Pursuant to the Law on Petition dated November 11, 2011;

Pursuant to the Law on Complaints dated November 11, 2011;

Pursuant to the Law on Receiving Citizens dated November 25, 2013;

At the proposal of the Government Inspector General and the Chairman of the Central Executive Committee of the Vietnam Farmers' Union,

The Prime Minister issues this Decision on cooperation between ministries, sectors, People's Committees at all levels with levels of the Vietnam Farmers' Union in receiving citizens, handling complaints and denunciations of farmers.

Article 1. Scope of Regulation

This Decision stipulates the responsibilities of ministries, sectors, People's Committees at all levels in cooperating with levels of the Vietnam Farmers' Union in propaganda and dissemination of laws on receiving citizens, handling complaints and denunciations; legal counseling; contributing to the drafting of regulatory legal documents related to receiving citizens, handling complaints and denunciations of farmers; implementing democratic regulations at the grassroots level; mediation and resolution of complaints and denunciations of farmers.

Article 2. Scope of application

This Decision applies to ministries, sectors, People's Committees at all levels and levels of the Vietnam Farmers' Union in their cooperation in receiving citizens, handling complaints and denunciations of farmers.

Article 3. Principles of Cooperation

Cooperation between ministries, sectors, People's Committees at all levels with levels of the Vietnam Farmers' Union in receiving citizens, handling complaints and denunciations of farmers must be timely, effective, and in accordance with the law to ensure the rights and legitimate interests of farmers.

Article 4. Responsibilities of ministries, sectors, and People's Committees at all levels

1. The Government Inspectorate shall have the responsibility to guide inspections of ministries, sectors, and localities in cooperating with levels of the Vietnam Farmers' Union in propagating laws on receiving citizens, handling complaints and denunciations; guiding and training to enable levels of the Vietnam Farmers' Union to participate promptly and effectively in receiving citizens, handling complaints and denunciations of farmers.

2. The Ministry of Natural Resources and Environment shall have the responsibility to cooperate with the Vietnam Farmers' Union in propagating and disseminating laws on land; mediating disputes and resolving complaints and denunciations about land of farmers.

3. The Ministry of Justice shall have the responsibility to guide and create conditions for the Vietnam Farmers' Union to participate in government programs on legal education and dissemination; provide professional support to the system of Legal Counseling Centers and teams of volunteers and legal educators of levels of the Vietnam Farmers' Union, mobilizing farmers to participate in legal education and dissemination in rural areas.

4. The Ministry of Information and Communications shall have the responsibility to cooperate with the Central Executive Committee of the Vietnam Farmers' Union to direct the system of Rural Cultural Post Libraries to cooperate with the "Farmers with Law" Club, prepare necessary conditions for farmers to receive online legal counseling in their locality.

5. The Ministry of Finance and the Ministry of Planning and Investment shall have the responsibility to review and allocate annual funds assigned to the Central Executive Committee of the Vietnam Farmers' Union to participate in receiving citizens, handling complaints and denunciations of farmers.

6. People's Committees at all levels when receiving citizens, handling complaints and denunciations related to farmers shall invite the corresponding level of the Vietnam Farmers' Union to participate and seek its opinion on the approach to resolving the case.

In cases involving mass complaints and denunciations that are complex and prolonged, People's Committees at all levels shall cooperate with levels of the Vietnam Farmers' Union to organize dialogues and take measures to resolve the matter conclusively; create conditions for the Vietnam Farmers' Union to propagate, mobilize, and guide farmers to comply with legal provisions and stabilize their lives.

Chairpersons of People's Committees at all levels shall proactively cooperate with the corresponding level of the Vietnam Farmers' Union in implementing grassroots democratic regulations and receiving citizens, handling complaints and denunciations of farmers in accordance with the law.

Article 5. Contents of coordination among levels of the Vietnam Farmers' Association

1. Participate in providing comments on draft regulatory legal documents related to receiving citizens, handling complaints and denunciations of farmers.

2. Propose improvements to laws on receiving citizens, handling complaints and denunciations, and laws related to the rights and obligations of farmers.

3. Promote and disseminate laws; provide legal advice and assistance to association members, farmers in accordance with cultural customs of each locality, region, and area, thereby enhancing members' and farmers' awareness and compliance with the law.

4. Train professional skills, knowledge in promoting legal awareness, legal assistance, and mediation work techniques for association staff involved in legal advisory work, grassroots association staff, and volunteer teams of the "Farmers with Law" Club.

5. Participate in receiving farmers who have complaints and denunciations at the headquarters or designated reception sites when requested by competent state agencies.

6. Develop and expand models of the Vietnam Farmers' Association participating in receiving citizens, handling complaints and denunciations of farmers; participate in implementing democratic regulations in rural areas; provide legal advice and assistance; mediate and resolve internal conflicts and issues among farmers at the grassroots level.

7. Improve and upgrade the Central Legal Counseling Center for Farmers under the Vietnam Farmers' Association; guide the establishment of Legal Counseling Centers for farmers at localities according to current laws.

Article 6. Implementation Organization

1. The Ministry of Finance shall coordinate with the Central Vietnam Farmers' Association to guide the preparation of budgets and management of allocated funds in accordance with the State Budget Law and existing guiding documents.

2. Local People's Committees at all levels shall be responsible for reviewing, allocating annual funding, and transferring it to the Vietnam Farmers' Association at the same level to carry out tasks related to receiving citizens and handling complaints and denunciations of farmers.

3. The Central Vietnam Farmers' Association shall coordinate with relevant ministries and sectors to develop a cooperation regulation to implement tasks stipulated in Clauses 1, 2, 3, and 4 of Article 4 of this Decision.

4. Based on the cooperation regulation between the Central Vietnam Farmers' Association and relevant ministries and sectors, Farmers' Associations at all levels shall coordinate with local People's Committees to develop cooperation programs for each locality.

5. During implementation, the Government Inspectorate and the Central Vietnam Farmers' Association shall promptly identify emerging issues requiring amendments and supplements to report.

Article 7. Effective Date

This Decision takes effect from February 20, 2015.

Article 8. Responsibility for Implementation

The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-run city People's Committees, and the Chairman of the Central Executive Committee of the Vietnam Farmers' Association are responsible for enforcing this Decision./.
