Regarding the overall plan to restructure state-owned enterprises pursuant to Directive No. 20/1998/CT-TTg dated April 21, 1998 of the Government Prime Minister;
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Based on the proposal of the Central Enterprise Management Reform Board and relevant agencies, localities, and units,
The number of state-owned enterprises to be equitized under Decree No. 44/1998/NĐ-CP dated June 29, 1998 and to have their ownership diversified under Decree No. 103/1999/NĐ-CP dated September 10, 1999 of the Government in 2000 (second phase) is as attached in the appendix.

Article 1. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, municipal People's Committees directly under the central government, and General Corporation 91 shall implement this in accordance with the targets set forth in Article 1 and the authority stipulated in Decree No. 44/1998/NĐ-CP dated June 29, 1998 and Decree No. 103/1999/NĐ-CP dated September 10, 1999.
Article 2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of provincial People's Committees directly under the central government, and the Board of Directors of General Corporation 91 listed in Article 1 are responsible for implementing this Decision.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct control of the central government, and the Management Council of State-Owned Enterprise No. 91 listed in Article 1 shall be responsible for implementing this Decision.
