CIRCULAR

Guidelines on the method of submitting reports by credit rating service enterprises and government bond market makers as prescribed in Decree No. 88/2014/ND-CP dated September 26, 2014 of the Government on credit rating services and Decree No. 95/2018/ND-CP dated June 30, 2018 of the Government on the issuance, registration, custody, listing, and trading of government bonds on the securities market.
WHEREAS, Decree No. 88/2014/ND-CP dated September 26, 2014 of the Government on credit rating services;
WHEREAS, Decree No. 87/2017/ND-CP dated July 26, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Finance promulgates this Circular to guide the method of submitting reports by credit rating service enterprises and government bond market makers as prescribed in Decree No. 88/2014/ND-CP dated September 26, 2014 of the Government on credit rating services and Decree No. 95/2018/ND-CP dated June 30, 2018 of the Government on the issuance, registration, custody, listing, and trading of government bonds on the securities market.
This Circular guides the method of submitting reports by credit rating service enterprises as prescribed in Article 42 of Decree No. 88/2014/ND-CP dated September 26, 2014 of the Government on credit rating services (hereinafter referred to as Decree No. 88/2014/ND-CP) and the method of submitting reports by government bond market makers as prescribed in Point d Clause 2 Article 27 of Decree No. 95/2018/ND-CP dated June 30, 2018 of the Government on the issuance, registration, custody, listing, and trading of government bonds on the securities market (hereinafter referred to as Decree No. 95/2018/ND-CP).
1. Credit rating service enterprises as prescribed in Decree No. 88/2014/ND-CP.

Pursuant to Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system of administrative agencies;

2. Government bond market makers as prescribed in Decree No. 95/2018/ND-CP.

Pursuant to Decree No. 95/2018/NĐ-CP dated June 30, 2018 of the Government on the issuance, registration, registration custody, listing, and trading of government debt instruments on the securities market;

3. Agencies, organizations, and individuals related to the submission of reports by credit rating service enterprises as prescribed in Decree No. 88/2014/ND-CP and by government bond market makers as prescribed in Decree No. 95/2018/ND-CP. Article 3. Method of submitting reports by credit rating service enterprises

At the proposal of the Director of the Department of Banking and Financial Institutions;

Credit rating service enterprises submit reports as prescribed in Article 42 of Decree No. 88/2014/ND-CP to the Ministry of Finance through one of the following methods:

Article 1. Scope of Regulation

1. Submitting paper reports directly or via postal service.

Article 2. Applicability

2. Submitting reports via email address: [email protected].

3. Other methods as prescribed by law.

Article 4. Method of submitting reports by government bond market makers

Government bond market makers submit reports as prescribed in Point d Clause 2 Article 27 of Decree No. 95/2018/ND-CP to the Ministry of Finance through one of the following methods:

1. Submitting paper reports directly or via postal service.

2. Submitting reports via email address: [email protected].

1. This Circular takes effect from October 19, 2020.

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals shall report to the Ministry of Finance for consideration and resolution./.

Article 4. Method of submitting reports by the government bond market maker

The government bond market maker shall submit reports to the Ministry of Finance in accordance with Point d Clause 2 Article 27 of Decree No. 95/2018/NĐ-CP through one of the following methods:

1. Submitting paper reports directly or sending via postal service.

2. Submitting reports via email address: [email protected].

2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals shall report to the Ministry of Finance for consideration and resolution./.

Article 5. Effective Date

This Circular takes effect from October 19, 2020.

During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Finance for consideration and resolution./.
