Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;
Considering the proposal of the Director of the Department of Animal Health and the proposal of the Head of the Organizational and Cadre Affairs Department,

Article 1. Position and Function

1. Establishing the Animal Health Agency Region VII under the Department of Animal Health based on the Can Tho Animal Health Center.

2. The Animal Health Agency Region VII shall perform state management functions in animal health and diagnose, test animal diseases and animal products within the assigned region.

3. The Animal Health Agency Region VII has legal personality, its own seal, receives funding from the State budget, and is allowed to open bank accounts in accordance with the law. The headquarters of the Animal Health Agency Region VII is located in the city of Can Tho.

4. The scope of operation of the Animal Health Agency in Region VII includes provinces and centrally governed cities (hereinafter referred to as provinces): Can Tho City, Dong Thap Province, Vinh Long Province, Tra Vinh Province, An Giang Province, Hau Giang Province, Soc Trang Province, Kien Giang Province, Bac Lieu Province, and Ca Mau Province.

Article 2. Tasks and Authorities

1. Participate in drafting normative legal documents, plans, programs, projects, standards, procedures, technical regulations on animal health.

2. Guide, urge, and inspect the implementation of normative legal documents, plans, programs, projects, standards, technical procedures on animal health for provincial Animal Health Sub-departments.

3. Regarding disease prevention and control:

a) Monitor disease situations; create epidemiological maps; propose measures to prevent and control animal diseases in the region.

b) Coordinate and support provincial Animal Health Sub-departments in diagnosing, identifying diseases, and organizing the prevention and control of animal diseases.

c) Inspect, diagnose, and test animal diseases at breeding facilities according to regulations.

d) Guide and evaluate the construction of disease-free zones and regions.

4. Regarding quarantine of animals:

a) Implement quarantine of animals, animal products for export, import, temporary import for re-export, temporary export for re-import, transfer of customs checkpoints, transit through Vietnam.

b) Directly handle or guide and supervise the handling of waste, transport vehicles, containers, animals, and animal products according to regulations.

c) Manage animal quarantine stations at border gates, railway stations, airports, ports, and international post offices according to the assignment of the Director of the Department of Animal Health.

5. Regarding slaughter inspection:

a) Directly inspect slaughter of animals at export slaughterhouses in the region.

b) Guide and inspect hygiene, disinfection, decontamination of storage and packaging equipment; handle animals and animal products that do not meet veterinary hygiene standards and handle waste at export slaughterhouses.

6. Regarding veterinary hygiene inspection:

a) Inspect conditions for veterinary hygiene at quarantine isolation sites, monitor quarantine isolation of exported and imported animals and animal products according to the guidance of the Department of Animal Health.

b) Inspect conditions for veterinary hygiene at slaughterhouses, storage, preliminary processing facilities for exported and imported animals and animal products, and breeding facilities according to the assignment of the Director of the Department of Animal Health.

c) Inspect veterinary hygiene of exported and imported animals and animal products, transferred customs checkpoints, temporarily imported for re-export, temporarily exported for re-import, transiting through Vietnam, and using Vietnam's routes.

7. Participate in publicizing knowledge, educating the law, and specialized veterinary inspections. Participate in implementing agricultural extension and food safety in the field of animal health in provinces in the region.

8. Participate in research, application of scientific and technological progress, and international cooperation according to the program and plan of the Department of Animal Health. Coordinate with provincial Animal Health Sub-departments in the region to organize training and upgrading of technical and professional skills in animal health.

9. Carry out fee and charge collection as prescribed.

10. Manage organization, cadres, labor, finance, and assets of the Agency in accordance with regulations.

11. Implement administrative reform, comply with information and periodic, ad hoc reporting systems as prescribed by the Department of Animal Health.

12. Perform other tasks assigned and delegated by the Director of the Department of Animal Health in accordance with the law.

Article 3. Organizational structure

1. The leadership of the Animal Health Agency Region VII includes a Director and Deputy Directors appointed and relieved from duty by the Director General of the Animal Health Department in accordance with regulations and the classification of management authority of the Ministry.

The Director is responsible to the Director General and the law for the activities of the Agency and the tasks assigned.

The Deputy Director assists the Director, is responsible to the Director and the law for the implementation of tasks assigned by the Director.

2. Management structure:

a) General Affairs Department.

b) Inspection and Slaughter Control Department.

c) Epidemiology Department.

3. Subordinate units:

a) Animal Quarantine Stations.

b) Animal Disease Diagnosis and Testing Station.

The Stations mentioned in Clause 3 of Article 3 shall have their own seals to perform tasks as prescribed.

The Ministry authorizes the Director General of the Animal Health Department to define the duties of the management structure and issue decisions to establish animal quarantine stations at border gates, railway stations, airports, ports, international post offices, and the Animal Disease Diagnosis and Testing Station subordinate to the Animal Health Agency Region VII.

The staffing of the Animal Health Agency Region VII is arranged by the Director General of the Animal Health Department according to the staffing quota allocated by the Ministry to the Department.

The Director General of the Animal Health Department is tasked with managing the recovery and return of the seal of the Can Tho Animal Health Center to the competent authority issuing the registration stamp certificate in accordance with regulations.

Article 4. Responsibility for Implementation

1. This Decision takes effect fifteen days after its publication in the Official Gazette. Decree No. 1603 NN-TCCB/QD dated December 12, 1994 of the Minister of Agriculture and Rural Development on transforming the Can Tho Animal Disease Diagnosis and Quarantine Center into the Can Tho Animal Health Center and previous regulations of the Ministry of Agriculture and Rural Development that conflict with this Decision are hereby abolished.

2. The Director General of the Animal Health Department shall provide detailed guidance for the implementation of this Decision.

3. The Heads of the Office, the Personnel Department, the Director General of the Animal Health Department, the Heads of relevant agencies and units under the Ministry of Agriculture and Rural Development, and the Director of the Animal Health Agency Region VII are responsible for implementing this Decision./.
