Regulations on food, clothing, care, and management of students at educational correctional facilities

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Inspectorate Chief of the Ministry,
Considering the proposal of the Minister of Public Security,
DECREE:
Article 1. Scope of Regulation
This Decree specifies in detail the food, clothing, medical care regimes; living and study regimes; visiting relatives regime; receiving letters, money, gifts; and management regime for students at educational correctional facilities (collectively referred to as the care and management regime for students at educational correctional facilities) as prescribed by the Criminal Enforcement Law.
Article 2. Applicability
This Decree applies to students at educational correctional facilities and agencies, organizations, and individuals related to ensuring the implementation of the care and management regime for students at educational correctional facilities.
Article 3. Care and Management Regime for Students at Educational Correctional Facilities
The care and management regime for students at educational correctional facilities shall be implemented in accordance with the provisions set out in Articles 25 of Decree No. 142/2003/NĐ-CP dated November 24, 2003 on the application of administrative sanctions involving placement in educational correctional facilities, and the provisions of items 17, 18, 19, 20, item 1 of clause 21, clause 23 of Article 1 of Decree No. 66/2009/NĐ-CP dated August 1, 2009 amending and supplementing certain articles of Decree No. 142/2003/NĐ-CP dated November 24, 2003 on the application of administrative sanctions involving placement in educational correctional facilities, and the provisions of clause 2 of Article 4 of Decree No. 118/2010/NĐ-CP dated December 29, 2010 amending and supplementing certain articles of decrees on the application of measures involving placement in educational institutions and educational correctional facilities.
Article 4. Effective date
This Decree takes effect from November 1, 2011.
Repeal Article 17, 18, and 19 of Decree No. 52/2001/NĐ-CP dated August 23, 2001 guiding the enforcement of judicial measures involving placement in educational correctional facilities.
Article 5. Responsibilities for Implementation
1. The Ministry of Public Security shall be responsible for organizing the implementation and providing guidance and supervision of the enforcement of this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central city administrations, and relevant agencies, organizations, and individuals shall be responsible for enforcing this Decree./.
