Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 59/2009/QĐ-TTg dated April 16, 2009 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Central Steering Committee for Commendation and Reward under the Ministry of Home Affairs;

Article 1. Amending and supplementing Clause 2 of Article 8 of the Regulation on the Operation of the Central Steering Committee for Commendation and Reward issued together with Decision No. 168/2007/QĐ-TTg dated November 5, 2007 of the Prime Minister as follows:
"2. Summarize the opinions of the members of the Council regarding the proposal to confer the title of Hero (as stipulated in Article 2 of this Regulation); report to the Prime Minister and the Chairman of the Council for cases (proposed by ministries, sectors, and localities for conferring the title of Hero) where the number of votes in agreement from the members of the Council reaches 90% or more compared to the total number of Council members who have been consulted, and submit to the Prime Minister for consideration, proposing the President to decide in accordance with the provisions of the Law on Encouragement and Reward."
Article 2. This Decision shall take effect from July 15, 2009.
Article 3. Members of the Central Steering Committee for Commendation and Reward, Ministers, Heads of Ministries, Heads of the Office of the Government, Minister of the Ministry of Home Affairs, Head of the Central Steering Committee for Commendation and Reward, and related agencies are responsible for implementing this Decision.
