REGULATIONS

ON THE GRADING AND MANAGEMENT OF CIVIL SERVANT TRAINING AND DEVELOPMENT WORK IN THE FINANCE SECTOR

(Issued together with Decision No. 818/QĐ-BTC dated July 1, 1998 of the Minister of Finance)

 I. CONTENTS OF CIVIL SERVANT TRAINING AND DEVELOPMENT:

Including the following basic contents:

1 - Political theory knowledge

2 - Administrative management knowledge and state administration

3 - Economic management knowledge in a market economy under socialist orientation

4 - Professional financial, accounting, and auditing knowledge

5 - Foreign language knowledge

6 - Computer knowledge.

II. FORMS OF CIVIL SERVANT TRAINING AND DEVELOPMENT:

1 - Training and development according to civil servant grade standards.

2 - Training and development for leadership positions.

3 - Advanced training and development in political, professional, and economic and financial management knowledge, as well as other knowledge such as foreign languages and computers.

4 - Training civil servants with secondary vocational education, college, university, and postgraduate levels.

5 - Knowledge enhancement for leadership positions.

6 - Training for civil service recruitment.

7 - Pre-civil service training.

8 - Promotion examination training for civil servants.

9 - Vocational training.

Depending on the time, content, and nature of the classes, the Ministry of Finance will organize training and development or send civil servants to study at other institutions outside the Ministry.

Depending on the time, content, and nature of the training and development classes, students may or may not be awarded certificates.

III - GRADING AND MANAGEMENT OF CIVIL SERVANT TRAINING AND DEVELOPMENT WORK:

III.1 - The Cadre and Civil Servant Organization and Training Department of the Ministry of Finance:

The Cadre and Civil Servant Organization and Training Department is the unit assisting the Ministry in managing state affairs regarding civil servant training and development throughout the sector.

The TCCB ĐT has the following specific tasks:

1 - Developing long-term planning and annual plans for civil servant training and development work.

2 - Participating in building the content and programs of training and development courses.

3 - Studying and summarizing the needs for organizing training and development courses for civil servants throughout the finance sector to submit to the Ministry for assignment to relevant units.

4 - Providing opinions in conjunction with related units to recruit some training classes if deemed necessary.

5 - Organizing and supervising the management of training and development activities for civil servants and officials throughout the finance sector.

6 - Taking the lead and coordinating with the Financial Administration Department to allocate quotas and funding for annual training and development, which have been announced by the State Civil Service Bureau, and submitting them to the Ministry for approval.

7 - Managing and selecting candidates for the Ministry to send civil servants abroad for training and development.

8 - Summarizing, concluding, and reporting on the training and development work throughout the sector.

III.2 - The Financial Cadre Training Center under the Ministry of Finance:

The Financial Cadre Training Center is the direct unit organizing and managing training and development courses for civil servants throughout the finance sector, being primarily responsible for using the annual budget allocated by the state to the Ministry for civil servant training and development. Classes organized by the center mainly belong to the following types: state administration management knowledge enhancement, political theory, general macroeconomic and financial knowledge, basic auditing knowledge, promotion examination training for civil servants, advanced foreign language training from level B upwards, and advanced computer training. In general, all classes organized by the Financial Cadre Training Center issue certificates to participants.

The Financial Cadre Training Center has the following specific tasks:

1 - Leading and coordinating with related units to build the content and programs of training and development courses to submit to the Ministry for approval and organizing the compilation of textbooks and basic materials for the courses.

2 - Formulating annual plans for training and development within the functions and responsibilities of the Center, reporting to the Ministry and informing relevant units to proactively send civil servants to attend relevant courses.

3 - Recruiting, organizing, and managing training and development classes conducted by the Center.

4 - Collaborating with academies, institutes, and schools to organize political theory and administrative state management training classes and other necessary knowledge for civil servants in the finance system.

5 - Awarding certificates to participants who meet the conditions set by the Ministry after completing the training and development courses organized by the Center.

6 - Managing and using the annual training and development budget allocated by the Ministry in accordance with regulations.

7 - Summarizing and reporting to the Ministry on the training and development work organized by the Center.

Target audience for training and development organized by the Financial Cadre Training Center:

+ Civil servants in the Departments, Bureaus, and Institutes of the Ministry's agency.

+ Civil servants in the offices of organizations directly under the Ministry.

+ Local leaders from county level and above, and specialist and senior specialists (or equivalent) in organizations directly under the Ministry (for training and development classes specified for the Financial Cadre Training Center above).

III.3 - Organizations directly under the Ministry of Finance (various bureaus, central treasury):

Each organization under the Ministry is equipped with a dedicated department responsible for managing civil servant training and development work (a section within the Department, personnel organization and training office). Each year, organizations under the Ministry are allocated part of the budget to implement civil servant training and development work. Mainly, these organizations organize specialized professional knowledge enhancement classes with unique characteristics of their fields, vocational training sessions, and send civil servants to participate in training and development classes organized by the Ministry of Finance or other agencies.

These organizations under the Ministry have the following tasks:

1- Determine the current status and training needs of the entire system to organize the implementation or propose that the BDCBTC Center and other units organize training classes.

2- Develop an annual plan on training and capacity building for civil servants and report it to the Ministry of Finance.

3- Organize training classes (training for recruitment exams, language training, computer skills, specific vocational training sessions, updating new policies) for civil servants and officials within the system.

4- Select civil servants under their management authority to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.

5- Conduct inspections on the training and capacity-building activities of units within the system at the local level.

6- Summarize and report to the Ministry on the training and capacity-building activities organized by the unit.

7- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.

The subjects for training and capacity building organized by units directly under the Ministry:

+ All civil servants in the system (for specialized training classes and specific vocational training sessions).

III.4 - Departments and Bureaus under the Ministry of Finance:

Have the following specific tasks:

1- Determine the current status and training needs of civil servants under their management, annually develop specific plans for training and capacity building, and report them to the Ministry (through the Department of Civil Service Affairs and Training).

2- Organize training sessions to update civil servants in their areas of expertise on new policies and regulations.

3- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.

III.5 Financial Research Institute:

Have the following specific tasks:

1- Develop an annual plan on training and capacity building within the functions and responsibilities of the Institute and report it to the Ministry.

2- Continuously enhance the knowledge of researchers at the Institute.

3- Organize and manage postgraduate education and training and capacity-building for civil servants according to the requirements of the Ministry.

4- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.

5- Summarize and report to the Ministry on the training and capacity-building activities organized by the Institute; propose policies and measures to improve the quality of postgraduate education to the Ministry.

6- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.

III.6 Universities, Colleges, and Professional Secondary Schools directly under the Ministry:

Have the following specific tasks:

1- Enhance the knowledge of teachers at the School.

2- Organize theoretical and teaching skill training for teachers.

3- Organize training and capacity-building for civil servants according to the requirements of the Ministry and localities; coordinate with related units to participate in training and capacity-building for civil servants as required by the Ministry.

4- Select civil servants from their units to attend training and capacity-building classes according to the plan and at the request of the Ministry of Finance and relevant functional units.

5- Summarize and report to the Ministry on the training and capacity-building activities organized by the School.

6- Manage the training and capacity-building budget allocated annually by the Ministry and use the funds in accordance with regulations.
