ISSUING NATIONAL TECHNICAL REGULATIONS ON VEHICLE LICENSE PLATES

BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
BASED ON THE STANDARDS AND TECHNICAL REGULATIONS LAW dated June 29, 2006, and THE AMENDMENT AND SUPPLEMENTATION LAW OF CERTAIN PROVISIONS OF THE STANDARDS AND TECHNICAL REGULATIONS LAW dated November 20, 2018;
BASED ON THE DECREE NO. 127/2007/NĐ-CP dated August 1, 2007, OF THE GOVERNMENT providing detailed implementation of certain provisions of the Standards and Technical Regulations Law, AND THE DECREE NO. 78/2018/NĐ-CP dated May 16, 2018, OF THE GOVERNMENT amending and supplementing certain provisions of the Decree No. 127/2007/NĐ-CP dated August 1, 2007, of the Government providing detailed implementation of certain provisions of the Standards and Technical Regulations Law;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE TRAFFIC POLICE CORPS;
THE MINISTER OF PUBLIC SECURITY ISSUES THE NATIONAL TECHNICAL REGULATIONS ON VEHICLE LICENSE PLATES.
Article 1. National technical regulations on vehicle license plates
ATTACHED HERETO ARE THE NATIONAL TECHNICAL REGULATIONS ON VEHICLE LICENSE PLATES.
Article 2. Effective Date
1. This Circular shall take effect from January 1, 2025.
2. ABOLISH THE DECISION NO. 6368/QĐ-BCA dated September 18, 2023, OF THE MINISTER OF PUBLIC SECURITY regarding the issuance of the Ministry of Public Security's basic standards.
Article 3. Responsibility for Implementation
1. THE DIRECTOR OF THE TRAFFIC POLICE CORPS IS RESPONSIBLE FOR MONITORING, GUIDING, INSPECTING, AND URGING THE IMPLEMENTATION OF THIS CIRCULAR.
2. THE HEADS OF UNITS UNDER THE MINISTRY, THE DIRECTORS OF PROVINCE PUBLIC SECURITY DEPARTMENTS, DIRECTLY SUBORDINATE TO THE CENTRAL GOVERNMENT, AND ORGANIZATIONS AND INDIVIDUALS RELATED THEREWITH SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
IN THE COURSE OF IMPLEMENTING THIS CIRCULAR, IF THERE ARE ANY DIFFICULTIES OR OBSTACLES, THE PUBLIC SECURITY UNITS, LOCALITIES, ORGANIZATIONS, AND INDIVIDUALS RELATED THEREWITH SHALL REPORT TO THE MINISTRY OF PUBLIC SECURITY (THROUGH THE TRAFFIC POLICE CORPS) FOR PROMPT GUIDANCE./.
