Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Resolution No. 06/NQ-CP dated March 7, 2012 of the Government for the 2011-2016 term;

At the proposal of the Director of the Department of Planning and Investment,

DECISION:

Article 1. The Action Program of the Ministry of Transport to implement Resolution No. 06/NQ-CP dated March 7, 2012 of the Government for the 2011-2016 term is hereby promulgated together with this Decision.

Article 2. Assign tasks to agencies and units:

In accordance with their functions, tasks, and assigned works in this Action Program, units shall develop their own action programs, strictly organize implementation, ensure quality and progress; report monthly to the Ministry (through the Ministry's Office for consolidation).

Article 3. This Decision shall take effect from the date of signing.

The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Directors of the Vietnam Highway Administration, the Directors of Bureaus, the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Decision.

ACTION PROGRAM

Of the Ministry of Transport, implementing Resolution 06/NQ-CP dated March 7, 2012 of the Government for the 2011-2016 term

On March 7, 2012, the Government issued Resolution No. 06/NQ-CP on the Action Program (AP) of the Government for the 2011-2016 term. In accordance with its functions and responsibilities, the Ministry of Transport has developed its AP for the 2011-2016 period and assigned specific tasks to units under the Ministry to implement the aforementioned Resolution. Specifically:

1. Legal and regulatory work and planning projects

- Organize the implementation of the Minister's decision on the program to build legal and regulatory documents in 2012 and the 2013-2016 period of the Ministry of Transport, update and build plans annually and organize implementation. Urge and consolidate reports on projects assigned by the Government to the Ministry of Transport in Resolution No. 06/NQ-CP.

- Take the lead in drafting three draft laws on transport: Draft Law amending and supplementing certain articles of the Law on inland waterway traffic; Draft Law amending and supplementing certain articles of the Civil Aviation Law of Vietnam; Draft Law amending and supplementing certain articles of the Maritime Code of Vietnam.

- Coordinate and participate with other Ministries and sectors in amending and supplementing the State Budget Law, the Planning Law, the Land Law, the Public Investment Law and Public Procurement Law, the Urban Law, and other related laws and sub-laws to facilitate the development of transport infrastructure ...

- Review and adjust strategies and specialized planning

(Led by the Department of Planning and Investment and specialized General Departments/Councils, the Institute of Strategy and Transport Development).

2. Transport operations

Meeting the demand for passenger and cargo transportation to serve the economic growth target set out in the Eleventh National Party Congress Resolution. It is expected that cargo transportation will increase by an average of 7-10% annually; passenger transportation will increase by an average of 8-11% annually.

Develop programs and projects on transport management, vehicle management, international cooperation in transport, and the industry's security and safety program.

Coordinate with the Ministry of Finance to develop appropriate policies on fees, charges, and service prices for various modes of transport to help control inflation, stabilize the market, and create favorable conditions for production and business activities of organizations and enterprises, as well as the livelihood of the people.

3. Ensuring traffic order and safety

Continuously update actual situations to timely perfect the system of legal and regulatory documents related to traffic order and safety.

Coordinate with functional sectors and localities to strictly handle violations of "static traffic."

Complete and submit to the Government for approval the National Traffic Safety Strategy on Roads until 2020 and vision 2030, and the Government's Resolution on strengthening key measures to ensure traffic order and safety as a basis for organizing and implementing comprehensive measures to ensure traffic safety.

Continue to direct the implementation of Prime Minister's Decision No. 1856/QD-TTg dated December 27, 2008 on restoring traffic safety corridors along roads and railways; monitor and urge the implementation of Government Resolution No. 16/2008/NQ-CP dated July 31, 2008 on gradually alleviating traffic congestion in Hanoi and Ho Chi Minh City.

Implement resolutely the Resolutions of the National Assembly and the Government, and the directives of the Prime Minister to continue to curb traffic accidents and gradually alleviate urban traffic congestion according to the targets set for each year.

Establish a traffic accident emergency rescue system and propose solutions to mitigate the consequences caused by traffic accidents.

(Led by the Traffic Safety Department, in coordination with General Departments/Bureaus, units under the Ministry, and provincial transport departments)

4. Industry

- Shipbuilding industry: Stabilize business operations, focus on restructuring the Group, ensuring an annual revenue growth rate of 15%, focusing on three main areas: shipbuilding and repair industry at appropriate scale, auxiliary industry serving shipbuilding and repair, training and improving skills for the workforce. Complete and hand over contracts on schedule.

- Automotive industry: Expected industrial revenue growth of 16.6% annually. Key products include producing and assembling passenger cars with more than 24 seats, buses from 40 to 80 seats, aiming for energy efficiency, clean fuel usage, domestic market share reaching 70% by 2016 and localization rate exceeding 50%; producing and assembling trucks, striving for a localization rate of over 40% by 2016; researching and testing hybrid tourist vehicles, gasoline, gas, and electric buses, and mass production if accepted by the market...

- Aerospace industry: Establish an organization specializing in providing aircraft technical services based on continuing to develop the existing aircraft maintenance facilities to meet international standards, with strong capabilities, ensuring the provision of aircraft technical services for domestic and international airlines operating in Vietnam; encourage cooperation and collaboration with foreign countries to invest in building some large aircraft maintenance facilities; link long-term aircraft investment programs with participation in the production of aircraft parts and components.

- Railway industry: Reorganize the structure to form a main industrial production unit; provide supporting industrial services; strive to domestically manufacture materials, equipment, and spare parts to meet part of the needs for railway transport equipment maintenance, repair, and upgrade, and vehicle transportation means; perfect the technology for assembling diesel locomotives with power from 1,500 to 2,500 horsepower; invest in building assembly and repair lines for self-propelled passenger trains for intra-city and suburban transport; invest in and put into operation major repair lines for diesel locomotives; seek export markets for railway carriages and mechanical products in the region. Strive for an average annual growth rate of 15% in production volume and over 10% in industrial revenue.

5. Investment and Construction Work

Mobilize all resources for the development of transportation infrastructure to create a foundation for economic and social development, ensure national defense and security, and serve the country's industrialization and modernization through the completion of institutional mechanisms and policies, guiding investment attraction, creating conditions for various economic sectors to invest in transportation infrastructure, promoting socialization in transportation infrastructure investment, encouraging investment through BOT, PPP, etc. Specifically:

- Continue to upgrade the national highway system and strive to complete the expansion of the entire National Highway 1 (Hanoi - Can Tho). Prioritize investment in certain sections of expressways on the North-South route, connecting Hanoi and Ho Chi Minh City with key gateways and transportation hubs, aiming to complete approximately 600 kilometers of expressways. Continue constructing the Ho Chi Minh Road, coastal roads, and border patrol roads according to approved plans.

- Continue to restore and upgrade the main existing railway lines to technical standards, prioritizing the modernization of the North-South railway line, enhancing management and maintenance work to improve train capacity and safety. Study and prepare procedures for investing in high-speed railway segments between Hanoi and Vinh, Ho Chi Minh City and Nha Trang, railways to major seaports, and connections between Ho Chi Minh City and Vung Tau, Ho Chi Minh City and Can Tho. Accelerate the construction progress of urban rail lines in Hanoi and Ho Chi Minh City.

- Continue to renovate and upgrade major inland waterway routes to technical standards according to planning; combine enhanced management, maintenance, and upkeep efforts to improve the overall system's throughput capacity and ensure traffic safety. Particularly focus on upgrading inland waterway transport routes in the Mekong Delta and Red River Delta regions, coastal routes, and ports such as Laich Giang, Day, Tieu, and Soai Rap.

- Continue to develop a synchronized national seaport system, international gateway ports, and deep-water berths in three key economic zones capable of receiving new-generation container ships. Prioritize the modernization of two international seaport gateways: Lach Huyen (Haiphong) and Cai Me - Thi Vai (Ba Ria - Vung Tau), and encourage foreign investors to develop international transshipment ports like Van Phong (Khanh Hoa).

- Continue to invest in and upgrade existing airports to meet demand, prioritizing five international airports: Noi Bai, Ho Chi Minh City, Da Nang, Can Tho, and Cam Ranh. Enhance service quality, investment efficiency, and operations to increase competitiveness with regional airports. Aim to raise the total capacity of the airport network to handle 60 million passengers annually. Continue to invest in building and equipping modern air traffic control systems, ensuring comprehensive coverage of communication, navigation, and surveillance equipment across Vietnam's FIR with high accuracy and reliability, ensuring absolute flight safety.

6. Infrastructure Management

- Urgently implement projects on decentralization and socialization of maintenance and upkeep of transportation infrastructure; gradually build maintenance funds for remaining transportation sectors;

- Continue implementing measures to enhance the quality of infrastructure management and utilization. Study and propose amendments or issuance of new mechanisms for infrastructure management such as leasing state-invested port infrastructure; piloting target-based and cost management for road maintenance and dredging and maintenance of key maritime channels; coordinate with related ministries, sectors, and localities to resolve cargo congestion and bottlenecks at seaports.

- Develop and effectively implement plans for maintaining transportation infrastructure, focusing on the maintenance of critical infrastructure, key nodes, expressways, national highways, the North-South railway, dredging and maintenance of key maritime channels...

(Infrastructure Department leads, coordinates with specialized management General Departments/Centers).

7. Administrative Reform Work

- Continue to implement the Government's action program to accelerate administrative reform, enhance the effectiveness and efficiency of state management; review and simplify administrative procedures.

- Implement Resolution No. 30c/NQ-CP dated November 8, 2011 of the Government on the Overall Program for Administrative Reform of State Agencies for the period 2011-2020.

- Continue to implement the Code of Conduct Standards, Professional Ethics, Things to Do and Not to Do for civil servants, and Regulations on Communication Culture and Interaction in the Performance of Official Duties, while strengthening administrative discipline to enhance the responsibility of each civil servant in performing their duties.

- Effectively carry out tasks related to receiving and processing information from voters, the National Assembly, Delegations of the National Assembly, People's Councils of provinces and centrally governed cities, press information, and domestic and international propaganda.

- Implement transparent financial management

(The Cadre and Civil Servant Affairs Department will take the lead, coordinating with the Ministry Office and various Bureaus and Departments within the Sector)

8. Work on Reforming and Developing Enterprises

Reorganize transport enterprises to improve operational efficiency and better fulfill the role of state-owned enterprises; continue to implement restructuring, reform, and shareholding of enterprises according to plans approved by the Prime Minister through Decisions No. 63/2003/QĐ-TTg dated April 21, 2003, No. 95/2005/QĐ-TTg dated May 6, 2005, No. 1333/QĐ-TTg dated July 4, 2007, No. 1729/QĐ-TTg dated December 29, 2006, and No. 177/QĐ-TTg dated January 24, 2010.

(The Enterprise Reform and Management Board will take the lead, coordinating with units within the sector)

9. Work on Training and Human Resource Development

- Study and restructure, upgrade, or establish new training institutions under the Ministry; establish several high-quality training centers, invest in building modern teaching facilities as models for other training institutions based on the Human Resources Development Plan for the Transport Industry for the period 2011-2020 approved by the Minister of Transport through Decision No. 1576/QĐ-BGTVT dated July 19, 2011.

- Based on the restructuring of training institutions, develop investment plans and capital mobilization solutions so that by 2016 all training institutions will be equipped with modern training equipment and means. Strengthen and improve postgraduate training capacity at existing postgraduate training institutions. Continue to coordinate with the Ministry of Labor, Invalids, and Social Affairs to select key trades to support national investment during the 2011-2015 period for eight schools under the Ministry of Transport with eight international trades, eleven ASEAN regional trades, and twelve national trades.

- Based on the restructuring of training institutions, develop investment plans and capital mobilization solutions, striving towards the goal that by 2015 all training institutions will be equipped with modern training equipment and means. Strengthen and improve postgraduate training capacity at existing postgraduate training institutions;

- Develop and improve the quality of education and training, and the quality of human resources based on implementing the Human Resources Development Plan for the Transport Industry for the period 2011-2020 approved by the Minister of Transport through Decision No. 1576/QĐ-BGTVT dated July 19, 2011.

10. Scientific and Technological Work and Environmental Protection

- Organize the implementation of research plans, development, and technology transfer in the field of road, railway, inland waterway, maritime, and air transport; build and implement programs and projects applying information technology, establishing databases, ensuring information services for state management and meeting the needs of organizations and individuals participating in transport activities. Implement the transformation of scientific and technological units' operating mechanisms into business models, creating a technology market.

- Focus on transforming, building, and perfecting systems of standards, procedures, and technical manuals, developing models and software for structural analysis applicable in the transport industry in line with advanced technology trends while being suitable for Vietnam's specific conditions.

- Continue to invest in enhancing the capabilities of scientific and technological research institutions, focusing on promoting applied research and the application of new materials and modern technologies in construction, management, operation, and maintenance of transport infrastructure. Enhance technological capabilities for consulting units, General Construction Transportation Corporations, ensuring modernity and integration, meeting all construction technology requirements, capable of participating in domestic and international tenders. Encourage enterprises to invest in technological innovation, improving product and transport project quality.

- Continue to provide deep investment support for research, application, and technology transfer in the construction and repair of large ships, capable of competing with countries in the region and meeting export requirements. Research and apply modern diesel engine overhaul production lines to serve overhaul work, aiming towards domestic assembly. Develop a strategy for new car body construction. Establish and complete some engine and car body testing centers. Research and apply automobile production lines, increasing localization rates to serve domestic needs, aiming towards exports. Research and apply natural gas fuel for certain types of transportation vehicles.

- Gradually implement the Motor Vehicle Emission Control Program for motorcycles and motorbikes participating in traffic in major cities according to Decision No. 909/QĐ-TTg dated June 17, 2010 of the Prime Minister.

- Implement the Program to Control Environmental Pollution in Transport Activities according to Decision No. 855/QĐ-TTg dated June 6, 2011 of the Prime Minister.

- Implement the Ministry of Transport's Action Plan on Climate Change Response according to Decision No. 199/QĐ-BGTVT dated January 26, 2011, enhancing the ability to prevent and mitigate adverse impacts of natural disasters; promptly rescue and restore consequences caused by natural disasters.

- Complete and submit to the Prime Minister for issuance the Roadmap for Applying Emission Standards for Road Motor Vehicles according to Euro 3, 4, and 5 standards according to the Government's Action Plan to implement Resolution 41-NQ/TW of the Politburo.

11. International Cooperation

- Broadly implement and focus on depth in external activities and international cooperation in both bilateral and multilateral fields in maritime, aviation, road, rail, and river transport sectors.

- Continue to implement negotiation, signing, and accession to international treaties. Strengthen the implementation of international treaties, particularly agreements facilitating transport between Vietnam and neighboring countries, and within the region.

- Emphasize bilateral relations with traditional neighboring countries such as Laos, Cambodia, and China.

- Enhance relations with strategic partners like Japan, South Korea; and international financial organizations such as the World Bank (WB), Japan International Cooperation Agency (JICA), Asian Development Bank (ADB) to attract investment in the transportation sector.

- Actively expand relations with important partners whose potential has not been fully exploited, such as the United States, Russia, the European Union.

- Vigorously attract Official Development Assistance (ODA) funds and foreign direct investment to develop transportation infrastructure.

- Participate more deeply in the activities of international organizations such as the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO) to seek cooperation and assistance from these organizations in maritime and aviation safety and security operations.

12. Implement the Law on Anti-Corruption and the Law on Thrift and Prevention of Waste

Continue to direct agencies and units to effectively implement the Ministry of Transport's Action Program for the Law on Anti-Corruption and the Law on Thrift and Prevention of Waste, with particular emphasis on preventive measures as stipulated by the Law on Anti-Corruption and specific provisions of the Government and the Prime Minister. Publicize financial information to facilitate monitoring and supervision of the implementation of the Law on Thrift and Prevention of Waste.

13. Inspection and Supervision Work

Continue to improve the system of regulatory legal documents and organizational structure for traffic inspection activities; select and conduct inspections on some construction projects with signs of errors or violations under the management of General Departments and Departments; Inspect the management and use of state-provided funds.

Conduct inspections and audits of financial management and accounting; capital and asset management of state-owned enterprises and enterprises with state capital participation.

Organize inspections and audits to ensure compliance with laws on anti-corruption, laws on complaints and denunciations, thrift; Implement democratic regulations at the grassroots level.

Intensify inspections and audits of the implementation of policies and laws, assigned tasks of agencies, units, and civil servants under the management of various levels.

Strengthen specialized inspections of compliance with specialized laws; focus on inspections of compliance with conditions and standards in specialized fields and issues directly related to ensuring traffic order and safety in high-traffic areas and key regions; intensify inspections of protective work along safe zones.

Carry out other inspections and audits as directed by the Government Inspectorate and the Government.

III. Implementation Organization

In accordance with their functions, tasks, and assignments outlined in this Action Program, the Ministry of Transport requests units to develop their own action programs, strictly implement them, adjust and supplement annually as necessary based on actual circumstances, and submit comprehensive evaluation reports to the Ministry's Office (with electronic files sent to the email address: [email protected]) before December 1st each year for consolidation and reporting to the Prime Minister as required.
