JOINT CIRCULAR
DECISION NO. 81/TTLB OF DECEMBER 15, 1992 OF THE JOINT MINISTRY OF FINANCE AND TRANSPORTATION SUPPLEMENTING CERTAIN POINTS REGARDING THE MANAGEMENT OF BRIDGE TOLL COLLECTION
Implementing Decision No. 13-C T dated January 11, 1991 of the Chairman of the Council of Ministers on bridge toll collection, the Joint Ministry of Transport and Finance issued Circular No. 63-TT/LB dated March 13, 1991 to guide the aforementioned decision.
To align with market prices, enhance management, and encourage the organization of bridge toll collection, the Joint Ministry of Finance and Transportation supplements and amends certain points as follows:
1. Adjust the toll rates for bridges: Chuong Duong, Thang Long, Ben Thuy for the specified categories as attached.
2. In addition to the exempted cases stipulated in Circular No. 63-TT/LB dated March 13, 1991, the following categories are also exempt from bridge tolls:
- Vehicles of diplomatic missions and permanent international representative offices in Vietnam enjoying diplomatic privileges and immunities (confirmed by the Ministry of Foreign Affairs in its letter No. 1609 LT-HC dated September 9, 1991).
- Primitive vehicles, draft animals, rickshaws, and three-wheeled carts pulled by people.
3. All toll revenues collected must be fully remitted to the central budget through the State Treasury system: The unit may retain funds only for organizing toll collection according to the approved budget by the Ministry of Transport, subject to the approval of the Ministry of Finance.
All expenses for bridge management and repair will be allocated in the annual budget plan and disbursed by the Ministry of Finance according to the plan.
4. To encourage the force organizing toll collection, the Joint Ministry allows units organizing toll collection to allocate 1.5% of the total toll revenue as a reward fund for staff, but the maximum amount shall not exceed six months' basic salary, with the remaining portion serving as a welfare fund.
This circular takes effect from January 1, 1993. Other provisions regarding toll collection not mentioned in this circular shall continue to be implemented in accordance with Decision No. 13/CT dated January 11, 1991 and Joint Circular No. 63-TT/LB dated March 13, 1991.
