DECREE

Regulations on functions, tasks, powers, and organizational structureof the Vietnam News Agency

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of agencies under the Government;

Pursuant to the proposal of the General Director of the Vietnam News Agency and the Minister of Home Affairs,

DECREE:

Article 1. Position and Functions

The Vietnam News Agency is a public service entity under the Government that performs state news functions in issuing Party and State official news and documents, providing information to meet leadership requirements of the Party and management needs of the State; collecting and disseminating information through various forms of press to serve domestic and foreign demanders; implementing specific tasks and authorities regarding representation of State ownership interest in enterprises with State capital under the Vietnam News Agency according to the provisions of the law.

The Vietnam News Agency is subject to State management by the Ministry of Culture, Sports and Tourism on press activities.

Article 2. Tasks and Powers

The Vietnam News Agency is responsible for performing the tasks and authorities of a Government entity operating in the public service sector as prescribed in Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of Government entities, and the following specific tasks and authorities:

1. Submitting to the Government and the Prime Minister the strategic plans, long-term plans, five-year plans, annual plans, and other important projects of the Vietnam News Agency; organizing the implementation of these plans after approval.

2. Issuing official news and documents of the Party and State; collecting, compiling news, photos, materials, and reference materials to promptly meet leadership requirements of the Party and management needs of the State.

3. Collecting, compiling, and disseminating information (news, articles, materials, documents, books, photos, audiovisual products, multimedia products) to serve all demanders domestically and internationally as prescribed by the Press Law and the Publishing Law.

4. When authorized by the Prime Minister, the Vietnam News Agency is permitted to publish the official stance of the State on current issues, correct misinformation, and refute false information with malicious intent.

5. Participating in implementing external information work of the Party and State as prescribed by the law.

6. Cooperating with the Ministry of Culture, Sports and Tourism to manage foreign news agency sources circulating in Vietnam's territory as prescribed by the law.

7. Implementing national archives on information materials; serving as a database of information materials and managing national photo archives as prescribed by the law.

8. Cooperating with relevant agencies to implement common information tasks and related tasks serving defense and security work.

9. Submitting to the Minister assigned by the Prime Minister to issue legal documents on standards, procedures, professional norms, and economic technical quotas on news services applicable nationwide.

10. Organizing research and application of scientific and technological progress in news services and information technology to serve news and press functions.

11. Implementing specific tasks and authorities regarding representation of State ownership interest in enterprises with State capital under the Vietnam News Agency's management as prescribed by the law.

12. Implementing international cooperation as prescribed by the law.

13. Managing investment and construction projects within its authority as prescribed by the law.

14. Participating in reviewing important projects within its expertise and profession as required by the Government and the Prime Minister.

15. Deciding and directing the implementation of the Vietnam News Agency’s administrative reform program according to the goals and contents of the State administrative reform program approved by the Prime Minister.

16. Managing organizational structure and staffing; directing the implementation of salary systems and incentive policies, rewards, and disciplinary measures for officials, civil servants, employees, and workers under the Vietnam News Agency's management; training and enhancing professional and technical skills in news and press for officials, civil servants, and employees under the Vietnam News Agency's management.

17. Managing finances and assets assigned; organizing the implementation of state budget allocations and revenues as prescribed by law.

18. Implementing reporting systems to the Government, the Prime Minister, and competent State agencies as prescribed by the law.

Article 3. Organizational Structure of the Vietnam News Agency

a) Supporting organizations for the General Director:

1. Editorial Board;

2. Organization and Cadre Board;

3. Planning and Finance Department;

4. Inspection Department;

5. Office.

b) Editorial organizations:

1. Domestic News Editing Department;

2. World News Editing Department;

3. Foreign News Editing Department;

4. Photo Production Department;

5. Economic News Editing Department;

6. Vietnam Photo Newspaper;

7. Information and Documentation Center.

c) Other organizations:

1. Telecommunications Technology Center;

2. International Cooperation Telecommunications Center;

3. Telecommunications Professional Training Center;

4. THE COMPUTER CENTER.

5. Overseas Branches of the Vietnam News Agency established by the General Director of the Vietnam News Agency after obtaining permission from the Prime Minister.

- The Vietnam News Agency's representative office in Ho Chi Minh City and Da Nang, domestic branches of the Vietnam News Agency, press editorial offices, publishing and distribution facilities, audiovisual centers, and other units currently organized and arranged by the General Director of the Vietnam News Agency according to the law.

Article 4. Effectiveness

This Decree takes effect 15 days after its publication in the Official Gazette, replacing Decree No. 66/1998/NĐ-CP dated August 24, 1998 of the Government on the functions, tasks, authorities, and organizational structure of the Vietnam News Agency.

Article 5. Responsibility for Implementation

The General Director of the Vietnam News Agency, Ministers, Heads of ministerial-level agencies, Heads of Government-affiliated agencies, and Chairpersons of People's Committees of centrally governed cities and provinces are responsible for enforcing this Decree./.
