Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;
Considering the proposal of the Department of Animal Health's Director and the proposal of the Organization and Cadres Affairs Department's Director,

Article 1. Position and Functions
1. Establish the Lang Son Animal Quarantine Sub-Office under the Department of Animal Health based on the Dong Dang Animal Quarantine Station (Lang Son).
2. The Lang Son Animal Quarantine Sub-Office shall perform the function of animal quarantine for exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipped, and transiting animals and animal products through border gates, railway stations, airports, ports, and international postal offices within the provinces of Lang Son and Cao Bang; guide, urge, and inspect the implementation of animal quarantine work at border gates located in the provinces of Lang Son and Cao Bang.
3. The Lang Son Animal Quarantine Sub-Office shall have legal personality, its own seal, and shall receive funding from the state budget, and be allowed to open bank accounts in accordance with the law.
4. The headquarters of the Lang Son Animal Quarantine Sub-Office shall be located in the city of Lang Son.
Article 2. Tasks and Authorities
1. Animal quarantine for exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipped, and transiting animals and animal products.
2. Monitor, detect, and supervise the situation of animal diseases among exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipped, and transiting animals and animal products within the assigned scope.
3. Inspect isolation quarantine sites and monitor the isolation quarantine of exported and imported animals and animal products according to the assignment of the Department of Animal Health.
4. Inspect the hygiene of vehicles transporting, containers holding, and packaging materials for animals and animal products; guide the implementation of hygiene measures; disinfect and decontaminate according to regulations.
5. Directly handle or guide and supervise the handling of waste, transportation vehicles, containers, animals, and animal products according to regulations.
6. Issue and revoke certificates regarding animal quarantine and hygiene according to the guidance of the Department of Animal Health.
7. Manage border gate animal quarantine stations, railway stations, airports, ports, and international postal offices according to the assignment of the Department of Animal Health.
8. Inspect the implementation of animal quarantine work at border gates within the area.
9. Implement administrative reform programs as required by the Department of Animal Health and in accordance with the objectives and content of the administrative reform program of the Ministry.
10. Collect and remit fees and charges as prescribed.
11. Manage the organization, cadres, labor, finance, and assets of the Sub-Office according to regulations.
12. Adhere to information and reporting systems regularly and urgently as prescribed by the Department of Animal Health.
13. Perform other tasks assigned and delegated by the Department of Animal Health's Director in accordance with the law.
Article 3. Organizational Structure
1. The leadership of the Lang Son Animal Quarantine Sub-Office shall consist of the Sub-Office Director and Deputy Sub-Office Directors appointed and relieved of their positions by the Department of Animal Health's Director in accordance with regulations and the cadre management authority of the Ministry.
The Sub-Office Director shall be responsible before the Department of Animal Health's Director and the law for the activities of the Sub-Office and the tasks assigned.
The Deputy Sub-Office Director shall assist the Sub-Office Director, be responsible before the Sub-Office Director and the law for the tasks assigned by the Sub-Office Director.
2. Management structure:
a) General Affairs Section
b) Quarantine Section
c) Testing Section
3. Affiliated units:
a) Dong Dang Animal Quarantine Station
b) Other border gate animal quarantine stations, railway stations, airports, ports, and international postal offices within the provinces of Lang Son and Cao Bang.
The animal quarantine stations specified in Clause 3 of Article 3 shall have their own seals to carry out their tasks in accordance with the law.
The Ministry authorizes the Department of Animal Health's Director to specify the duties of the management structure, existing animal quarantine stations, and issue decisions establishing border gate animal quarantine stations under the Lang Son Animal Quarantine Sub-Office.
The staffing of the Lang Son Animal Quarantine Sub-Office shall be arranged by the Department of Animal Health's Director according to the staffing quota allocated by the Ministry to the Department.
Transfer the responsibility for the recovery and return of the seal of the Dong Dang Animal Quarantine Station to the competent authority issuing the registration certificate for seal samples to the Department of Animal Health's Director in accordance with regulations.
Article 4. Responsibilities for Implementation
1. This Decision shall take effect fifteen days after its publication in the Official Gazette. Abolish Decision No. 404 NN-TCCB/QĐ dated April 29, 1994 of the Minister of Agriculture and Food Industry changing the name of the Lang Son Import-Export Animal Quarantine Station to the Dong Dang Animal Quarantine Station (Lang Son); Decision No. 08/1999/QĐ-BNN-TCCB dated January 12, 1999 of the Minister of Agriculture and Rural Development on the organizational system of border gate animal quarantine stations in the province of Lang Son.
2. The Department of Animal Health's Director shall provide detailed guidance on the implementation of this Decision.
3. The Director of the Office, the Director of the Organization and Cadres Affairs Department, the Department of Animal Health's Director, the Heads of relevant agencies and units under the Ministry of Agriculture and Rural Development, and the Director of the Lang Son Animal Quarantine Sub-Office shall be responsible for implementing this Decision./.
