PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Government Decree No. 25/CP dated May 23, 1993, providing temporarily the new salary system for civil servants, administrative and public service employees, and armed forces personnel;

At the proposal of the Minister of Labor, War Invalids and Social Affairs, the Minister of Finance, the Chairman of the Government Organization and Civil Service Board, and the Director General of the National Center for Hydro-Meteorology;

 DECISION:

Article 1- Regulations on special allowances for civil servants and employees in the Meteorology and Hydrology sector are hereby stipulated as follows:

1. Flood monitoring allowance and typhoon monitoring allowance: applicable to flood monitors and typhoon monitors during days with floods and typhoons.

The allowance is calculated based on actual monitoring days at three levels: 8,500 VND; 5,500 VND; and 3,500 VND.

2. Typhoon reconnaissance and marine survey allowance by aircraft and ships, applicable to:

Civil servants and employees conducting typhoon reconnaissance and marine surveys by aircraft shall be entitled to a daily allowance of 20,000 VND for one person for each actual flight day.

Civil servants and employees conducting typhoon reconnaissance and marine surveys by ship shall be entitled to a daily allowance of 20,000 VND for one person for each actual sailing day as follows:

Days with typhoons: 20,000 VND;

Days without typhoons: 10,000 VND.

Article 2- Temporary regulations on monthly food subsidies for civil servants and employees working at hydro-meteorological stations on sea islands under the National Center for Hydro-Meteorology:

Full monthly food subsidy equivalent to the monthly food allowance of non-commissioned officers in the military for civil servants and employees working at hydro-meteorological stations on sea islands in the Spratly Islands, DK1, and Song Tử Tây;

Partial monthly food subsidy at 50% of the monthly food allowance of non-commissioned officers in the military for civil servants and employees working at hydro-meteorological stations on sea islands in Bai Long Vi Island, Con Co Island, Hon Nu Island, and Tho Chu Island.

Article 3- The Minister of Labor, War Invalids and Social Affairs, the Chairman of the Government Organization and Civil Service Board, the Minister of Finance, and the Director General of the National Center for Hydro-Meteorology are responsible for guiding the implementation of this Decision.

Article 4.- This Decision shall take effect from January 1, 1996.

Article 5- The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, and Chairmen of People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision./.
