary cultural education for lower secondary school, admission exams to first-grade classes, student achievement tests at district or county level and provincial city level are calculated at 80% of the aforementioned expenditure level.
Other provisions shall continue to be implemented in accordance with Joint Circular No. 36/TTLB dated June 23, 1997.
