Approving the Plan for Preventing and Combating Drug Abuse from 2003 to 2005 of the Health Sector

THE MINISTER OF HEALTH

Pursuant to Decree No. 68/CP dated October 11, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health.

Pursuant to Decision No. 150/2000/QÐ-TTg dated 28/12/2000 of the Prime Minister approving the Action Program on Preventing and Combating Drug Abuse for the period 2001-2005.

Considering the proposal of the Head of the Anti-Drug Vice Committee of the Ministry of Health regarding the request to approve the Plan for Preventing and Combating Drug Abuse for the period 2003-2005 and the proposal of the Director of the Department of Organization and Cadres of the Ministry of Health.   

 

DECISION:

Article 1. Approves the Plan for Preventing and Combating Drug Abuse for the period 2003-2005 of the Health Sector (annexed hereto).

Article 2. This Decision shall take effect fifteen days after its date of issuance.

Article 3:The Permanent Deputy Minister, the Inspector General, Heads of Departments, Directors of Bureaus, Heads of units under the Ministry; Provincial Health Service Directors, Central City Health Service Directors, Health Service Directors of Ministries; Chairpersons of Committees for Preventing and Controlling AIDS, Drug Abuse, and Prostitution; and Chairpersons of the Anti-Drug Vice Committee of the Ministry of Health are responsible for implementing this Decision.

 

PLAN FOR PREVENTING AND COMBATING DRUG ABUSE

PERIOD FROM 2003 TO 2005 OF THE HEALTH SECTOR

(Issued along with Decision No. 807/2003/QÐ-BYT

dated March 11, 2003 issued by the Minister of Health)

Based on the contents of the tasks assigned to the Ministry of Health by the Government in the Action Program on Preventing and Combating Drug Abuse for the period 2001-2005 promulgated together with Decision No. 150/2000/QÐ-TTg dated December 28, 2000 of the Prime Minister.

To continue implementing Resolution No. 06/CP dated January 29, 1993 on strengthening work to prevent and control drug abuse and Directive No. 06 dated November 30, 1996 of the Political Bureau of the Communist Party of Vietnam Central Committee on strengthening leadership and guidance in preventing and controlling drug abuse.

The Minister of Health hereby decides to implement the plan for preventing and combating drug abuse from 2003 to 2005 of the health sector as follows:

I. Objectives:

1. To thoroughly implement the guiding principle of preventing the misuse of narcotic drugs, psychotropic substances, and precursors used in the health sector through various measures, including strengthening inspection and supervision of compliance with regulations on pharmaceutical management.

2. Actively and proactively research, evaluate traditional ethnic medical prescriptions and other medical methods to have medicines and methods available for treatment, detoxification, and rehabilitation of drug addicts.

3. Strive to eliminate drug addiction among health sector officials and staff, create drug-free workplaces, and contribute positively to educating children of health sector officials and staff about preventing drug abuse.

II. Main Tasks and Measures:

1. Strengthen management and strict control over narcotic drugs, psychotropic substances, and precursors used in the health sector.

Continue to supplement and perfect normative legal documents on managing narcotic drugs, psychotropic substances, and precursors to enhance the effectiveness of state management of these substances.

Enhance the responsibility of health agencies in supervising and managing narcotic drugs, psychotropic substances, and precursors, strictly comply with the Law on Prevention and Control of Drug Abuse, and effectively implement projects aimed at enhancing state management over the control and supervision of narcotic drugs, psychotropic substances, and precursors in the health sector.

2. Continue to implement and promote the Project on "Research and Application of Traditional Ethnic Medical Prescriptions and Other Medical Methods in Treatment, Detoxification, and Rehabilitation of Drug Addicts," with specific tasks as follows: Evaluate the efficacy and safety of traditional ethnic medical prescriptions used in treatment and detoxification submitted by authors and units that meet the conditions for evaluation.

Direct health sector units to conduct research on other medical methods to serve treatment, detoxification, and rehabilitation of drug addicts.

3. Coordinate to organize and guide professional medical activities in examining and treating drug addicts at healthcare facilities and in community settings under the management of healthcare facilities.

Coordinate with the Ministry of Labor, Invalids, and Social Affairs and related ministries and sectors to review, supplement, and amend procedures for treatment and detoxification in accordance with the Law on Prevention and Control of Drug Abuse and current realities.

Study the organization of applying drugs and other medical methods effectively in treatment and detoxification.

4. Vigorously promote education and awareness campaigns against drug abuse to reduce the harm of drug abuse on human health and prevent

HIV/AIDS Organize educational campaigns on the harms of drug abuse on human health and prevention of HIV/AIDS primarily through mass media and health communication centers. Additionally, coordinate with other media to disseminate specialized health information on drug prevention and the destruction caused by drugs on health and the development of the nation.

Develop educational materials on drug prevention to gradually incorporate drug prevention education into regular or extracurricular curricula in medical and pharmaceutical schools. Coordinate with the Ministry of Education and Training to implement the drug prevention education project in schools.

5. Coordinate with the Ministry of Labor, Invalids, and Social Affairs to direct the implementation and guidance on applying traditional ethnic medical prescriptions and other medical methods approved by the Ministry of Health for treatment, detoxification, and rehabilitation of drug addicts.

Issue documents and direct the application of traditional ethnic medical prescriptions and other medical methods evaluated and approved by the Ministry of Health for use in detoxification.

Coordinate inspections of compliance with professional medical regulations and the implementation of prescribed treatments and methods according to the Ministry of Health's guidelines.

Coordinate the inspection of compliance with professional health regulations and the implementation of prescribed herbal remedies and methods as stipulated by the Ministry of Health.

6. Continue to develop regulatory legal documents of the Health sector as provided for in the Law on Prevention and Control of Narcotics.

Develop regulatory legal documents related to the activities of the Health sector as prescribed by the Law on Prevention and Control of Narcotics, such as Decisions and Circulars on managing and controlling narcotics detoxification drugs, addictive drugs, psychotropic substances, and precursors used in the health field. Develop regulations and measures for dealing with health workers who misuse narcotic substances.

7. Strengthen international cooperation in the prevention and control of narcotics within the health sector.

Based on the contents of tasks assigned and coordinated by the National Committee for HIV/AIDS Prevention and Control, Narcotics and Prostitution Prevention and Control, cooperate with the Permanent Office for Narcotics Control under the Ministry of Public Security to effectively implement and carry out anti-narcotics projects and submit annual reports related to anti-narcotics work as stipulated.

Cooperate bilaterally or multilaterally with countries and international organizations; particularly with neighboring countries regarding anti-narcotics work.

III. Directing and managing the implementation of the Steering Committee's activity plans.

1. The Anti-Narcotics Sub-Committee of the Ministry of Health

The Anti-Narcotics Sub-Committee of the Ministry of Health, headed by the Inspector General of the Ministry of Health, has the task of advising the Head of the Steering Committee for HIV/AIDS Prevention and Control and Narcotics and Prostitution Prevention and Control of the Ministry of Health in comprehensively directing and managing anti-narcotics activities in the health sector based on the contents of tasks of the anti-narcotics program and plan under the direction of the Minister of Health - Deputy Chairman of the National Committee for HIV/AIDS Prevention and Control and Narcotics and Prostitution Prevention and Control.  Coordinate anti-narcotics activities of the health sector according to the directives of the Minister of Health.

2. The Inspectorate of the Ministry of Health:

Perform the function of Health Inspection: Serve as the focal point for coordinating with Departments, Bureaus, and State agencies to inspect and supervise the implementation of the provisions of the Law on Prevention and Control of Narcotics related to health work, management regulations for addictive drugs, psychotropic substances, and precursors used in health care. Decide on handling and penalizing violations according to the law.

Be responsible for the permanent anti-narcotics work, directed by the Head of the Steering Committee for HIV/AIDS Prevention and Control and Narcotics and Prostitution Prevention and Control of the Ministry of Health.

3. The Drug Administration of Vietnam:

Take the lead in coordinating with relevant Departments to draft, build, and submit for promulgation legal regulatory documents aimed at strengthening the management of addictive drugs, psychotropic substances, and precursors used in healthcare. Male

Guide and urge healthcare facilities to strictly implement the management regulations for addictive drugs, psychotropic substances, and precursors.

Implement regular and ad hoc reporting on the quantities of exported and imported addictive drugs, psychotropic substances, and precursors used in healthcare as required by the Head of the Steering Committee for HIV/AIDS Prevention and Control and Narcotics and Prostitution Prevention and Control of the Ministry of Health and the Office of the Permanent Office for Narcotics Control under the National Committee for HIV/AIDS Prevention and Control and Narcotics and Prostitution Prevention and Control.

Coordinate with the Health Inspectorate in inspecting and investigating cases involving addictive drugs, psychotropic substances, and precursors. Manage the production of traditional medicine drugs for treating and detoxifying narcotics that have been approved by the Ministry of Health.

The Treatment Department:

 4.  Draft, build, and submit to the leadership of the Ministry of Health for issuance guiding documents on the implementation of professional regulations in treatment, detoxification, and rehabilitation for drug addicts.

Coordinate with the Ministry of Labor, Invalids, and Social Affairs in guiding healthcare facilities and detoxification centers to apply traditional medicines and other medical methods approved by the Ministry of Health for treatment, detoxification, and rehabilitation of drug addicts.

Conduct inspections to urge hospitals to comply with the management regulations for addictive drugs and psychotropic substances in hospitals.

5. The Traditional Medicine Department:

Responsible for collecting and proposing traditional medicine prescriptions to participate in the research and appraisal of anti-narcotics work.

Coordinate with relevant Departments and Bureaus in guiding and organizing surveys of facilities, appraising traditional medicine prescriptions of ethnic minorities and traditional medical methods in treatment and detoxification.

Guide and inspect healthcare facilities and communities in applying traditional ethnic medicine prescriptions and traditional methods approved by the Ministry of Health.  6. The Science and Training Department:

 Guide and manage scientific research activities on medicines and other medical methods used in treatment and detoxification.  Carry out educational activities on preventing and controlling narcotics in medical training institutions.

7. The Legal Affairs Department:

Serve as the focal point and coordinate with relevant Departments and Bureaus of the Ministry of Health to develop regulatory legal documents related to the management and control of addictive drugs, psychotropic substances, and precursors used in healthcare and medical science.

Urge units to complete the development and issuance of documents related to the anti-narcotics field.

8. The Organization and Cadre Department:

Serve as the focal point for coordinating with the Permanent Anti-Narcotics Sub-Committee of the Ministry of Health to consolidate and improve the organizational system to enhance the effectiveness of anti-narcotics activities.

Study and propose organizational structures and networks of management agencies and scientific agencies involved in implementing anti-narcotics and control tasks of the Ministry of Health.

9. The Office of the Ministry of Health:

Coordinate with the Anti-Narcotics Sub-Committee to implement administrative and operational regulations to ensure conditions for anti-narcotics work based on annual funding from the state budget.

10. The International Cooperation Department:

Coordinate with the Anti-Narcotics Sub-Committee of the Ministry of Health to implement international cooperation activities in the Ministry's anti-narcotics and control tasks.

Implement, guide, and organize visits, learning exchanges, and experience sharing with other countries to enhance the competence of cadres and the effectiveness of anti-narcotics work in Vietnam generally and in the health sector specifically.

11. The Finance and Accounting Department.

Coordinate with the Anti-Narcotics Sub-Committee of the Ministry of Health to implement international cooperation activities in the mission of preventing and controlling narcotics as defined by the Ministry of Health.

Implement and guide activities such as visits, learning, and exchanging experiences with other countries to enhance the competence of staff and the effectiveness of anti-narcotics work in Vietnam generally and specifically within the healthcare sector.

11. Financial Accounting Department.

Cooperate with the Anti-Narcotics Sub-Committee of the Ministry of Health to guide the development of annual financial plans for anti-narcotics activities according to the approved anti-narcotics work plan. Guide the supervision of financial expenditure in accordance with state regulations.

Coordinate inspections and supervision of financial usage and settlement in accordance with current financial regulations.

12. The Planning Department.

 Allocate the annual budget for the Ministry of Health's anti-narcotics and control activities, mobilize domestic and foreign resources to serve the Ministry of Health's anti-narcotics and control activities.

 

13. Institutes, hospitals under the Ministry and specialized health research agencies assigned tasks related to the Ministry of Health's anti-narcotics work:

Conduct research and review traditional ethnic medicine prescriptions and other medical measures to serve anti-narcotics treatment and rehabilitation.

Conduct clinical pharmacology trials to evaluate the toxicity, safety, and efficacy of traditional medicine prescriptions as assigned by the Ministry of Health.

Test other medical measures to serve anti-narcotics treatment, rehabilitation, and recovery functions for drug addicts.

Organize evaluations of treatment, detoxification, and rehabilitation methods for drug addicts.

14. The Press Agency and the Health Education Promotion Center of the Ministry of Health:

Implement and coordinate with mass media organizations to promote awareness about the health hazards of drug abuse.

Disseminate knowledge on anti-narcotics efforts, particularly issues related to health impacts.

Provide information on anti-narcotics activities within the health sector.

Coordinate with relevant agencies,  implement anti-narcotics education and promotion when required.

15. Provincial Departments of Health under the Central Government.

Strengthen and enhance the operation of the Anti-Narcotics Steering Committee of the Department of Health. Develop the Department of Health's anti-narcotics action program in accordance with the Ministry of Health's guidelines and provincial/municipal People's Committees to fulfill general anti-narcotics tasks and specific anti-narcotics and control tasks in the health sector.

16. The Standing Office of the Anti-Narcotics Sub-Committee of the Ministry of Health.

Under the direction of the Head of the AIDS and Anti-Narcotics Steering Committee, coordinate and cooperate between departments, bureaus, and functional agencies, institutes, and hospitals under the health sector to implement the Ministry of Health's anti-narcotics action plan.

Develop work plans and financial plans for anti-narcotics activities in the health sector, annual financial plans, and financial plans for activities carried out by units tasked with anti-narcotics work that have been established and approved by the Ministry of Health leadership.

Guide and supervise the use of funds to ensure progress according to the planned schedule.

Summarize and conclude the anti-narcotics plan for the 2003-2005 period, report to the Ministry of Health leadership and higher authorities.

17. The Secretariat of the Anti-Narcotics Sub-Committee of the Ministry of Health

Assist the Head of the Anti-Narcotics Sub-Committee of the Ministry of Health and the Standing Office in performing assigned tasks.

 IV. Implementation organization:

 1. Consolidate and improve the organizational system for implementing anti-narcotics and control work of the Ministry of Health.

Implement Decision 150/2000/QÐ-TTg, dated December 28, 2000 of the Prime Minister in the Action Program for Narcotics Control from 2001-2005, the Ministry of Health is advised to supplement staff positions responsible for narcotics control within the Ministry's office structure and allocate a working facility and necessary equipment for the Anti-Narcotics Sub-Committee to effectively carry out narcotics control tasks. The responsibility lies within the staffing of the Ministry's office for anti-narcotics work and arranging a workplace and necessary equipment for the Anti-Narcotics Sub-Committee to carry out tasks related to preventing and controlling narcotics. Effectively.

2.  Strengthen guidance and management of anti-narcotics and control activities in the health sector at each stage, suitable to specific annual tasks as planned by the sector.

Issue the Minister of Health's Decision approving the anti-narcotics and control action plan for the 2003-2005 period of the health sector and organize its implementation.

3- Anti-narcotics funding

Funding for the Anti-Narcotics Sub-Committee's operations is provided from the Ministry of Health's regular operational budget and the health service budget allocated annually, and from international projects approved by the Government or the Minister of Health.

Annually, the Standing Office of the Anti-Narcotics Sub-Committee of the Ministry of Health develops a detailed financial plan for the Sub-Committee's anti-narcotics activities, which is submitted through the Head of the AIDS and Anti-Narcotics Steering Committee to the Minister for approval of funding allocation for activities according to the plan.

Units of the Sub-Committee and related agencies base their annual work plans on the Ministry of Health's Narcotics Control Action Plan for the 2003-2005 period. Anti-narcotics funding must be managed and utilized effectively by units and periodically reported to the Head of the Anti-Narcotics Sub-Committee of the Ministry of Health on the results achieved.
