Pursuant to the Law on Legislative Acts dated November 12, 1996, amended and supplemented on December 16, 2002;
Pursuant to Decree No. 30/2004/NĐ-CP dated January 6, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency, purchase, sale, processing, and transit of goods with foreign countries;
Based on the list of goods including weapons, ammunition, explosives, and military technical equipment in the current import-export tariff issued by the Ministry of Finance;
At the proposal of the Director of the Planning and Investment Department - Ministry of National Defense.

Article 1.
1. Publish the list of weapons, ammunition, explosives, and military technical equipment prohibited from export and import as provided for in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government (with attached list).
2. The export and import of weapons, ammunition, explosives, and military technical equipment listed as prohibited from export and import shall be carried out according to the Decision of the Prime Minister.
3. On the basis of the Prime Minister's Decision, the Minister of National Defense shall grant permission to enterprises, units, and individuals to carry out the export and import of goods listed above for national defense and security purposes.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, municipal People's Committees directly under the Central Government, and related organizations and individuals are responsible for implementing this Decision./.
