Regarding the list of state secrets of the utmost confidentiality and high confidentiality of the Central Steering Committee for Combating Corruption and the Central Internal Affairs Commission on preventing and combating corruption and the Central Internal Affairs Commission

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

At the proposal of the Deputy Head in charge of the Central Steering Committee for Combating Corruption - Head of the Central Internal Affairs Commission and the Minister of Public Security,

The Prime Minister issues this Decision on the List of State Secrets of the Utmost Confidentiality and High Confidentiality of the Central Steering Committee for Combating Corruption and the Central Internal Affairs Commission.

Article 1. The List of State Secrets of the Utmost Confidentiality of the Central Steering Committee for Combating Corruption and the Central Internal Affairs Commission includes the following areas:

1. Proposals related to internal affairs and anti-corruption that have not been or have not yet been disclosed.

2. Reports and proposals of the Central Internal Affairs Commission to the Politburo and the Secretariat regarding domestic and foreign policies that have not been or have not yet been disclosed.

3. Reports and proposals of the Central Steering Committee for Combating Corruption and the Central Internal Affairs Commission to the Politburo and the Secretariat regarding policy directions for handling cases and trials.

4. Documents using information and materials included in the List of State Secrets of the Utmost Confidentiality of other agencies and organizations.

Article 2. The List of State Secrets of High Confidentiality of the Central Steering Committee for Combating Corruption and the Central Internal Affairs Commission includes the following areas:

1. Recommendations of the Central Internal Affairs Commission to the Politburo and the Secretariat regarding national security policies and anti-corruption measures, organizational structure and activities of internal agencies (Prosecution, Courts, Justice, Inspection, judicial functions within the Police and Military, Vietnam Bar Association, Vietnam Lawyers Association) that have not been or have not yet been disclosed.

2. Recommendations of the Central Internal Affairs Commission to the Politburo and the Secretariat, and recommendations of the Central Steering Committee for Combating Corruption to the Politburo and the Secretariat regarding policies and solutions for anti-corruption work that have not been or have not yet been disclosed.

3. Documents of the Central Internal Affairs Commission informing directives from the Politburo, the Secretariat, and the Central Steering Committee for Combating Corruption to relevant agencies and organizations regarding the resolution of serious, complex cases and public opinion particularly concerned.

4. Information and materials of the Central Internal Affairs Commission related to advising and proposing solutions for serious, complex cases and public opinion particularly concerned (excluding information and materials classified as Utmost Confidentiality).

5. Information and materials on the implementation of specific tasks assigned by the Politburo and the Secretariat that have not been or have not yet been disclosed.

6. Information and materials, comments, and evaluations of cadres by the Central Internal Affairs Commission regarding cadre appointments, commendations, and disciplinary actions under the management of the Politburo and the Secretariat.

7. Opinions on appraising proposals in the fields of internal affairs and anti-corruption that have not been or have not yet been disclosed.

8. Information and materials of negotiations and contacts of the Central Internal Affairs Commission with foreign individuals or international organizations regarding internal affairs and anti-corruption that have not been or have not yet been disclosed.

9. Documents using information and materials included in the List of State Secrets of High Confidentiality of other agencies and organizations.

Article 3. This Decision takes effect from February 15, 2014.

Article 4. The Head of the Central Internal Affairs Commission and the Minister of Public Security are responsible for monitoring the implementation; Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for enforcing this Decision./.
