Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of overall socio-economic development planning;

Considering the proposal of the Ministry of Planning and Investment and the People's Committee of Binh Duong Province regarding the approval of the "Master Plan for Socio-Economic Development of Binh Duong Province until 2020".

DECISION:

Article 1. Approves the "Master Plan for Socio-Economic Development of Binh Duong Province until 2020" (hereinafter referred to as the Master Plan) with the main contents as follows:

1. Development Orientation

The Master Plan for Socio-Economic Development of Binh Duong Province until 2020 aims to build Binh Duong into a province with rapid and comprehensive economic development, ensuring the relationship between economic growth and the resolution of social issues, poverty reduction, and continuous improvement in material and spiritual life of the people.

Focus on exploiting the advantage of geographical location, cooperation among provinces in the Southern Key Economic Region, and the core development city of Ho Chi Minh City to develop socio-economy.

On the basis of continuing administrative reform, actively integrating internationally to attract domestic and foreign investment, advanced technology, developing key industries; increasing the scale and quality of leading products and services suitable with the comparative advantages of the Province; quickly creating high-quality products capable of penetrating the world market (especially the markets of countries in the ASEAN region); at the same time, paying attention to the domestic market, particularly the market of Ho Chi Minh City and other provinces in the Southern Key Economic Region.

Enhance economic efficiency linked with social development based on focused investment. Prioritize investment in sectors and fields with advantages in labor, resources, and materials of the Province and neighboring areas, etc., to create jobs, improve labor productivity and income for the people. Reduce the disparity in economic and social development between regions within the Province, and between northern and southern districts of the Province.

Build a synchronized infrastructure network, reasonable spatial layout. Pay special attention to developing a modern road transport system according to the standards of advanced countries in the region and internationally. Develop industry in conjunction with urban and service development to promote economic growth and sustainable development.

Combine socio-economic development closely with environmental protection. Invest in enhancing the economic efficiency of traditional orchard ecological systems in Lai Thieu and riverside ecological systems along the Sai Gon River. Create landscapes oriented towards natural ecological balance and sustainable development.

Closely integrate economic and social development with ensuring strong national defense and security on the territory.

2. Development Goals

a) General Objective:

Accelerate the restructuring of the economic structure and labor force towards industrial and service development. Continue to maintain a higher economic growth rate than that of the Southern Key Economic Region; focus on developing housing services, human resource training, and healthcare. Complete the industrialization process and achieve balanced and sustainable development after 2015.

b) Specific Objectives:

Develop and restructure the economy towards increasing the proportion of industries and services in the total GDP. Specifically:

- Export-import turnover reaches 16,189 million USD in 2010; of which, export turnover reaches 8,662 million USD. Corresponding indicators for 2015 are 24,000 million USD and 14,000 million USD, and for 2020 are 40,000 million USD and 25,000 million USD.

- Labor structure shifts along with the economic structure towards reducing labor in low-productivity sectors to higher productivity and efficiency sectors. Labor in agriculture, forestry, and fisheries decreases to 20% in 2010; 14% in 2015 and 10% in 2020; labor in industry-construction increases to 45% in 2010, 48% in 2015 and decreases to 45% in 2020; labor in services increases continuously from 35% in 2010 to 38% in 2015 and 45% in 2020.

- Urbanization rate reaches 40% in 2010; 50% in 2015 and 75% in 2020. Binh Duong becomes a central city directly under the Central Government in 2020.

- Implement well the programs and targets for developing the national infrastructure system and social development such as education, training, poverty reduction, and other social issues.

- Ensure solid national security, political stability, and social order and safety in all situations.

3. Main Development Directions

a) Economic Sectors:

- Industry - Small and Medium Enterprises:

Continue to attract investment to develop industries towards diversification of products, focusing on high-tech industries using domestic raw materials. Build industries reaching advanced and modern levels, with products having high competitiveness in both domestic and international markets. By 2020, Binh Duong will become a major national and regional industrial center. The average annual industrial production value increase is 30.6% during the period 2006-2010; 26% during the period 2011-2015 and 24.1% during the period 2016-2020. Increase the localization rate from 55% in 2010 to 60% in 2015 and 70% in 2020, reduce outsourcing. Gradually increase the high-tech content in industrial products. Increase the clean industry ratio from the current 20% to 40% in 2010; 50% in 2015 and 60% in 2020.

Vigorously develop small and medium enterprises, traditional trades, solving many local jobs in rural areas and attracting labor from outside into the Province.

Strengthening and enhancing the effectiveness of centralized industrial zones within the territory, selecting industries with high levels of domestic content. By 2020, it is expected that the entire Province will have 31 industrial zones with a total area of 9,360.5 hectares and 23 clusters of industrial zones with a total area of 2,704 hectares.

- Commerce and Services:

Develop the domestic market through expanding trade with Ho Chi Minh City and provinces such as Dong Nai, Ba Ria-Vung Tau, Binh Phuoc, large concentrated industrial zones in the Southern Key Economic Region, the Mekong Delta region, and other regions. For foreign markets, focus on developing key products and export goods from industrial zones to enhance the value of exports from concentrated industrial zones and processed products from rubber, cashew nuts, refined wood furniture, etc. At the same time, pay attention to importing and supplying materials and technological equipment for production to improve people's living standards.

Domestic commerce increased by 18% annually during the period 2006-2010 and by 15% annually during the period 2011-2010. The total turnover of retail goods reached 21 billion VND in 2010 and 85 billion VND in 2020. Construct permanent markets in towns, townships, market areas, some communes, and residential clusters. Transportation services continuously increase to meet production and living needs. The growth rate of transportation value during the period 2006-2010 was 26% annually, during the period 2011-2015 was 25% annually, and during the period 2016-2020 was 24% annually.

Export activities were strengthened, with total export value reaching 8.662 million USD in 2010, 14.000 million USD in 2015, and over 25.000 million USD in 2020. The proportion of export value of light industry and small-scale industry products accounted for 80-85% of total export value. Total import turnover reached 7.527 million USD in 2010, 10.000 million USD in 2015, and 15.000 million USD in 2020.

Develop housing services for low-income workers in concentrated industrial zones; the housing market for middle and high-income earners in eco-friendly housing forms in the Lai Thieu area and along the Sai Gon River. In the initial stage until 2010, development progressed from Lai Thieu to Thu Dau Mot, and in the subsequent stage, continued development extended to Ho Dau Tieng to exploit the advantages of the riverbank ecosystem along the Sai Gon River.

Tourism revenue increased at an average rate of 13.5% annually during the period 2006-2010; approximately 13% annually during the period 2011-2015, and 12% during the period 2016-2020. In terms of value, it reached 210 billion VND in 2010, 387 billion VND in 2015, and 682 billion VND in 2020.

- Agriculture, Forestry, and Fisheries:

Develop stable, sustainable agriculture with high productivity based on reasonable exploitation of geographical advantages, resources, and protection of the ecological environment. Shift the agricultural structure and rural economy towards producing high-value commoditized products. Promote new rural development in the process of industrialization and modernization. Apply biotechnology, switch to high-yield and quality crop and livestock varieties in agriculture to meet the increasingly high demands of the market. Invest in developing long-term specialized crop cultivation areas such as rubber; fruit trees, vegetables, ornamental plants, and livestock breeding. Develop forestry according to the direction of encircling and protecting forests; scattered planting along roads, canals, and household gardens. Develop fisheries according to the planning of aquaculture zones, closely combining breeding, preservation, processing, and environmental management.

The agricultural structure shifts towards increasing the proportion of the forestry and fisheries sectors. However, the added value of the agricultural sector in the total added value of agriculture, forestry, and fisheries still reached 90% in 2010 and decreased to 75% in 2020. The proportion of the crop sector gradually decreased from 56% in 2010 to 48% in 2015 and 42% in 2020. Correspondingly, the proportion of the animal husbandry sector increased from 37% in 2010 to 42% in 2015 and 46% in 2020.

The agriculture, forestry, and fisheries sectors attracted 20% of labor in 2010, about 14% in 2015, and 10% of total employment in 2020.

b) Technical Infrastructure Structure:

- Transportation:

Develop road transportation in the direction of connecting with the modern regional highway system, international airports, and the Thiet Vai-Vung Tau port cluster and other technical infrastructure systems. Focus on developing main road axes from Binh Duong Avenue to Hoa Lu border gate, from Binh Duong Avenue to Dong Xoai, from Binh Duong Avenue to Dau Tieng, and My Phuoc-Tan Van expressway. Closely coordinate with the Ministry of Transport to build cross-axis routes: Ring Road 3, Ring Road 4, and Thuong Tan-Tan Hung-Hung Hoa Road. Prepare to connect the metro (subway) system from the center of Ho Chi Minh City to Thu Dau Mot after 2020. The provincial and district road network will connect with main axes and ring roads to ensure smooth traffic connections to industrial zones, clusters, and specialized agricultural production areas. Utilize railway lines effectively within the territory.

For waterway transportation: continue dredging channels of the Sai Gon River, Dong Nai River, and Thi Tinh River; renovate, upgrade, and construct port systems to serve transportation, tourism, and daily life.

- Power Supply and Water Supply:

Invest comprehensively to upgrade and build power supply and water supply systems to meet production and living needs, especially in industrial zones and concentrated urban areas. The average annual growth rate of electricity consumption increased by 24% during the period 2006-2010 and decreased to 13% during the period 2011-2015. Total electricity demand reached 6,700 GWh by 2010 and 12,400 GWh by 2015. The load component for production and consumption was approximately 20% during the period up to 2015 and 18% during the period up to 2020. The load component serving the development of service sectors was around 36% during the period 2006-2015 and stabilized at 30% after 2015. By 2010, the water sector had to treat 247,000 m3/day-night and by 2020, treat 462,000 m3/day-night. Ensure that 95-97% of rural households have access to electricity and clean water by 2010, and reach 100% by 2020.

- Information and Communication:

Develop the modern and integrated postal and telecommunications industry according to digitalization and automation standards to ensure smooth information flow throughout the province, connecting with the Southern Key Economic Region. The telephone density reached 42 units per 100 people in 2010, 50 units per 100 people in 2015, and 60 units per 100 people in 2020; rapidly increase the number of people using the Internet.

c) Develop cultural and social sectors:

- Population:

The average population growth rate was 4.2% per year during the period from 2006 to 2010, 5.9% per year during the period from 2011 to 2015, and 4.6% per year during the period from 2015 to 2020; among which, the natural population growth rate decreased while the mechanical population growth rate was maintained at a reasonable level. The projected population would reach 1.2 million people in 2010, 1.6 million people in 2015, and approximately 2 million people in 2020 (reaching the scale of a large city type I).

- Education and training:

Developing education and training is a strategic task aimed at enhancing human resources both in quantity and quality to meet the strong development needs of production. Educational development must be synchronized at all levels from kindergarten, primary school, secondary school, and high school. Continue building kindergartens and primary schools in communes, wards, and towns that currently lack them. Separate the secondary school system and the high school system according to the unified model of the entire country by the end of 2007. By 2010, ensure that each commune and ward has at least one secondary school. Continue to strengthen the educational facility system, striving to achieve national standards for teaching equipment in all schools within the Province.

Develop vocational training and higher education reasonably based on the planning of university, college, and vocational school networks within the Province. Emphasize the principle of socializing training work, encouraging all economic sectors to actively participate in developing human resources through various training models: public, private, and community-based. Focus on training skilled labor forces for high-tech industries.

Develop vocational training to meet the needs of industrial zones in the Province and other provinces in the region, aiming towards training labor for export.

- Health care and people's health care:

Develop and complete the healthcare network from the provincial level down to the grassroots level, ensuring the full implementation of state health programs and policies. Continuously improve the quality of community health services, effectively addressing initial health care issues for the people. Consolidate and develop the preventive health system. Pay attention to developing local medicinal resources to serve medical treatment, especially in traditional medicine. Strive to reduce the malnutrition rate among children to below 10% by 2010; eliminate malnutrition among children basically by 2020. Average life expectancy will reach 75 years old in 2010, 77 years old in 2015, and 80 years old in 2020.

Promote the socialization of healthcare. Increase investment in comprehensive development of the healthcare sector in terms of infrastructure, equipment, and human resources. Gradually modernize diagnostic and treatment equipment for provincial and district hospitals to meet national and international standards. Invest in building new regional general hospitals to serve experts and industrial zones. Encourage investment in some non-public hospitals through socialization to attract financial resources from various economic sectors to invest in healthcare, meeting the increasingly diverse needs of the people in the province, the region, and foreigners. The number of health workers (HCWs) will reach 27 HCWs per 10,000 people by 2010, including 8 doctors per 10,000 people; increasing to 38 HCWs per 10,000 people, including 15 doctors per 10,000 people by 2015. By 2020, reach 55 HCWs per 10,000 people, including 30 doctors per 10,000 people.

Vigorously develop high-quality service facilities to better care for people's health. Particularly focus on building general hospitals and maternity hospitals to international standards to alleviate the burden on large hospitals in Ho Chi Minh City, contributing to rapidly improving the structure of social welfare service supply in the province after 2015.

- Cultural information, physical education and sports:

Develop and enhance the quality of cultural information and physical education and sports activities. Pay special attention to developing these activities in rural areas. Strengthen and develop libraries at all levels, from urban to rural areas. Improve the quality of radio and television programs; build provincial radio and television stations and base stations suitable for actual conditions and in accordance with the overall planning of the national radio and television system. Develop and consolidate conservation and museum activities to preserve, restore, and promote cultural heritage values, historical sites, and national identity.

Strive to have 91% of families recognized as cultural families by 2010, 73% of hamlets and neighborhoods achieving cultural titles and standards; by 2020, the corresponding rates will be 96% and 85%.

- Employment, poverty reduction, and policies for those who have rendered meritorious service:

The labor structure should shift appropriately according to the economic structure, moving labor from low-productivity sectors to higher productivity and efficiency sectors. Each year, create additional jobs for the workforce, reducing the unemployment rate to below 4.4% in 2010, 4.2% in 2015, and 4% in 2020, with over 70% of workers having received training by 2020.

Increase the income of workers based on accelerating the development rate to reach the average level of the Southern Key Economic Zone by 2015 and exceed it by 2020. Implement comprehensive programs and projects to eradicate poverty, providing opportunities for the poor to access credit, employment, and basic social services. At the same time, raise awareness, sense of responsibility, and self-reliance to overcome poverty; pay attention to and assist households under policy support and those who have rendered meritorious service to the revolution.

d) Environment:

The general viewpoint on economic growth combined with social development and environmental protection. The goal is to prevent and reduce environmental pollution, first requiring an assessment of the drainage and environmental sanitation planning during the review and issuance of investment project permits. In industrial zones, the drainage and environmental sanitation systems must meet standards. By 2010, collect 90% of total solid waste; basically complete the renovation and upgrading of drainage and wastewater treatment systems, and waste collection systems according to planning; ensure that 50% of residential areas and industrial clusters have drainage, wastewater treatment, and waste collection systems in accordance with planning. Complete the drainage and environmental sanitation planning for the southern area of Binh Duong Province, which has been approved. By 2020, the aforementioned issues will be fully completed and synchronized.

d) Combining economic and social development with national defense and security:

Build provinces and districts into solid defensive regions. Review and adjust land for national defense and security to meet the deployment requirements within the defensive region, creating conditions for economic and social development. Timely prevent and effectively combat hostile forces, promptly resolve internal conflicts among the people, resolutely not allowing hotspots to occur on the territory; adopt many appropriate measures to reduce traffic accidents.

4. Territorial organization plan for economic and social activities

a) Urban areas:

The urbanization process will rapidly modernize, leading in economic growth and structural transformation. The urbanization rate will reach 40% in 2010, increase to 50% in 2015, and reach 75% in 2020. It is forecasted that the urban population will be 480 thousand in 2010 and 1.5 million in 2020. Focus on developing urban centers in towns and market towns with significant influence such as Thu Dau Mot, the integrated industrial-service-urban area of Binh Duong, central townships of district capitals, and urban areas near industrial zones. Expand peripheral areas towards rural urbanization models based on improving infrastructure connections and social welfare services. Strive to make Binh Duong Province become a centrally-administered city type I by 2020. The space of Binh Duong City will connect with Ho Chi Minh City and Bien Hoa City to form a major metropolis of the country.

b) Rural areas:

Develop rural economy harmoniously, gradually reducing disparities with urban areas. Vigorously develop rural industry and small-scale handicrafts. Revive traditional craft villages. Form stable specialized planting areas for vegetables, industrial crops, and fruit trees supplying food to cities, towns, market towns, urban areas, and industrial zones, providing raw materials for processing and export. Strengthen investment in rural areas through attracting resources, developing private economy, applying science and technology to production, etc.

c) Development of sub-regions:

Urban space development follows the direction of rural urbanization, transforming the economic structure from agriculture to non-agricultural sectors.

Region I (Southern Binh Duong) is a region for urban, industrial, and service development linked with urbanization. Region I has a total area of 538 km², accounting for 19.96% of the total area; the population is approximately 1,248 thousand people, accounting for 62.4% of the total population. The boundary of Region I includes the urban areas of Thu Dau Mot, Thuan An, Di An, and the new urban area of Ben Cat and Tan Uyen.2Region II (Northern Binh Duong) is a region for agricultural and rural development, with a total area of 2,157.54 km², accounting for 80.04% of the total area; the population is approximately 752 thousand people, accounting for 37.6% of the total population. The focus is on developing concentrated agriculture and agricultural product processing and export industries. The spatial distribution of Region II includes the newly established District 1 (separated from Tan Uyen District), District 2 (separated from Ben Cat District), Phu Giao District, and Dau Tieng District.

d) Urban development roadmap:2Thu Dau Mot City will become a city type III by 2007; a city type II and a provincial-level city before 2010. By 2010, Binh Duong Province will have 01 provincial-level city (city type II) and 03 towns, 04 districts, 62 communes, 31 wards, and 10 market towns. By 2020, Binh Duong will become a centrally-administered city type I with 6 districts, 4 suburban districts, 40 communes, 60 wards, and 13 market towns.

5. Implementation solutions for the planning

a) Building a strong government at all levels:

Promote administrative reform, improve the quality of cadres and civil servants, and clearly define the authority between agencies and levels; strengthen administrative discipline, fight against bureaucracy, corruption, and waste while ensuring the democratic rights of the people. This is an important solution to enhance the effectiveness of economic and social management at all levels and agencies, creating a favorable environment to attract resources for development investment.

b) Investment capital:

The estimated capital requirement for the period 2006-2010 is about 34,955 billion VND, for the period 2011-2015 is about 70,328 billion VND, and for the period 2016-2020 is about 129,916 billion VND. The total investment capital for the period 2006-2020 is approximately 236,000 billion VND (calculated at 1994 prices).

To meet the capital investment needs, policies for capital mobilization and attraction must be attractive to each group of projects; at the same time, implement well the work of investment guidance together with investment encouragement policies. Vigorously develop enterprises under various economic components; pay attention to attracting investment from enterprises outside the province, especially large economic groups and large enterprises. Mobilize the maximum capital from land funds to develop urban areas, industry, and small-scale industry, focusing on attracting foreign direct investment, developing financial markets, accelerating socialization in healthcare, education, culture-sports, etc.

c) Coordination and linkage in development between Binh Duong Province and Ho Chi Minh City and other provinces in the Southern Key Economic Zone:

To meet capital investment needs, policies for capital mobilization and attraction must be designed to be attractive to each group of projects; at the same time, effective guidance on investment orientation should be implemented alongside incentive policies for investment. Vigorously develop enterprises under various economic sectors; focus on attracting investment from businesses outside the province, especially large economic groups and major enterprises. Maximize the mobilization of land funds for urban development, industry - small and medium industries, with emphasis on attracting foreign direct investment, developing financial markets, accelerating socialization in healthcare, education, culture - sports, etc.

c) Coordinate and link development between Binh Duong Province and Ho Chi Minh City and other provinces in the Southern Key Economic Region:

To develop effectively, balanced, and sustainably, Binh Duong needs to closely coordinate with Ho Chi Minh City and other provinces and cities in the Southern Key Economic Region regarding the implementation of programs, mechanisms, policies for attracting foreign investment, developing industry, industrial zones, eco-tourism along the Saigon River, information provision and exchange, transportation and transport services, enhancing the capacity to exploit financial-banking services, training-research, technology transfer, and housing for middle and high-income earners in the form of eco-housing in Lai Thieu and along the Saigon River.

d) Strengthen research and application of scientific and technological achievements in production and daily life.

đ) Establish appropriate systems of measures to encourage and promote the development of non-state economy.

e) Vigorously carry out investment promotion activities and expand domestic and international markets for industrial products.

g) Develop policies for attracting, utilizing, and training and developing human resources to meet requirements.

h) Organize the implementation of the Master Plan: widely publicize the Master Plan after approval; comprehensively and thoroughly study and implement the Master Plan; develop plans to achieve high results and effectiveness in implementing the Master Plan; regularly update to propose adjustments and supplements to the Master Plan when necessary.

Article 2. The Decision approving the "Comprehensive Development Master Plan for Binh Duong Province until 2020" serves as the basis for establishing, reviewing, and implementing specialized planning (construction planning, land use planning, and other specialized planning), and investment projects within Binh Duong Province.

Article 3. The People's Committee of Binh Duong Province is tasked to base on the economic and social development goals, tasks, and directions set forth in this Master Plan, coordinate with relevant ministries and sectors to direct the establishment, review, and implementation of the following contents according to regulations:

- Strategic Environmental Impact Assessment report.

- Adjustments to urban system development plans and residential areas, construction planning, land use planning, and sectoral development plans to ensure overall and synchronous development.

- Study and issue or submit to competent state agencies for issuance of some appropriate mechanisms and policies in line with provincial development requirements at each stage to attract and mobilize resources to implement the Master Plan.

Article 4. Relevant ministries and sectors are tasked to support the People's Committee of Binh Duong Province in researching and establishing the aforementioned planning; studying and issuing or submitting to competent state agencies for issuance of some appropriate mechanisms and policies in line with provincial economic and social development requirements at each stage, to effectively mobilize and utilize resources, encourage and attract investment to ensure the achievement of approved provincial economic and social development goals, tasks, and directions in the Master Plan. Accelerate investment and implementation of large-scale and important projects for provincial development that have been decided upon. Study and consider adjustments and supplements to sectoral development plans and investment plans for related projects proposed in the Master Plan Report.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Binh Duong Province, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for enforcing this Decision./.
