ARTICLES OF ASSOCIATION

VIETNAM ATHLETIC FEDERATION

Chapter 1:

GENERAL PROVISIONS

Article 1: Name: Vietnam Athletic Federation.

Abbreviation: VAF.

International Trade Name: VIETNAM ATHLETIC FEDRATION

Abbreviation: VAF

Article 2: ||| The Vietnam Athletic Federation is a voluntary social organization of organizations and individuals contributing to the development of Athletics.

The Vietnam Athletic Federation is a formal member of the International Association of Athletics Federations (IAAF) and a part of the Vietnamese Olympic movement.

Article 3: The purpose of the Vietnam Athletic Federation is to promote and mobilize the public to participate in Athletics training with the aim of educating and cultivating willpower, morality, physical fitness, developing talent, and continuously improving achievements to gradually approach other countries in Asia and around the world.

Article 4: The Vietnam Athletic Federation has legal personality, its own emblem, seal, and separate bank account. The headquarters of the Federation is located in Hanoi.

Chapter 2:

DUTIES OF THE FEDERATION

Article 5: The Vietnam Athletic Federation has the following duties:

1. Organizing and mobilizing the public to participate in Athletics training, especially paying attention to teenagers and students. Popularizing training methods, physical fitness standards, and Athletics competition formats.

2. Coordinating with state agencies to perfect the competition system from grassroots to national levels. After obtaining the consent of the management agency for Physical Culture and Sports, the Federation will participate in proposing the issuance of Competition Regulations and related provisions.

3. Proposing to state agencies the following contents:

- Selecting lists of athletes for pre-selection teams and national teams.

- Training policies and incentives for referees, coaches, and athletes to encourage improvement in their qualifications.

- Plans, directions, and measures for organizing and guiding professional activities of social organizations in Athletics at the grassroots level.

- Repairing and constructing training grounds, equipment, and tools to serve training and competitions.

- Rewarding and disciplining member organizations and members regarding the granting, demotion, or revocation of titles awarded to referees, coaches, and athletes when they violate regulations.

4. Strengthening relations with the International Association of Athletics Federations (IAAF), Asian Athletics Associations, and other national Athletics Federations, and international Olympic organizations to enhance friendship, mutual understanding, exchange experiences, and cooperation in the field of Athletics development.

5. Strengthening organizational activities for propaganda, advertising, and fundraising to build funds in accordance with state laws.

Chapter 3:

PRINCIPLES OF ORGANIZATION AND OPERATION

Article 6: Organizational principles

The Vietnam Athletic Federation is organized on the principle of consultation, democracy, and voluntariness. The leadership body of the Federation is elected by the National Congress or the General Assembly through secret ballot.

The Federation operates under the principle of self-management within the framework of Vietnamese state laws and in accordance with the Regulations of the International Association of Athletics Federations (IAAF).

Article 7: ||| Organization of the Vietnam Athletic Federation

At the Central Level: The Vietnam Athletic Federation.

At the Grassroots Level: Athletics Clubs in provinces and centrally administered cities (hereinafter referred to as provinces) under the central government. The establishment of clubs follows legal regulations.

Article 8: The highest leadership body of the Vietnam Athletic Federation is the National Congress, which convenes every four years. An extraordinary congress may be convened if more than half of the Executive Committee members request it. The number and composition of delegates to the Congress are determined by the incumbent Executive Committee of the Federation.

Main tasks of the Congress:

- Summarizing and evaluating the Federation's activities during the previous term, discussing directions and action plans for the new term.

- Approving amendments to the Regulations (if any).

- Electing the Executive Committee and the Inspection Board of the Federation.

- Deciding important issues of the Federation.

Article 9: The Executive Committee of the Federation is the leadership body between two Congress terms. The number of Executive Committee members is set by the Congress and directly elected. In case of necessity, the newly elected Executive Committee may supplement members both inside and outside the Executive Committee. The number of supplementary members shall not exceed one quarter of the current number of Executive Committee members.

The Executive Board has the following responsibilities:

- Lead the implementation of the Congress resolutions.

- Leading the implementation of the Federation's Regulations.

- Developing relationships with domestic and foreign organizations.

- Electing the Standing Committee and the President, Vice Presidents, and Secretary-General.

- The Central Executive Committee meets once every six months (except in emergencies).

Article 10: ||| The permanent body of the Executive Committee of the Federation is the Standing Committee consisting of: the President, Vice Presidents, Secretary-General, Deputy Secretaries-General, and some members. The number of members in the Standing Committee does not exceed one third of the total number of Executive Committee members.

The Federation's Standing Committee:

- Leading the implementation of decisions made by the Federation's Executive Committee between meetings.

- Issuing membership cards.

- Preparing activity plans and reports according to the Executive Committee's regulations.

- Monitoring the activities of clubs and specialized sub-committees.

- The Standing Committee meets regularly every three months. When necessary, upon the proposal of the President and Secretary-General, the Standing Committee may convene an extraordinary meeting.

Article 11: The Federation President is responsible for chairing meetings of the Executive Committee and the Standing Committee, appointing heads of specialized committees, and the Director of the Office, and bears responsibility under the law for all aspects of the Federation's activities.

Article 12: The Vice Presidents are elected by the Executive Committee and assigned specific areas of responsibility by the Federation President.

Article 13: The Secretary-General is elected by the Executive Committee and assigned tasks by the President.

Article 14: Inspection Committee:

The Executive Committee elects an Inspection Board, which has the following responsibilities:

- Inspecting the implementation of Congress resolutions, Regulations, Rules, and annual work programs of the Federation.

- Inspecting members' activities to commend and reward them, while identifying violations of the law to address them promptly.

- Inspecting economic and financial activities of the Federation and affiliated organizations, examining and resolving complaints.

Article 15: When necessary, the Standing Committee may examine and decide to establish specialized Committees, Economic Organizations, Services (hereinafter referred to collectively as Organizations) to create financial resources and serve the development of the Federation. The establishment of organizations shall be carried out in accordance with the provisions of the law.

Chapter 4:

ORGANIZATIONS AND MEMBERS OF THE FEDERATION

 Article 16: Organizations such as Federations, Associations, Clubs, Branch Associations, and other equivalent organizations in Athletics throughout the country that recognize and comply with the Statutes of the Vietnam Athletics Federation may be recognized as members of the Federation.

Article 17: Procedures for joining the Vietnam Athletics Federation.

- Submit an application to join the Vietnam Athletics Federation.

- Pay the prescribed fee.

The recognition of membership in the Vietnam Athletics Federation shall be implemented according to the guidelines of the Executive Board of the Vietnam Athletics Federation and decided upon by the Executive Board of the Vietnam Athletics Federation.

Member organizations that fail to report their operational results for one year and fail to pay annual dues for two years will be expelled from the member organizations of the Vietnam Athletics Federation.

1. Rights of member organizations:

- To elect representatives to participate in discussions and voting on issues of the Federation, contribute opinions and criticize individuals and leaders of the Federation.

- To be elected to leadership bodies of the Federation according to the provisions of the Congress and Statutes.

- To have priority in using training and competition facilities and scientific information about specialties and various economic services.

2. Obligations of member organizations:

- To fully implement the contents, statutes, and regulations of the Federation, pay annual dues to the Federation.

- To support Federation activities and implement resolutions.

- To develop grassroots organizations.

Article 18: Vietnamese citizens, including Vietnamese people studying, working, laboring, and living abroad, including coaches, trainers, referees, athletes of member organizations who agree to the Statutes of the Federation and voluntarily join the Federation, pay membership fees, annual dues, and participate in activities at some grassroots organizations may become members.

Individuals who make significant contributions to the Federation may be recognized as honorary members of the Federation.

Article 19: Rights and obligations of members

1. Rights of members:

- To participate in discussions and voting on policies, plans, work programs, and issues raised by Federation organizations.

- To have the right to be elected and nominated to leadership bodies of the Federation, to be protected by the Federation in legitimate rights and assisted in creating favorable conditions for work, training, competition, and improving professional levels.

- To have priority in using training facilities at Federation grassroots organizations.

- To be rewarded when achieving outstanding results.

- To have the right to leave the Federation.

2. Obligations of members:

- To comply with the Statutes, Resolutions, Regulations, and all provisions of the Federation.

- To participate in training and activities at a grassroots organization of the Federation, always promoting all Federation activities to continuously improve the level of Athletics.

- To complete tasks assigned by the Federation.

- To regularly promote the objectives and purposes and pay attention to developing members and contributing membership fees to the Federation.

- When no longer active in the Federation, they must hand over work and related assets and finances.

Article 20: Grassroots organizations issue membership cards based on individual applications for membership and must operate in accordance with current state laws.

Article 21: Members who fail to pay membership fees for six months or do not participate in activities continuously for six months without valid reasons will be removed from the list of the grassroots organization where they participate.

Article 22: If members cannot continue to participate in activities due to reasons, they must submit a resignation application to the grassroots organization where they participate, return the card, hand over work, and related matters.

Chapter 5:

FINANCE AND ASSETS OF THE FEDERATION

Article 23: Finance and assets of the Federation are strictly managed in accordance with current state regulations. The Federation's finance committee establishes specific financial management regulations, which are submitted to the Standing Committee for approval and reported publicly at the Executive Board meetings and Congresses of the Federation.

Article 24: Sources of income for the Federation.

- Annual dues from member organizations.

- Income from Federation promotional and advertising fundraising activities.

- Financial support from state management agencies for Physical Culture and Sports.

- Money and materials supporting agencies, economic organizations, cultural-social organizations, and individuals both domestically and internationally (if applicable).

- Sponsorship from international organizations (if applicable).

- Fees from national system competitions.

Article 25: Main sources of income for the Federation.

- Administrative activities of the Federation.

- Costs for professional and external activities.

- Reward costs.

- Support for the development of Athletics movements in localities when conditions permit.

- Payment of annual dues to the International Association of Athletics Federations (IAAF) and the Asian Athletics Association (AAA).

Article 26: Federation finances are managed in accordance with state regulations.

Chapter 6:

REWARD AND DISCIPLINE

Article 27: Awards and disciplinary actions of the Federation aim to ensure unity, centralized democracy, and the full mobilization of all members' wisdom, spirit, and material contributions to build the Federation.

Article 28: Member organizations and members with good achievements.

Depending on the level and conditions, the Federation stipulates awards or proposes state agencies to award according to the law.

Article 29: Member organizations and members who violate the Statutes and decisions of the Federation will be disciplined, at what level is decided by the Executive Board at that level. If it is the Standing Committee, a meeting of the Executive Board must be held to review and issue a resolution on the implementation of disciplinary action.

Article 30: Member organizations and members who violate state laws must bear penalties according to the law, and the Federation will handle disciplinary actions according to Article 29 of the Statutes.

Chapter 7:

IMPLEMENTING PROVISIONS

Article 31: All member organizations and members of the Vietnam Athletics Federation are responsible for implementing this Statute, and only the National Congress has the right to amend or supplement it.

Article 32: These Statutes consist of seven chapters and thirty-two articles, adopted by the Fourth National Congress of the Vietnam Athletics Federation on September 11, 2003./.
