Pursuant to the Law on Inspection dated June 15, 2004;
Pursuant to the Law on the Vietnam Fatherland Front dated June 12, 1999;
Pursuant to the Charter of the Vietnam Agricultural Workers' Union dated November 25, 2003;
Pursuant to Decision No. 212/2004/QĐ-TTg dated December 16, 2004 of the Prime Minister approving the National Program for Propaganda and Education on Laws and Enhancing Legal Compliance Awareness among Cadres and People at Commune, Ward, and Town Levels from 2005 to 2010;
Pursuant to Decision No. 28/2006/QĐ-TTg dated January 28, 2006 of the Prime Minister approving detailed projects under the National Program for Propaganda and Education on Laws and Enhancing Legal Compliance Awareness among Cadres and People at Commune, Ward, and Town Levels from 2005 to 2010,
RESOLUTION:
Article 1. This Resolution promulgates the "Regulations on Cooperation between People's Committees at commune, ward, and town levels with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level in Propaganda and Dissemination of Laws on Petitions and Complaints."
Article 2. This Resolution shall take effect 15 days after its publication in the Official Gazette.
Article 3.
1. The Government Inspectorate shall take the lead and coordinate with the Secretariat of the National Council of the Vietnam Fatherland Front and the National Agricultural Workers' Union to direct and guide the implementation of this Resolution.
2. People's Committees, Vietnam Fatherland Front Committees, Agricultural Workers' Unions at commune, ward, and town levels, and related agencies, organizations, and individuals shall be responsible for implementing this Resolution.

REGULATIONS ON COOPERATION BETWEEN PEOPLE'S COMMITTEES AT COMMUNE, WARD, AND TOWN LEVELS WITH THE VIETNAM FATHERLAND FRONT COMMITTEE AND THE AGRICULTURAL WORKERS' UNION AT THE SAME LEVEL IN PROPAGANDA AND DISSEMINATION OF LAWS ON PETITIONS AND COMPLAINTS

POPULARIZATION OF LAWS ON PETITION AND COMPLAINT
These Regulations stipulate the principles, contents, forms, and responsibilities of cooperation between People's Committees at commune, ward, and town levels (hereinafter referred to collectively as commune level) with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level in propaganda and dissemination of laws on petitions and complaints.
These Regulations apply to People's Committees at commune level, Vietnam Fatherland Front Committees, Agricultural Workers' Unions at the same level, and cadres and civil servants involved in propaganda and dissemination of laws on petitions and complaints.
1. The cooperation activities shall be carried out based on the functions and tasks of each agency and organization.

Chapter 1.
GENERAL PROVISIONS
Article 1. Scope of application
2. During the cooperation process, it is necessary to ensure the role, responsibility, and independence of each agency and organization.
Article 2. Applicability
3. The cooperation must be timely, synchronized, tight, and consistent to ensure effective and lawful propaganda and dissemination of laws on petitions and complaints.
Article 3. Principles of Coordination
CONTENTS AND FORMS OF COOPERATION
Contents of cooperation
Based on the specific situation of each locality, the People's Committee at commune level shall coordinate with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level to carry out the following cooperation contents:
Chapter 2.
1. Directing the implementation of propaganda and dissemination of laws on petitions and complaints.
Article 4. 2. Surveying and evaluating the situation of propaganda and dissemination of laws on petitions and complaints.
3. Training legal knowledge on petitions and complaints for cadres and people.
4. Training professional skills for the team of cadres working on propaganda and dissemination of laws on petitions and complaints.
5. Directing pilot programs on propaganda and dissemination of laws on petitions and complaints.
6. Inspecting, supervising, exchanging information; resolving difficulties and obstacles during the implementation of propaganda and dissemination of laws on petitions and complaints.
7. Other contents.
Forms of cooperation
Based on needs, nature, content, and form of propaganda, the People's Committee at commune level shall coordinate with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level to apply the following cooperation forms:
1. Organizing meetings and conferences on propaganda and dissemination of laws on petitions and complaints.
Article 5. 2. Building joint plans on propaganda and dissemination of laws on petitions and complaints.
3. Exchanging opinions in writing, providing information, reports, urging the completion of assigned tasks; reflecting difficulties and obstacles during the cooperation in propaganda and dissemination of laws on petitions and complaints.
4. Summarizing and concluding experiences in cooperation in propaganda and dissemination of laws on petitions and complaints.
RESPONSIBILITIES FOR COOPERATION
Responsibilities of the People's Committee at commune level
1. Taking the lead and coordinating with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level to build joint plans, clearly defining the tasks of units and organizations in cooperation in propaganda and dissemination of laws on petitions and complaints in their localities and implementing these plans according to the prescribed content and time.
5. Other forms.
Chapter 3.
2. The Chairman of the People's Committee shall be responsible for allocating cadres and civil servants with sufficient capacity and necessary conditions to implement joint plans.
Article 6. 3. Providing necessary information and materials upon request of the Chairman of the Vietnam Fatherland Front Committee and the Chairman of the Agricultural Workers' Union at the same level to ensure cooperative work.
4. Taking the lead and coordinating with relevant agencies and organizations to resolve difficulties and obstacles during the implementation of propaganda and dissemination plans of laws on petitions and complaints.
5. Inspecting the implementation of propaganda and dissemination plans of laws on petitions and complaints.
6. Regularly conducting mid-term and annual reviews and summaries of cooperation in propaganda and dissemination of laws on petitions and complaints with the Vietnam Fatherland Front Committee and the Agricultural Workers' Union at the same level.
4. Chair and coordinate with relevant agencies and organizations to resolve difficulties and obstacles during the implementation of the plan for propaganda and popularization of laws on petition and complaint.
5. Inspect the implementation of the plan for propaganda and popularization of laws on petition and complaint.
6. Regularly conduct mid-term reviews and annual summaries of cooperative work on propaganda and popularization of laws on petition and complaint every six months and annually, chaired and coordinated with the Central Committee of the Front for Unity and Solidarity of Vietnam and the Central Committee of the Vietnam Farmers' Union at the same level.
7. Summarize, report information on the results of coordinating propaganda and popularizing laws on complaints and denunciations to the directly superior authority.
Article 7. Responsibilities of the People's Committee of the Vietnam Fatherland Front at the commune level
1. Coordinate with the People's Committee and the Farmers' Association at the same level in drafting joint plans for propaganda and popularization of laws on complaints and denunciations in the locality; proactively implement assigned tasks according to the plan; mobilize and guide members to participate in propaganda and popularization of laws on complaints and denunciations.
2. The Chairman of the People's Committee of the Vietnam Fatherland Front shall be responsible for assigning members to participate in implementing the joint plan.
3. Provide relevant information and materials for propaganda and popularization of laws on complaints and denunciations upon request from the People's Committee and the Farmers' Association at the same level.
4. Request the People's Committee and the Farmers' Association at the same level to provide necessary information and materials related to the implementation of the propaganda and popularization plan of laws on complaints and denunciations.
5. Timely reflect difficulties and obstacles encountered with the People's Committee and the Farmers' Association at the same level in implementing the propaganda and popularization plan of laws on complaints and denunciations.
Article 8. Responsibilities of the Farmers' Association at the commune level
1. Coordinate with the People's Committee and the People's Committee of the Vietnam Fatherland Front at the same level in drafting joint plans for propaganda and popularization of laws on complaints and denunciations in the locality; proactively implement assigned tasks according to the plan; mobilize and guide members to participate in understanding laws on complaints and denunciations.
2. The Chairman of the Farmers' Association shall be responsible for assigning members to participate in implementing the joint plan for propaganda and popularization of laws on complaints and denunciations.
3. Provide relevant information and materials for propaganda and popularization of laws on complaints and denunciations upon request from the People's Committee and the People's Committee of the Vietnam Fatherland Front at the same level.
4. Request the People's Committee and the People's Committee of the Vietnam Fatherland Front at the same level to provide necessary information and materials related to the implementation of the propaganda and popularization plan of laws on complaints and denunciations.
5. Timely reflect difficulties and obstacles encountered with the People's Committee and the People's Committee of the Vietnam Fatherland Front at the same level in implementing the propaganda and popularization plan of laws on complaints and denunciations.

1. Fulfill assigned tasks and authorities.

Article 10. Resolving difficulties and obstacles in propaganda activities
During the organization and implementation of propaganda and popularization of laws on complaints and denunciations, if difficulties and obstacles arise, the People's Committee at the commune level shall promptly coordinate with the People's Committee of the Vietnam Fatherland Front and the Farmers' Association at the same level to resolve them.
Chapter 4.
REWARD AND VIOLATION HANDLING
Article 11. Awards
Organizations and individuals who have achievements in coordinated propaganda and popularization of laws on complaints and denunciations, and who excel in completing assigned tasks shall be considered for rewards in accordance with the law on commendation and awards.
Article 12. Handling of violations
Organizations and individuals who fail to fulfill responsibilities in coordinated propaganda and popularization of laws on complaints and denunciations, or violate laws on complaints and denunciations, or this Regulation, shall be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the nature, severity, and type of violation as prescribed by law.
Chapter 5.
IMPLEMENTATION
Article 13. Ensuring operating funds
The People's Committee at the commune level shall be responsible for ensuring funds for propaganda and popularization activities of laws on complaints and denunciations in accordance with Clause 2, Article 2 of Decision No. 212/2004/QĐ-TTg dated December 16, 2004 of the Prime Minister.
Article 14. Reporting system
The People's Committee at the commune level shall promptly report to the Steering Committee of Project Three "on strengthening the dissemination and education of laws on complaints and denunciations at communes, wards, and towns" in the locality to address issues arising during the implementation of this Regulation./.
