Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 106/2004/ND-CP dated April 1, 2004 of the Government on state investment credit for development;
Pursuant to the guidance of the Prime Minister in Document No. 1091/CP-KTTH dated August 9, 2004 and Document No. 1435/CP-KTTH dated October 1, 2004;
At the proposal of the Director of the Department of Financial Affairs of Banks and Financial Institutions,

Article 1. To supplement the list of projects to borrow development credit funds from the State issued together with Decision No. 54/2004/QD-BTC dated June 16, 2004 of the Minister of Finance as follows:
1. Ship prototype projects (first product) of the Vietnam Ship Industry Corporation:
a) One crude oil tanker with a carrying capacity of 100,000 tons or more;
b) One refined oil tanker (gasoline, diesel, etc.) with a carrying capacity of 13,500 tons or more;
c) One container ship with a carrying capacity of 564 TEUs or more;
d) One LASH system with a carrying capacity of 10,900 tons (including one mother ship, two service ships, and 120 barges each with a carrying capacity of 200 tons).
2. Project to produce diesel engines from 100 to 400 horsepower of Song Cong Diesel Company under the Vietnam Engine and Agricultural Machinery Corporation.
Article 2. The ship prototype construction and diesel engine production projects mentioned above, which meet the prescribed conditions, shall be eligible to borrow state investment development credit. The term of the credit agreement between the project investor and the Development Support Fund shall expire on December 31, 2005.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.
The Chairman of the Management Board, General Director of the Development Support Fund; the Financial Department Head of the Banking and Financial Institutions Department; and the investors of the ship prototype construction and diesel engine production projects mentioned above are responsible for implementing this Decision./.
