DECISION OF THE PRIME MINISTER
On short-term vocational training support policies for rural workers
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. The support policy for funding short-term vocational training for rural workers is stipulated with the following contents:
1. Objectives:
Rural workers within working age who have not yet received vocational training, have a desire to learn a trade, and meet the conditions for admission to short-term vocational courses.
Priority will be given to workers who have lost agricultural land due to state requisition and change of land use purpose; workers under policy protection, ethnic minorities; female workers, and unemployed workers.
2. Support Conditions: Short-term vocational training courses for the subjects mentioned in Clause 1 of this Article shall be supported with training funds when they meet the following conditions:
a) The training period is from one month or longer, and such course has been approved by the People's Committees of provinces and centrally-run cities in their annual support plans.
b) Conducted by vocational training institutions or training establishments with the function of providing vocational training according to programs and curricula issued by competent authorities; with forms including centralized training at vocational training centers, enterprises, craft villages, production bases, or mobile training; complying with current regulations on inspection, evaluation, and issuance of vocational certificates upon completion of the course.
3. The maximum support level is 300,000 VND per person per month, and not exceeding 1,500,000 VND per person per course.
Specific support levels for each course shall be determined by the People's Committees of provinces and centrally-run cities in accordance with local budget capacity and conditions.
4. Funding is allocated and provided to vocational training institutions, not directly to trainees.
Article 2. Sources of funding, management, and utilization of funding:
1. Funding sources:
a) Local budgets allocate from the annual regular education and vocational training funds.
b) Central government budgets supplement targeted funding for provinces that cannot balance their budgets and have a large number of rural workers.
c) Integrated from national target programs and projects in the locality.
d) Mobilized from businesses, contributions from trainees, and other legitimate sources of funding.
2. Management and utilization of funds
a) The Ministry of Finance, in collaboration with the Ministry of Labor, Invalids, and Social Affairs, determines the total amount of targeted funding from the central budget, submitting it to the competent authority for decision-making in accordance with the State Budget Law; based on the approved total funding, the Ministry of Labor, Invalids, and Social Affairs proposes the allocation of funding for each locality, sending it to the Ministry of Finance for coordination in the annual state budget estimate in accordance with the State Budget Law to support provinces that cannot balance their budgets and have a large number of rural workers in implementing vocational training for rural workers.
b) The People's Committees of provinces and centrally-run cities:
- Annually proactively balance from local budgets and mobilize other legitimate funding sources to implement vocational training plans for rural workers, in line with local human resource development planning and plans.
- Manage and utilize funding support from the central budget, local budget, and other mobilized and contributed sources for rural worker vocational training in accordance with the intended purpose, effectively, and in compliance with the State Budget Law.
Article 3. Implementation
1. The People's Committees of provinces and centrally-run cities are responsible for building, directing, and organizing the implementation of vocational training plans for rural workers under their jurisdiction:
a) Building plans, balancing budgets, and mobilizing resources.
b) Directing relevant agencies, districts, and counties, and coordinating with political and social organizations in the locality to effectively organize vocational training.
c) Specifying the target group, contribution levels, and policies for exemption and reduction of tuition fees suitable to local realities, ensuring fairness and encouraging socialization of vocational training.
d) Guiding, inspecting the implementation, and ensuring that support policies are correctly applied to the intended targets.
2. The Ministry of Labor, Invalids and Social Affairs:
a) Guiding localities in building, consolidating plans, and allocating budgetary support for short-term vocational training for rural workers; coordinating with localities to inspect, monitor, and evaluate implementation.
b) Coordinating with the Ministry of Agriculture and Rural Development to guide the construction, review, and issuance of vocational training programs and curricula; specifying training forms, assessment methods, and issuance of vocational certificates.
3. The Ministry of Finance and the Ministry of Planning and Investment consolidate plans and budget estimates for short-term vocational training for rural workers, submitting them to the Government for allocation to provinces and centrally-run cities; guiding the management and use of funds.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
