GUIDING AMENDMENTS AND SUPPLEMENTS TO CERTAIN PROVISIONS IN
JOINT CIRCULAR No. 56/2000/TTLT-BTC-BGTVT DATED JUNE 14, 2000 OF THE MINISTRY OF FINANCE AND THE MINISTRY OF TRANSPORT

On June 14, 2000, the Ministry of Finance and the Ministry of Transport issued Joint Circular No. 56/2000/TTLT-BTC-BGTVT guiding financial management regulations for state-owned enterprises operating public services in the Inspection field.

To align with the specific characteristics of the Vietnam Vehicle Inspection Agency, the Ministries of Finance and Transport guide amendments and supplements to certain provisions of Joint Circular No. 56/2000/TTLT-BTC-BGTVT dated June 14, 2000 as follows:

1\. Amend Point 1 of Section I on the scope of application of this circular as follows:

The scope of application of this circular is:

- State-owned enterprises operating public services in the Inspection field established by competent authorities pursuant to Decree No. 56/CP dated October 2, 1996 of the Government on state-owned enterprises operating public services (referred to collectively as inspection public service enterprises).

- Specifically for the Vietnam Vehicle Inspection Agency, due to its unique organizational and operational characteristics, it shall apply financial management regulations stipulated in this circular.

2\. The term “authority deciding establishment” determining certain aspects of operations of inspection public service enterprises specified at: Point 3 of Section I; Clause 2.1 - Point 2, Clause 3.1 - Point 3, Clause 5.2 - Point 5, the last part of Point 6 of Section II ; Points 1 and 2 of Section IV ; Point 2 of Section V in Joint Circular No. 56/2000/TTLT-BTC-BGTVT for the Vietnam Vehicle Inspection Agency is the Ministry of Transport.

This circular takes effect fifteen days from the date of issuance. Other provisions not addressed herein shall continue to be implemented according to Joint Circular No. 56/2000/TTLT-BTC-BGTVT dated June 14, 2000 guiding financial management regulations for state-owned enterprises operating public services in the Inspection field.
