Issued together with this Decision are "Regulations on Delegation of Organization and Management of Training and Staff Development for Finance Civil Servants".
Article 2:
This Decision takes effect fifteen days from the date of signature. Heads of units under the Ministry and directly under the Ministry shall be responsible for implementing this Decision.

REGULATIONS
ON DELEGATION OF ORGANIZATION AND MANAGEMENT OF TRAINING AND STAFF DEVELOPMENT FOR FINANCE CIVIL SERVANTS
(Issued together with Decision No. 818/QD-BTC dated July 1, 1998 of the Minister of Finance)
I. CONTENTS OF TRAINING AND STAFF DEVELOPMENT FOR CIVIL SERVANTS:
Including the following basic contents:
1 - Political theory knowledge
2 - Administrative management knowledge, state administration knowledge
3 - Knowledge of economic management in a market economy oriented towards socialism.
4 - Specialized vocational financial, accounting, auditing knowledge
5 - Foreign language knowledge
6 - Information technology knowledge.
II. TYPES OF TRAINING AND STAFF DEVELOPMENT FOR CIVIL SERVANTS:
1 - Training and staff development according to the standards of civil servant ranks.
2 - Training and staff development for appointment to leadership positions.
3 - Training and staff development to enhance political, specialized, and managerial knowledge in economics, finance, accounting, auditing, and other knowledge such as foreign languages, information technology...
4 - Training civil servants with levels of secondary vocational education, college, university, and postgraduate studies.
5 - Staff development for leadership positions.
6 - Staff development for civil servant recruitment examinations.
7 - Pre-civil servant staff development.
8 - Staff development for civil servant rank promotion examinations.
9 - Vocational training.
Depending on the time, content, and nature of the classes, the Ministry of Finance organizes training and staff development or sends civil servants to study at other institutions outside the Ministry.
Depending on the time, content, and nature of the training and staff development classes, students may or may not be issued certificates.
III - DELEGATION OF ORGANIZATION AND MANAGEMENT OF TRAINING AND STAFF DEVELOPMENT FOR CIVIL SERVANTS:
III.1 - The Department of Organization and Cadre Training of the Ministry of Finance:
The Department of Organization and Cadre Training is the unit assisting the Ministry in managing the state's work on training and staff development for civil servants and officials throughout the sector.
The Department has specific tasks as follows:
1 - Developing long-term planning and annual plans for training and staff development.
2 - Participating in building the content and programs of training and staff development courses.
3 - Studying and summarizing the needs for organizing training and staff development courses for civil servants throughout the finance sector to submit to the Ministry for assignment to relevant units.
4 - Providing opinions with related units to recruit students for some staff development courses if deemed necessary.
5 - Managing, inspecting, and supervising all activities related to training and staff development for civil servants and officials in the entire finance sector.
6 - Taking the lead and coordinating with the Department of Financial Administration to allocate quotas and funding for annual training and staff development, which have been announced by the State Civil Service Committee, and submitting them to the Ministry for approval.
7 - Managing, selecting, and submitting to the Ministry for approval the dispatch of civil servants for training and staff development abroad.
8 - Summarizing, concluding, and reporting on the training and staff development work throughout the sector.
III.2 - The Center for Cadre Training in Finance under the Ministry of Finance:
The Center for Cadre Training in Finance is the direct unit organizing and managing training and staff development courses for civil servants throughout the finance sector, being primarily responsible for using the annual budget allocated by the state for the Ministry's training and staff development. Courses organized by the center mainly belong to types such as staff development for administrative state management knowledge, political theory, economic and financial knowledge, basic auditing knowledge with general theoretical or macro-level characteristics, staff development for civil servant rank promotion examinations, foreign language staff development from level B upwards, advanced information technology staff development. In general, courses organized by the Center for Cadre Training in Finance all issue certificates to students.
The Center for Cadre Training in Finance has specific tasks as follows:
1 - Leading and coordinating with related units to build the content and programs of training and staff development courses to submit to the Ministry for approval and organizing the compilation of textbooks and basic materials serving the courses.
2 - Formulating annual plans for training and staff development within the Center's functions and responsibilities, reporting to the Ministry and informing relevant units to proactively send civil servants to attend related courses.
3 - Recruiting students, organizing, and managing training and staff development courses conducted by the Center.
4 - Collaborating with academies, institutes, and schools to organize staff development courses on political theory, administrative state management, and other necessary knowledge for civil servants in the finance system.
5 - Issuing certificates to students who meet the conditions set by the Ministry after completing staff development courses organized by the Center.
6 - Managing and using the annual training and staff development budget allocated by the Ministry in accordance with regulations.
7 - Summarizing and reporting to the Ministry on the training and staff development work conducted by the Center.
Target groups for training and staff development organized by the Center for Cadre Training in Finance:
+ Civil servants belonging to the Departments, Institutes of the Ministry's agency.
+ Civil servants belonging to the offices of organizations directly under the Ministry.
+ Local civil servant leaders from district level and above, and specialist and senior specialist (or equivalent) civil servants belonging to organizations directly under the Ministry (for staff development courses of the types specified for the Center for Cadre Training in Finance above).
III.3 - Organizations directly under the Ministry of Finance (Central Tax Collection Agencies):
Each organization under the Ministry is equipped with a dedicated department to manage the work of training and staff development for civil servants and officials within their system (a part within the Department, Personnel and Training Office). Each year, organizations under the Ministry are allocated a portion of the budget to implement training and staff development for civil servants. Mainly, these organizations organize staff development for specialized knowledge with unique characteristics of their profession, vocational training sessions, and sending civil servants to participate in staff development courses organized by the Ministry of Finance or other agencies.
These organizations under the Ministry have the following tasks:
1- Determine the current status and training needs of the entire system to organize the implementation or propose that the BDCBTC Center and other units organize training classes.
2- Develop an annual plan on training and capacity building for civil servants and report it to the Ministry of Finance.
3- Organize training classes (training for recruitment exams, language training, computer skills, specific vocational training sessions, updating new policies) for civil servants and officials within the system.
4- Select civil servants under their management authority to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.
5- Conduct inspections on the training and capacity-building activities of units within the system at the local level.
6- Summarize and report to the Ministry on the training and capacity-building activities organized by the unit.
7- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.
The subjects for training and capacity building organized by units directly under the Ministry:
+ All civil servants in the system (for specialized training classes and specific vocational training sessions).
III.4 - Departments and Bureaus under the Ministry of Finance:
Have the following specific tasks:
1- Determine the current status and training needs of civil servants under their management, annually develop specific plans for training and capacity building, and report them to the Ministry (through the Department of Civil Service Affairs and Training).
2- Organize training sessions to update civil servants in their areas of expertise on new policies and regulations.
3- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.
III.5 Financial Research Institute:
Have the following specific tasks:
1- Develop an annual plan on training and capacity building within the functions and responsibilities of the Institute and report it to the Ministry.
2- Continuously enhance the knowledge of researchers at the Institute.
3- Organize and manage postgraduate education and training and capacity-building for civil servants according to the requirements of the Ministry.
4- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.
5- Summarize and report to the Ministry on the training and capacity-building activities organized by the Institute; propose policies and measures to improve the quality of postgraduate education to the Ministry.
6- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.
III.6 Universities, Colleges, and Professional Secondary Schools directly under the Ministry:
Have the following specific tasks:
1- Enhance the knowledge of teachers at the School.
2- Organize theoretical and teaching skill training for teachers.
3- Organize training and capacity-building for civil servants according to the requirements of the Ministry and localities; coordinate with related units to participate in training and capacity-building for civil servants as required by the Ministry.
4- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.
5- Summarize and report to the Ministry on the training and capacity-building activities organized by the School.
6- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.
