DECISION

On preferential treatment for students studying traditional and special arts disciplines in cultural and artistic schools This Decision stipulates preferential regimes for certain student subjects studying traditional and special arts disciplines in cultural and artistic schools including: tuồng, chèo, cải lương, cung đình dance and singing, circus, dance, vocal music, wind instruments, string instruments, percussion instruments, cinema, fine arts.

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated December 2, 1998;

Considering the proposal of the Minister of Culture and Information,

DECISION:

Article 1. Students who are exempted or granted reduced tuition fees under Circular No. 23/TT-LB dated October 24, 1996 of the Ministry of Education and Training and the Ministry of Finance do not fall within the scope of application of this Decision.

Regulations on reduction of tuition fees.

Article 2. 1. Reduce tuition fees by seventy percent (70%) for students studying tuồng, chèo, cải lương, and cung đình dance and singing.

2. Reduce tuition fees by fifty percent (50%) for students studying circus and dance.

Regulations on vocational allowances for students studying arts disciplines with specific levels as follows:

Article 3. 1. Forty percent (40%) of the full scholarship allowance/month applies to students specializing in tuồng, chèo, cải lương, cung đình dance and singing, circus, vocal music, wind instruments, and dance.

2. Thirty percent (30%) of the full scholarship allowance/month applies to students specializing in film photography and fine arts.

3. Twenty percent (20%) of the full scholarship allowance/month applies to students specializing in string instruments, percussion instruments, and other specialized disciplines of cinema (excluding film photography already specified in Point 2, Article 3 of this Decision).

Regulations on provision of study equipment for students specializing in tuồng, chèo, cải lương, cung đình dance and singing, circus, dance, and fine arts, specifically:

Article 4. 1. Students majoring in dance and cung đình dance and singing:

a) One (01) set of folk dance clothing.

b) One (01) set of ballet t-shirt.

c) Four (04) pairs of soft ballet shoes and four (04) pairs of hard ballet shoes.

d) One (01) pair of character boots (for classical dance practice over four years).

e) Nine (09) pairs of socks.

2. Students majoring in circus:

a) One (01) set of long-sleeved t-shirts.

b) One (01) set of short-sleeved t-shirts.

c) Two (02) pairs of canvas shoes.

d) One (01) pair of high-top leather shoes for acrobatics training.

e) Four (04) pairs of socks.

3. Students specializing in tuồng, chèo, cải lương:

a) One (01) set of practice clothing.

b) One (01) pair of canvas shoes.

c) Two (02) pairs of socks.

4. Students specializing in fine arts:

a) One (01) apron.

b) Two (02) pairs of gloves for sculpture and graphic design students.

c) Two (02) masks for sculpture and graphic design students.

Method of payment for vocational allowances and study uniforms:

Article 5. 1. Vocational allowances are only payable during months of study and paid at the end of each month. Summer vacation periods are not eligible for payment.

2. Study uniforms are provided with a usage period of twelve (12) months.

The funding for implementing vocational allowances and study uniforms is allocated from the annual regular budget for training as prescribed by the State Budget Law.

Article 6. Cultural and artistic schools have the responsibility to prepare budgets for funding vocational allowances and study uniforms, report to their superior management authorities as prescribed by the State Budget Law and related legal documents.

The Minister of Culture and Information, the Minister of Finance, and the Minister of Education and Training are responsible for guiding the implementation of this Decision.

Article 7. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 8. The Minister of Culture, Sports and Tourism, the Minister of Finance, and the Minister of Education and Training shall be responsible for guiding the implementation of this Decision.

Article 9. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of municipal People's Committees directly under the central government shall be responsible for implementing this Decision.
