CIRCULAR

BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Traffic Police Corps;

The Minister of Public Security issues this Circular regulating the certification of technical safety quality and environmental protection for motor vehicles, specialized motorcycles, and parts of motor vehicles in importation, production, assembly, modification, and inspection of motor vehicles and specialized motorcycles within the scope of management of the Ministry of Public Security.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates on:

1. Procedures and formalities for certification of technical safety quality and environmental protection for motor vehicles, specialized motorcycles, and parts of motor vehicles in importation, production, and assembly within the scope of management of the Ministry of Public Security.

2. Procedures and formalities for certification of technical safety quality and environmental protection for modified motor vehicles and modified specialized motorcycles within the scope of management of the Ministry of Public Security.

3. Procedures and formalities for inspection of technical safety quality and environmental protection for motor vehicles and specialized motorcycles within the scope of management of the Ministry of Public Security.

4. Agencies implementing inspections of motor vehicles and specialized motorcycles of the People's Public Security Forces; conditions regarding infrastructure and human resources for inspecting motor vehicles and specialized motorcycles within the scope of management of the Ministry of Public Security.

Article 2. Applicability

This Circular applies to:

1. Local public security units.

2. Organizations and individuals related to the importation, production, assembly of motor vehicles and specialized motorcycles, parts of motor vehicles, modification of motor vehicles and specialized motorcycles for the People's Public Security Forces; inspection of technical safety quality and environmental protection for motor vehicles and specialized motorcycles within the scope of management of the Ministry of Public Security.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Production and assembly of motor vehicles and specialized motorcycles is the process of creating complete motor vehicles and specialized motorcycles, complete chassis with engines, complete chassis without cabins (chassis with engines attached), from components, sub-assemblies, parts, systems, or the process of creating complete vehicles from semi-finished chassis with cabins or the process of creating complete motor vehicles and specialized motorcycles from complete chassis with cabins, complete motor vehicles and specialized motorcycles that have been certified for technical safety quality and environmental protection but have not yet completed registration procedures.

2. Semi-finished vehicle is a vehicle in a semi-finished state, capable of self-propulsion, with or without a cabin, without cargo space, without passenger compartments, and without specialized equipment.

3. Parts of motor vehicles (hereinafter referred to as parts) are assemblies, systems, materials used to manufacture components and sub-assemblies of motor vehicles.

4. Inspection of technical safety quality and environmental protection for motor vehicles and specialized motorcycles (hereinafter referred to as vehicle inspection) is the initial and periodic examination and evaluation of the technical safety quality and environmental protection status of motor vehicles and specialized motorcycles according to current standards, regulations, and provisions.

5. Sample motor vehicles and parts are vehicles and parts selected during importation, production, assembly, and modification for testing, assessment, and certification of compliance with national technical standards, regulations of the Ministry of Public Security, and other relevant laws and regulations concerning technical safety quality and environmental protection.

6. Motor vehicles and parts of the same type are vehicles and parts produced using the same production technology, owned by the same industrial proprietor, bearing the same brand, design, and technical specifications.

7. Certificate of technical safety quality and environmental protection for imported, produced, assembled, and modified motor vehicles and parts is a certificate confirming that the vehicles and parts have been inspected and meet the standards, regulations, and provisions on technical safety quality and environmental protection.

8. Certificate of Inspection of Technical Safety Quality and Environmental Protection (hereinafter referred to as Inspection Certificate) is a certificate confirming that the vehicle has been inspected and meets the standards, regulations, and provisions on technical safety quality and environmental protection.

9. Inspection Label of Technical Safety Quality and Environmental Protection (hereinafter referred to as Inspection Label) is a label issued to vehicles that have received an Inspection Certificate and are permitted to participate in road traffic according to the period indicated on the Inspection Label.

10. Inspection cycle of a vehicle is the time interval between two inspections.

11. Importing unit, design unit, construction and production unit, assembly and modification unit are units inside or outside the People's Public Security Forces with functions and responsibilities for importing, producing, assembling, and modifying vehicles and parts for local public security units according to legal provisions.

Article 4. Appendices and forms used in the certification of technical safety and environmental protection for motor vehicles, specialized motorcycles, and automobile parts in importation, production, assembly, modification, and inspection of motor vehicles and specialized motorcycles under the management of the Ministry of Public Security.

1. Content of inspection and technical requirements when inspecting imported motor vehicles and specialized motorcycles, produced, assembled, and modified (Appendix I).

2. Content of inspection and technical requirements when inspecting motor vehicles and specialized motorcycles (Appendix II).

3. Inspection cycle for motor vehicles and specialized motorcycles (Appendix III).

4. List of automobile parts subject to certification of technical safety and environmental protection in production and assembly (Appendix IV).

5. List of specialized motorcycles designed, constructed, produced, assembled, and modified at design units, construction units, production and assembly units, and modification units within the People's Public Security (Appendix V).

6. Technical specification registration form for imported motor vehicles (Form KĐ01).

7. Technical specification registration form for imported specialized motorcycles (Form KĐ02).

Article 5. Management, use, and destruction of forms

1. Management and use of forms

a) Forms: Form KĐ01, Form KĐ02, Form KĐ03, Form KĐ04, Form KĐ09, Form KĐ10, Form KĐ16, Form KĐ18 shall be managed and self-printed by units importing, producing, assembling, and modifying vehicles. Form KĐ25 shall be self-printed by units requesting issuance of the Certificate of Qualification for Vehicle Inspection Officers of the People's Public Security Forces. When printing these forms, their contents must not be altered;

b) Forms: Form KĐ05, Form KĐ06, Form KĐ07, Form KĐ08, Form KĐ11, Form KĐ12, Form KĐ13, Form KĐ14, Form KĐ15, Form KĐ17, Form KĐ19, Form KĐ20, Form KĐ21, Form KĐ27 shall be managed by the General Traffic Police Department and printed at production facilities with relevant functions within the People's Public Security Forces;

c) Forms: Form KĐ22, Form KĐ23, Form KĐ24 shall be uniformly managed by the General Traffic Police Department and printed at production facilities with relevant functions within the People's Public Security Forces upon request from local public security agencies. Forms: Form KĐ25, Form KĐ26, Form KĐ28 shall be printed by inspection agencies from the Vehicle Inspection Management Software;

d) The funds for printing and distributing various forms shall be sourced from the annual traffic safety and order assurance budget allocated to local public security agencies;

2. Destruction of forms

a) Annually in December, the form management agency shall compile statistics on each series of forms printed at production facilities with relevant functions within the People's Public Security Forces that are damaged, recalled, or non-compliant with current regulations. Based on actual conditions, the Guidance, Registration, and Inspection Room shall report to the leadership of the General Traffic Police Department; the Traffic Police Room shall report to the leadership of the provincial public security agency to decide on permission to destroy and establish a destruction committee according to points b and c of this Clause;

b) The composition of the destruction committee at the General Traffic Police Department includes: the leadership of the General Traffic Police Department as Chair; the Heads of the Planning and Coordination Room and the Guidance, Registration, and Inspection Room as Members; and officers from the Guidance, Registration, and Inspection Room as Secretary;

c) The composition of the destruction committee at the provincial public security agency includes: the leadership of the provincial public security agency as Chair; the Chief Inspector of the Provincial Public Security Agency and the Head of the Traffic Police Room as Members; and officers from the Traffic Police Room as Secretary;

d) The destruction of forms must be documented in a record containing signatures of all committee members. The main content of the record includes: basis, reasons for destruction; time and location; participants; statistics on quantity, name of form, serial number of form, method of destruction;

Chapter II

PROCEDURE AND PROCEDURES FOR QUALITY CERTIFICATION OF SAFETY AND ENVIRONMENTAL PROTECTION OF IMPORTED VEHICLES AND IMPORTED PARTS UNDER THE MANAGEMENT OF THE MINISTRY OF PUBLIC SECURITY

Article 6. Procedure for issuing, replacing, and reissuing quality certificates for imported vehicles and imported parts

1. The issuance of quality certificates (hereinafter referred to as quality certificates) for imported vehicles and imported parts shall be carried out according to the following procedure:

a) The importing unit shall prepare a certificate application file in accordance with Article 7 of this Circular and submit it directly or through postal services to the General Traffic Police Department;

b) The General Traffic Police Department shall organize the examination and evaluation of the suitability of the application file. If the file is incomplete, the department shall guide the importing unit to supplement and complete the file in accordance with the regulations;

c) The General Traffic Police Department shall organize the inspection of imported vehicles in accordance with Articles 8 and 9 of this Circular, and inspect the application file for imported parts in accordance with Clause 3 of Article 7 of this Circular. If the requirements are met, the department shall issue a Certificate of Quality for Safety and Environmental Protection of Imported Motor Vehicles or a Certificate of Quality for Safety and Environmental Protection of Imported Special-Purpose Motorcycles or a Certificate of Quality for Safety and Environmental Protection of Imported Motorcycles and Motorbikes (hereinafter referred to as the Certificate of Quality for Imported Vehicles) or a Certificate of Quality for Safety and Environmental Protection of Imported Motor Vehicle Parts (hereinafter referred to as the Certificate of Quality for Imported Parts). In cases where imported vehicles or parts do not meet the requirements, the department shall request the importing unit to rectify before re-inspection;

d) The Certificate of Quality for Imported Vehicles shall be valid for 12 months from the date of issuance and shall be issued in three copies with identical content and value, of which one copy is for registration procedures, one copy is for inspection procedures, and one copy is retained by the General Traffic Police Department. For the Certificate of Quality for Safety and Environmental Protection of Imported Motorcycles and Motorbikes, two copies with identical content and value shall be issued, of which one copy is for registration and one copy is retained by the General Traffic Police Department. The Certificate of Quality for Imported Parts shall be issued in two copies with identical content and value, of which one copy is given to the importing unit and one copy is retained by the General Traffic Police Department;

2. Quality certificates for imported vehicles and parts that are damaged, expired, or contain incorrect information shall be replaced according to the following procedure:

a) The managing unit of imported vehicles and parts shall prepare an application file in accordance with Clause 4 of Article 7 of this Circular and submit it directly or through postal services to the General Traffic Police Department;

b) The General Traffic Police Department shall examine and evaluate the suitability of the application file for replacement of the quality certificate in accordance with Clause 4 of Article 7 of this Circular. If the requirements are met, the department shall replace the certificate according to the regulations;

3. Quality certificates for imported vehicles and parts that are lost shall be reissued according to the following procedure:

a) The managing unit of imported vehicles and parts shall prepare an application file in accordance with Clause 5 of Article 7 of this Circular and submit it directly or through postal services to the General Traffic Police Department;

b) The General Traffic Police Department shall examine and evaluate the suitability of the application file for reissuance of the quality certificate in accordance with Clause 5 of Article 7 of this Circular. If the requirements are met, the department shall reissue the certificate according to the regulations.

4. Within seven working days from the date of receiving complete and valid files, the Traffic Police Department must organize the inspection, issuance, reissuance, or replacement of the Certificate of Vehicle Import Quality or the Certificate of Vehicle Spare Parts Import Quality.

Article 7. Files for Issuing, Reissuing, and Replacing Certificates of Vehicle Import Quality and Vehicle Spare Parts Import Quality

1. The application file for issuing the Certificate of Vehicle Import Quality includes:

a) A photocopied copy of the Purchase Contract for Imported Vehicles between the importing entity and the Public Security Units at various levels;

b) A photocopied copy of the Import Goods Declaration Form;

c) A registration form of technical specifications of imported vehicles established by the importing entity according to Model KĐ01, Model KĐ02, or Model KĐ03 issued together with this Circular. A certified copy of documentation introducing the features and technical specifications of imported vehicles, confirmed by the importing entity. In cases where used imported vehicles do not have such documentation or the content is incomplete, the importing entity shall contact the manufacturer to provide and record the technical specifications of the vehicle;

d) A photocopied copy of the Product Quality Certificate (Certificate of Quality, abbreviated as C/Q) issued by the vehicle manufacturer, confirmed by the importing entity, clearly stating the frame number, engine number, year of manufacture, and new condition (for unused imported vehicles);

đ) Documentation on the origin certificate of the vehicle: Registration Certificate, Circulation Certificate, or equivalent documents issued by the competent authority of the country where the vehicle was registered and circulated (for used imported vehicles);

e) An application letter for issuing the Certificate of Vehicle Import Quality from the managing and using entity. If submitting the application directly, the letter should include the name, identification number, or passport number of the person in charge;

2. The application file for issuing the Certificate of Vehicle Import Quality for vehicles of the same type as the sample vehicle (different from the batch of imported vehicles containing the sample vehicle), which has been inspected and issued the Certificate of Vehicle Import Safety Technical and Environmental Protection by the Traffic Police Department, includes:

a) Documents as stipulated in Points a, b, d, and đ Clause 1 of this Article;

b) An application letter for issuing the Certificate of Vehicle Import Quality from the importing entity. If submitting the application directly, the letter should include the name, identification number, or passport number of the person in charge;

3. The application file for issuing the Certificate of Vehicle Spare Parts Import Quality includes:

a) A photocopied copy of the Purchase Contract for Imported Vehicle Spare Parts between the importing entity and the Public Security Units at various levels;

b) Information on imported vehicle spare parts according to Model KĐ04 issued together with this Circular;

c) A photocopied copy of the Import Goods Declaration Form;

d) A quality certification of the vehicle spare parts issued by the competent foreign authority (if available) or the test result of the spare part sample meeting the requirements of the spare part manufacturer and assembler;

đ) An application letter for issuing the Certificate of Vehicle Spare Parts Import Quality from the importing entity. If submitting the application directly, the letter should include the name, identification number, or passport number of the person in charge;

4. The Certificate of Vehicle Import Quality or Vehicle Spare Parts Import Quality that is damaged, expired, or contains incorrect information shall be replaced according to regulations. The application file includes:

a) The damaged, expired, or incorrectly informed Certificate of Vehicle Safety Technical and Environmental Protection;

b) An application letter for replacing the Certificate of Vehicle Import Quality or Vehicle Spare Parts Import Quality from the user entity (in case the Certificate is damaged or expired). If submitting the application directly, the letter should include the name, identification number, or passport number of the person in charge;

5. The Certificate of Vehicle Import Quality or Vehicle Spare Parts Import Quality that is lost shall be reissued according to regulations. The application file includes:

a) A meeting minutes of the user entity regarding the loss of the Certificate of Vehicle Import Quality or the Certificate of Vehicle Spare Parts Import Quality;

b) A letter from the user entity requesting the reissue of the Certificate of Vehicle Import Quality or the Certificate of Vehicle Spare Parts Import Quality. If submitting the application directly, the letter should include the name, identification number, or passport number of the person in charge.

Article 8. Quality Inspection of Imported Vehicles

1. The Traffic Police Department shall organize the inspection and evaluation of technical design documents and components of imported vehicles according to the provisions set out in Appendix I attached to this Circular, assessing the suitability of the design and type of vehicle with national technical standards and regulations, Ministry of Public Security regulations, and other relevant laws and regulations concerning technical safety quality and environmental protection. Based on satisfactory inspection results, a Quality Inspection Report for Imported Vehicles shall be established for the Traffic Police Department to issue a Certificate of Imported Vehicle Quality.

2. Quality Inspection of Multiple Vehicles (Lot) of the Same Type Imported

a) The Traffic Police Department shall conduct inspections on sample vehicles randomly selected from the imported lot. The number of sample vehicles to be inspected is as follows: 01 sample vehicle if the number of vehicles in the lot does not exceed 100 vehicles; 02 sample vehicles if the number of vehicles in the lot ranges from over 100 to 500 vehicles; 03 sample vehicles if the number of vehicles in the lot exceeds 500 vehicles. Based on satisfactory inspection results of the sample vehicles, a Quality Inspection Report for Sample Imported Vehicles shall be established for the Traffic Police Department to issue a Certificate of Imported Vehicle Quality for the entire lot of the same type of imported vehicles.

b) If the imported sample vehicle fails to meet requirements during inspection due to damage caused during transportation from the loading port to Vietnam as stipulated in Clause 2, Article 9 of this Circular, the Traffic Police Department shall establish a Record of Observation and request the importing entity to rectify non-compliant components in accordance with the regulations before re-inspection can be organized.

c) If the imported sample vehicle fails to meet requirements during inspection due to manufacturer error, the Traffic Police Department shall inspect all vehicles in the imported lot. Based on the inspection results of each vehicle, the Traffic Police Department shall issue a Certificate of Imported Vehicle Quality for vehicles that meet the requirements.

3. In cases where there are multiple lots of the same type of imported vehicles as the sample imported vehicle, but different from the lot containing the sample vehicle that has been inspected, the Traffic Police Department shall base its issuance of a Certificate of Imported Vehicle Quality for the lot of the same type of imported vehicles on the Quality Inspection Report for the Sample Imported Vehicle and the documents specified in Clause 2, Article 7 of this Circular.

Article 9. Handling Specific Cases During Actual Inspection of Imported Vehicles

1. In cases where the vehicle lacks a chassis number or engine number, or has multiple chassis numbers or engine numbers (not altered, covered up), the Traffic Police Department will record the status of the chassis number and engine number on the Certificate of Imported Vehicle Quality and note the positions where numbers are affixed in special cases. In cases where the chassis number or engine number is suspected of being cut, welded, drilled, or erased, the Traffic Police Department will request an appraisal at a specialized appraisal agency to handle the situation.

2. In cases where the imported vehicle is damaged during transportation from the loading port to Vietnam, the importing entity is permitted to repair the following items: bodywork, driver's cabin, cargo box deformation, paint scratches or localized oxidation but not worm-eaten or perforated; windshields, window glass cracks or breaks; lighting and signaling system cracks or breaks; wiper damage or abnormal operation; starting battery failure.

3. The year of manufacture of the imported vehicle shall be determined based on one of the following grounds: vehicle identification number (VIN, PIN); chassis number; manufacturer documentation such as catalogs, technical specification manuals, or manufacturer information; information on labels or markings affixed or stamped on the vehicle; year of manufacture recorded in the Vehicle Registration Certificate or the Certificate of Cancellation of Registration currently in use abroad. In cases where the year of manufacture cannot be determined based on the above grounds, the Traffic Police Department shall establish an Appraisal Board, including participation of technical experts both within and outside the Public Security sector to make a decision.

Chapter III

PROCEDURES AND REQUIREMENTS FOR CERTIFICATION OF TECHNICAL SAFETY QUALITY AND ENVIRONMENTAL PROTECTION OF VEHICLES AND PARTS IN PRODUCTION AND ASSEMBLY

Article 10. Procedures for issuing, renewing, and reissuing quality certificates for vehicles and spare parts in production and assembly

1. The procedures for issuing quality certificates for vehicles and spare parts in production and assembly shall be carried out as follows:

a) The vehicle design unit (hereinafter referred to as the design unit) prepares a dossier to request the examination of the design for production and assembly vehicles in accordance with Clause 3, Article 11 of this Circular or a dossier to request the issuance of a quality certificate for spare parts in production and assembly in accordance with Clause 3, Article 14 of this Circular, and sends it directly or through public postal services to the Traffic Police Corps.

b) Members of the Steering Committee for the Examination of Design for Motor Vehicles and Special-Purpose Motorcycles in Production and Assembly (hereinafter referred to as the Steering Committee) organize the examination of technical design dossiers for production and assembly vehicles in accordance with Article 12 of this Circular. If the design dossier meets the requirements, the Chairman of the Steering Committee approves the design dossier and issues the Certificate of Design Examination for Motor Vehicles and Special-Purpose Motorcycles in Production and Assembly (hereinafter referred to as the Certificate of Design Examination).

c) The construction and assembly unit (hereinafter referred to as the construction unit) prepares a dossier in accordance with Clause 1 and Clause 2, Article 14 of this Circular after completing the construction in accordance with the approved design dossier, and sends it directly or through public postal services to the Traffic Police Corps to request the organization of quality inspection for production and assembly vehicles.

d) The Traffic Police Corps organizes the inspection, evaluation, and certification of the compliance of the types of production and assembly vehicles with technical standards, regulations, and current provisions on technical safety and environmental protection quality in accordance with Article 15 of this Circular. If the requirements are met, the Traffic Police Corps issues the Certificate of Technical Safety and Environmental Protection Quality for Motor Vehicles in Production and Assembly or the Certificate of Technical Safety and Environmental Protection Quality for Special-Purpose Motorcycles in Production and Assembly or the Certificate of Technical Safety and Environmental Protection Quality for Motorcycles and Motorbikes in Production and Assembly (hereinafter referred to as the Certificate of Quality for Production and Assembly Vehicles). The Certificate of Quality for Production and Assembly Vehicles has a validity period of twelve months from the date of issuance, and is established in three copies with identical content and value, including: one copy for registration procedures, one copy for inspection procedures, and one copy retained at the Traffic Police Corps. For the Certificate of Technical Safety and Environmental Protection Quality for Motorcycles and Motorbikes in Production and Assembly, it is established in two copies with identical content and value, including: one copy for registration procedures and one copy retained at the Traffic Police Corps.

e) As for spare parts in production and assembly: The Traffic Police Corps examines the dossier requesting the issuance of a quality certificate for spare parts in production and assembly in accordance with Clause 3, Article 14 of this Circular, evaluates the compliance of various types of spare parts with technical standards, regulations, and current provisions on technical safety and environmental protection quality for motor vehicle spare parts. If the requirements are met, the Traffic Police Corps issues the Certificate of Technical Safety and Environmental Protection Quality for Spare Parts in Production and Assembly of Motor Vehicles (hereinafter referred to as the Certificate of Quality for Spare Parts in Production and Assembly). The Certificate of Quality for Spare Parts in Production and Assembly has a validity period of thirty-six months from the date of issuance, and is established in two copies with identical content and value, including: one copy issued to the production and assembly unit and one copy retained at the Traffic Police Corps.

2. The quality certification for vehicles of the same type as the prototype model is carried out according to the following procedure:

a) After completing the construction of vehicles of the same type as the prototype model, the construction unit prepares a dossier in accordance with Clause 4, Article 14 of this Circular and sends it directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps inspects and evaluates the compliance of the dossier in accordance with Clause 4, Article 14 of this Circular; if the requirements are met, it issues the Certificate of Quality for Production and Assembly Vehicles.

3. The procedures for renewing quality certificates for vehicles and spare parts in production and assembly when they are damaged, expired, or contain incorrect information are carried out as follows:

a) The management units of vehicles and spare parts in production and assembly prepare a dossier in accordance with Clause 5, Article 14 of this Circular and send it directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps inspects and evaluates the compliance of the dossier requesting the renewal of quality certificates for vehicles and spare parts in production and assembly in accordance with Clause 5, Article 14 of this Circular; if the requirements are met, it reissues the Certificate of Quality for Production and Assembly Vehicles or the Certificate of Quality for Spare Parts in Production and Assembly as prescribed.

4. The procedures for reissuing quality certificates for vehicles and spare parts in production and assembly when they are lost are carried out as follows:

a) The management units of vehicles and spare parts prepare a dossier in accordance with Clause 6, Article 14 of this Circular and send it directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps inspects and evaluates the compliance of the dossier requesting the reissuance of quality certificates for vehicles and spare parts in production and assembly in accordance with Clause 6, Article 14 of this Circular; if the requirements are met, it reissues the Certificate of Quality for Production and Assembly Vehicles or the Certificate of Quality for Spare Parts in Production and Assembly.

5. Within seven working days from the date of receiving complete and valid dossiers, the Traffic Police Corps must organize inspections and issue, renew, or reissue Certificates of Quality for Production and Assembly Vehicles or Certificates of Quality for Spare Parts in Production and Assembly.

Article 11. Design of production and assembly vehicles

1. The design of production and assembly vehicles shall be carried out at design units with functions as prescribed by law.

2. The design of specialized vehicles for production and assembly must ensure the confidentiality of the People's Public Security Forces as stipulated in Appendix V issued together with this Circular, and must be conducted by design units within the People's Public Security Forces. In cases where design units within the People's Public Security Forces cannot meet the requirements for designing specialized vehicles for production and assembly, the designation of external design units to carry out such tasks must be decided by the Minister of Public Security.

3. The dossier for requesting design review includes:

a) A letter from the design unit requesting design review. In cases where the dossier is submitted directly, the request should include the name, personal identification number, or passport number of the contact person;

b) A copy of the Contract on vehicle equipping of public security units and localities as prescribed by law;

c) A copy of technical specifications and performance features of relevant assemblies and systems related to the design calculation content;

d) An explanatory document including the following main contents: introduction to needs and purposes of production and assembly; dynamic characteristic calculations; vehicle stability; strength testing calculations for components, assemblies, and systems; conclusions; reference materials during the design process. The technical design explanatory document for production and assembly vehicles must be presented on A4 white paper, stamped on each page or back-to-back by the design unit; the cover page must have the signature and stamp of the representative of the design unit;

đ) Technical drawings including: general layout of the vehicle; drawings of the layout and installation of assemblies and systems on the vehicle. Technical drawings must be presented on A3 white paper, stamped on each page or back-to-back by the design unit;

e) A directive from the Minister of Public Security regarding the designation of external design units for the design of production and assembly vehicles that must ensure the confidentiality of the People's Public Security Forces (if applicable);

g) A copy of the Business Registration Certificate, which reflects the function of designing production and assembly vehicles as prescribed by law (for design units requesting their first design review);

4. Motorcycles, motorbikes, and similar types of vehicles when produced and assembled do not need to establish a technical design dossier but must be constructed at construction units with functions as prescribed by law.

Article 12. Review of design for production and assembly vehicles

1. Contents of design review for production and assembly vehicles

a) Checking the legality of the design unit;

b) Checking the dossier for requesting review, evaluating the explanatory document and technical drawings in the technical design dossier against national technical standards, regulations, and legal provisions.

2. Procedure for reviewing design for production and assembly vehicles

a) After receiving a complete and valid dossier for requesting design review, members of the Review Board will study and provide written comments or the Chairman of the Review Board will organize a meeting for review;

b) The Secretary of the Review Board will compile the comments provided by the members of the Review Board;

c) If the dossier meets the requirements, the Secretary of the Review Board will submit it to the Chairman of the Review Board for approval and issuance of the Design Review Certification. If the dossier does not meet the requirements, the Secretary of the Review Board will notify the design unit to make corrections. After the design unit has corrected the dossier to meet the requirements according to the Review Board's comments, the Secretary of the Review Board will submit it to the Chairman of the Review Board for approval and issuance of the Design Review Certification;

d) The dossier for requesting design review and the Design Review Certification for production and assembly vehicles shall be established in two copies, having equal legal force, one copy retained by the Traffic Police Corps, and one copy retained by the design unit.

3. Time limit for design review for production and assembly vehicles Within fifteen days from the date of receipt of a complete and valid dossier, the Review Board must return the review results to the design unit. In cases of reviewing the design of specialized vehicles as stipulated in Appendix V issued together with this Circular, the Review Board must return the review results to the design unit within thirty days from the date of receipt of a complete and valid design dossier.

4. In cases where the Design Review Certification is damaged, lost, or contains incorrect information, the design unit must submit a dossier for requesting replacement directly or through postal services to the Traffic Police Corps to obtain a new certification. The dossier for requesting replacement includes:

a) A letter from the design unit requesting replacement of the Design Review Certification. In cases where the dossier is submitted directly, the request should include the name, personal identification number, or passport number of the contact person;

b) The damaged or incorrectly informed Design Review Certification;

c) A commitment letter from the design unit regarding the loss of the Design Review Certification (in case of loss).

Article 13. Construction, production, assembly of vehicles

1. The construction, production, and assembly of vehicles must be carried out at units with the appropriate functions as prescribed by law.

2. For vehicles specified in Clause 2, Article 11 of this Circular, the construction, production, and assembly of vehicles must be performed by construction units within the People's Public Security Forces. In cases where construction units within the People's Public Security Forces cannot meet the requirements for specialized vehicle construction and assembly capacity, the designation of construction units outside the Public Security sector to undertake such tasks shall be decided by the Minister of Public Security.

3. Vehicles produced and assembled must be constructed strictly according to the technical design files that have been approved by the Review Board and must ensure quality and safety technical requirements and environmental protection standards.

4. Units engaged in the construction, production, and assembly of vehicles must conduct self-inspection, issue a certificate of quality upon completion, and bear responsibility for the quality of products they construct. They must comply with the provisions of this Circular, national technical standards and regulations, and other relevant laws and regulations. They are liable under the law and to the Ministry of Public Security regarding the content, quality of technical design files, origin, authenticity, and accuracy of provided documents to quality management authorities, and the quality of completed vehicles.

Article 14. Documents for Issuing, Reissuing, and Replacing Vehicle Quality Certificates and Spare Parts in Production and Assembly

1. The application documents for issuing a vehicle quality certificate for specialized automobiles and motorcycles produced and assembled include:

a) A letter requesting a quality inspection of the vehicle from the construction unit. If submitting the documents directly, the request should include the name, personal identification number, or passport number of the contact person;

b) Photographs showing the overall front and rear views of the completed vehicle at a 45-degree angle;

c) The construction unit’s certificate of quality upon completion of the vehicle;

d) Photocopies of legal basis documents of the construction unit as required by law (for initial requests for quality inspections);

đ) A commitment from the construction unit that the vehicle type does not infringe on protected industrial property rights, and the construction unit will be responsible under the law if infringement occurs.

2. Application documents for issuing a motorcycle and motorbike quality certificate produced and assembled include:

a) Documents as stipulated in Clause 1 of this Article;

b) Basic technical specifications of the vehicle confirmed by the construction unit, including basic parameters such as overall dimensions, number of axles and wheels, seating capacity, gross weight, fuel type, power transmission system, suspension system, braking system, steering system.

3. Application documents for issuing a quality certificate for spare parts in production and assembly as specified in Appendix IV attached to this Circular include:

a) A letter requesting a quality certificate for spare parts in production and assembly from the construction unit. If submitting the documents directly, the request should include the name, personal identification number, or passport number of the contact person;

b) Information about the spare part reflecting the technical specifications of the construction unit;

c) Test results of the sample spare part meeting the requirements of the construction unit, accompanied by technical drawings showing key parameters and materials used in the product;

d) Overall photographs of the product; an explanation of symbols, characters, and serial numbers on the product (if applicable);

đ) A list of spare parts used in production and assembly.

4. In cases where multiple vehicles of the same model as the prototype already inspected and issued a Certificate of Quality by the Traffic Police Department are produced and assembled, the application documents for issuing a quality certificate for these vehicles include:

a) A letter requesting a quality certificate for vehicles produced and assembled from the construction unit. If submitting the documents directly, the request should include the name, personal identification number, or passport number of the contact person;

b) The construction unit’s certificate of quality upon completion of each vehicle;

c) Photocopies of documents, technical specifications, and origin certificates of the vehicle confirmed by the construction unit;

d) Photocopies of the quality inspection report on safety technical requirements and environmental protection of the prototype vehicle.

5. Vehicle and spare part quality certificates in production and assembly that are damaged, expired, or contain incorrect information can be replaced according to regulations. Application documents include:

a) Damaged, expired, or incorrectly informed Vehicle Quality Certificate for production and assembly or Spare Part Quality Certificate for production and assembly;

b) A letter requesting replacement of the quality certificate from the unit managing and using vehicles or spare parts in production and assembly. If submitting the documents directly, the request should include the name, personal identification number, or passport number of the contact person.

6. Vehicle quality certificates in production and assembly and spare part quality certificates in production and assembly that are lost can be reissued according to regulations. Application documents include:

a) A letter requesting reissue of the quality certificate from the unit managing and using vehicles or spare parts in production and assembly. If submitting the documents directly, the request should include the name, personal identification number, or passport number of the contact person;

b) A meeting record of the unit managing and using vehicles or spare parts in production and assembly regarding the loss of the Vehicle Quality Certificate for production and assembly or Spare Part Quality Certificate for production and assembly.

Article 15. Quality inspection of vehicles produced and assembled and inspection of spare parts documentation during production and assembly

1. Quality inspection of vehicles produced and assembled

a) The Traffic Police Department shall organize inspections of vehicle components produced and assembled in accordance with Appendix I attached to this Circular, evaluate the design and type of vehicles for compliance with national technical standards and regulations, Ministry of Public Security regulations, and other relevant laws on technical safety quality and environmental protection. Based on satisfactory inspection results, they shall prepare a Technical Safety Quality and Environmental Protection Inspection Report for prototype vehicles to issue a Vehicle Production and Assembly Quality Certificate to the Traffic Police Department.

b) The Technical Safety Quality and Environmental Protection Inspection Report for prototype vehicles produced and assembled serves as a basis for construction units to independently produce and assemble vehicles of the same type as the inspected prototypes, provided that the Traffic Police Department has issued a Vehicle Production and Assembly Quality Certificate. Throughout the construction process, the production and assembly unit must self-inspect and monitor the quality of each vehicle. Before leaving the factory, these vehicles must be constructed according to the approved design files. They must also be responsible for the origin, quality, technical safety, and environmental protection of each vehicle after leaving the factory. The Traffic Police Department will issue a Vehicle Production and Assembly Quality Certificate for similar types of vehicles based on the construction unit's application file as stipulated in Clause 4, Article 14 of this Circular. The Technical Safety Quality and Environmental Protection Inspection Report for prototype vehicles produced and assembled shall be made in two copies, having identical content and value, with one copy retained by the Traffic Police Department and one by the construction unit.

2. If the quality inspection of vehicles produced and assembled does not meet requirements, the Traffic Police Department shall prepare a Record noting non-compliant items, requesting the construction unit to rectify and construct according to the approved design files and current standards and regulations.

3. Inspection of spare parts documentation during production and assembly: based on satisfactory inspection results in accordance with Clause 3, Article 14 of this Circular, the Traffic Police Department shall issue a Spare Parts Production and Assembly Quality Certificate. Production and assembly units are permitted to independently produce and assemble spare parts for motor vehicles of the same type as the approved prototype spare parts. During the entire production and assembly process, the production and assembly unit must self-inspect and monitor the quality of spare parts production. Before leaving the factory, motor vehicle spare parts must be produced according to the approved prototype type. At the same time, they must be responsible for the origin, quality, technical safety, and environmental protection of motor vehicle spare parts after leaving the factory.

Chapter IV

REGULATIONS ON THE PROCEDURE AND PROCEDURES FOR ISSUING CERTIFICATES OF TECHNICAL SAFETY QUALITY AND ENVIRONMENTAL PROTECTION FOR REBUILT VEHICLES

Article 16. Procedures for Issuing, Reissuing, and Replacing Quality Certificates for Modified Vehicles

1. The procedure for issuing quality certificates for modified vehicles shall be carried out as follows:

a) The vehicle modification design unit shall prepare and submit the application dossier for review in accordance with Clause 3, Article 17 of this Circular, directly or through public postal services to the Traffic Police Corps.

b) Members of the Review Board established in accordance with Article 22 of this Circular shall organize the review of the technical design dossier for modified vehicles in accordance with Article 23 of this Circular on the contents required for review as stipulated in Article 18 of this Circular. If the dossier meets the requirements, the Chairman of the Review Board shall approve the design dossier and issue the Design Review Certificate for modified motor vehicles and special-purpose motorcycles (hereinafter referred to as the Design Review Certificate for modified vehicles).

c) The construction unit for vehicle modifications in accordance with Article 19 of this Circular. After completing the construction in accordance with the approved design dossier, they shall prepare and submit the application dossier for inspection and issuance of the quality certificate for modified vehicles in accordance with Article 20 of this Circular, directly or through public postal services to the Traffic Police Corps.

d) The Traffic Police Corps shall organize inspections, evaluations, and certification of the compliance of the types of modified vehicles with current technical standards, regulations, and quality safety and environmental protection requirements as stipulated in Article 21 of this Circular. If the requirements are met, they shall issue the Quality Safety Technical and Environmental Protection Certificate for modified motor vehicles or the Quality Safety Technical and Environmental Protection Certificate for modified special-purpose motorcycles or the Quality Safety Technical and Environmental Protection Certificate for modified motorcycles and motorbikes (hereinafter referred to as the Modification Certificate). The Modification Certificate is valid for 12 months from the date of issuance, and is issued in three identical copies, each having the same content and validity, including: one copy for registration procedures, one copy for inspection procedures, and one copy retained at the Traffic Police Corps. Specifically, the Quality Safety Technical and Environmental Protection Certificate for modified motorcycles and motorbikes is issued in two identical copies, including: one copy for registration procedures and one copy retained at the Traffic Police Corps.

2. The procedure for issuing quality certificates for modified vehicles of the same type as the prototype vehicle shall be carried out as follows:

a) The construction unit for modified vehicles, after completing the construction of vehicles of the same type as the prototype, shall prepare and submit the application dossier for inspection and issuance of the quality certificate for modified vehicles in accordance with Clause 3, Article 20 of this Circular, directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps shall inspect and evaluate the compliance of the dossier in accordance with Clause 3, Article 20 of this Circular. If the requirements are met, they shall issue the Modification Certificate.

3. The procedure for reissuing quality certificates for modified vehicles when damaged, expired, or containing incorrect information shall be carried out as follows:

a) The management unit for modified vehicles shall prepare the dossier in accordance with Clause 4, Article 20 of this Circular, and submit it directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps shall inspect and evaluate the compliance of the application dossier in accordance with Clause 4, Article 20 of this Circular. If the requirements are met, they shall reissue the Modification Certificate in accordance with the regulations.

4. The procedure for replacing quality certificates for modified vehicles when lost shall be carried out as follows:

a) The management unit for modified vehicles shall prepare the dossier in accordance with Clause 5, Article 20 of this Circular, and submit it directly or through public postal services to the Traffic Police Corps.

b) The Traffic Police Corps shall inspect and evaluate the compliance of the application dossier in accordance with Clause 5, Article 20 of this Circular. If the requirements are met, they shall replace the Modification Certificate in accordance with the regulations.

5. Within seven working days from the date of receiving a complete and valid dossier, the Traffic Police Corps must organize inspections and issue, reissue, or replace quality certificates for modified vehicles.

Article 17. Design of modified vehicles

1. The design of modified vehicles must be carried out by a design unit within or outside the Public Security sector that has the function of design as prescribed by law.

2. The design for modification of specialized vehicles must ensure the confidentiality of the People's Public Security force as stipulated in Appendix V issued together with this Circular, and must be implemented by a design unit within the People's Public Security force. In cases where design units within the People's Public Security force cannot meet the requirements for the design capacity of modified specialized vehicles, the designation of a design unit outside the People's Public Security force to carry out such work must be decided by the Minister of Public Security.

3. The design documentation for modified vehicles includes:

a) A letter from the design unit requesting design approval;

b) A photocopy of the Contract on vehicle modification of local public security units as prescribed;

c) A copy of technical specifications and performance features of relevant assemblies and systems related to the design calculation content;

d) A technical design description including the following contents: introduction of the need and purpose of vehicle modification; calculation of dynamic characteristics; stability of the vehicle after modification; testing strength calculations of components, assemblies, systems; conclusions; reference materials during the design process. The technical design description shall be presented on A4 white paper, stamped on each page or bound by the design unit; the cover page shall bear the signature and stamp of the representative of the design unit;

đ) Technical drawings including: general layout of the vehicle before and after modification; schematic layout and installation drawings of assemblies, systems installed on the vehicle after modification. Technical drawings shall be presented on A3 white paper, stamped on each page or bound by the design unit;

e) Directive from the Minister of Public Security regarding the designation of a design unit outside the People's Public Security force for the design of modified vehicles that must ensure the confidentiality of the People's Public Security force (if applicable);

g) A photocopy of the Business Registration Certificate, which reflects the design function of modified vehicles according to the provisions of law (for the initial design review unit);

4. In the following cases, there is no need to establish design documentation for modified vehicles but construction must be carried out at a construction unit with the appropriate functions as prescribed by law, including:

a) Passenger cars modified to install auxiliary brakes by connecting to the main brake pedal through a mechanical lever to serve as driving training cars, examination cars, and vice versa;

b) Motorcycles and motorbikes modified.

Article 18. Review of the design of modified vehicles

The content, procedure, and time limit for reviewing the design, issuing, and reissuing the Design Review Certification for modified vehicles shall be carried out in accordance with the content, procedure, and time limit for reviewing the design, issuing, and reissuing the Design Review Certification as stipulated in Article 12 of this Circular.

Article 19. Construction of modified vehicles

1. The construction of modified vehicles must be carried out at a construction unit with the function of modifying vehicles as prescribed by law.

2. For vehicles specified in Clause 2 of Article 17 of this Circular, the modification construction must be carried out by a modification unit within the People's Public Security force. In cases where modification units within the People's Public Security force cannot meet the requirements for the construction capacity of modified specialized vehicles, the designation of a modification unit outside the People's Public Security force to carry out such work must be decided by the Minister of Public Security.

3. Modified vehicles must be constructed strictly in accordance with the approved technical design documentation and must meet the requirements for quality and safety technical standards and environmental protection of modified vehicles.

4. The construction unit must conduct self-inspection, prepare a completion quality acceptance record, and be responsible for the quality of the products constructed by its own unit. Implementing the design and construction of modified vehicles in accordance with the provisions of this Circular, national technical standards and regulations, and other relevant laws and regulations. Be responsible under the law and to the Ministry of Public Security for the content, quality of the design documentation, origin, authenticity, and accuracy of the provided materials to the quality management authority, and the quality of completed modified vehicles.

Article 20. Documents for Issuing, Reissuing, and Renewing Quality Certificates for Modified Vehicles

1. The application documents for issuing a quality certificate for modified vehicles include:

a) A letter requesting a quality check of the modified vehicle from the modification unit. In cases where the application is submitted directly, the request should be supplemented with the name, personal identification number, or passport number of the contact person;

b) Photographs taken at a 45-degree angle from the front and back of the completed modified vehicle;

c) The acceptance report upon completion of the modified vehicle issued by the construction unit;

d) Copies of legal documents certifying the legal basis of the construction unit according to the provisions of the law (applicable for the first-time construction units requesting a quality check);

2. The application documents for issuing a quality certificate for modified motorcycles and motorbikes include:

a) The documents mentioned in Clause 1 of this Article;

b) Basic technical specifications of the modified vehicle confirmed by the construction unit, including basic parameters such as overall dimensions, number of axles and wheels, seating capacity, gross weight, total weight, fuel type, power transmission system, suspension system, braking system, steering system;

In cases where multiple vehicles of the same model as the sample vehicle have been modified and inspected by the Traffic Police Corps, which has issued a Quality Certificate for Modified Vehicles according to Clause 2, Article 21 of this Circular, the Traffic Police Corps will base on the application documents of the construction unit to issue Quality Certificates for Modified Vehicles for similar models. The application documents include:

a) A request for issuance of a Quality Certificate for Modified Vehicles from the construction unit. If the application is submitted directly, the request should be supplemented with the name, personal identification number, or passport number of the contact person;

b) The construction unit’s certificate of quality upon completion of each vehicle;

c) Photocopies of documents, technical specifications, and origin certificates of the vehicle confirmed by the construction unit;

d) A copy of the inspection report on the technical safety and environmental protection of the sample modified vehicle;

đ) A copy of the contract for vehicle modification between local public security agencies;

4. Quality certificates for damaged, expired, or incorrectly information modified vehicles will be reissued according to regulations. The application documents include:

a) The damaged, expired, or incorrectly information Quality Certificate for Modified Vehicles;

b) A request for reissuance of a Quality Certificate for Modified Vehicles from the management and using unit of the modified vehicle (in case the Quality Certificate is damaged or expired). If the application is submitted directly, the request should be supplemented with the name, personal identification number, or passport number of the contact person;

5. Quality certificates for lost modified vehicles will be reissued according to regulations. The application documents include:

a) A request for reissuance of a Quality Certificate for Modified Vehicles from the management and using unit of the modified vehicle. If the application is submitted directly, the request should be supplemented with the name, personal identification number, or passport number of the contact person;

b) A meeting record of the management and using unit of the modified vehicle regarding the loss of the Quality Certificate for Modified Vehicles;

Article 21. Inspection of Technical Safety and Environmental Protection Quality of Modified Vehicles

1. The Traffic Police Corps will inspect the components of modified vehicles according to the provisions in Appendix I attached to this Circular, evaluate the design and type of vehicles in accordance with national technical standards, regulations of the Ministry of Public Security, and other relevant laws and regulations concerning technical safety and environmental protection quality. Based on satisfactory inspection results, they will establish an inspection report on the technical safety and environmental protection quality of the sample modified vehicle for the Traffic Police Corps to issue a Quality Certificate for Modified Vehicles. The report will be made in two copies, having identical content and value, with one copy retained by the quality management agency and the other by the construction unit;

2. The inspection report on the technical safety and environmental protection quality of the sample modified vehicle has validity for the construction unit to self-modify similar types of vehicles based on the sample that has been inspected and certified by the Traffic Police Corps. Throughout the modification process for similar types of vehicles, the construction unit must supervise each vehicle's construction, ensuring compliance with the approved design documentation before the vehicles leave the factory. Additionally, the construction unit is responsible for the origin, quality, technical safety, and environmental protection of each modified vehicle after it leaves the factory;

3. When the Traffic Police Corps inspects the quality of modified vehicles and finds them non-compliant, they will record the non-compliant items in an inspection report, requesting the construction unit to rectify and construct according to the approved design documentation and current standards and regulations;

Chapter V

DESIGN REVIEW BOARD FOR MODIFIED VEHICLES AND SPECIALIZED VEHICLES PRODUCTION, INSTALLATION, AND MODIFICATION

Article 22. Members of the Design Review Board for Vehicle Production, Assembly, and Modification

The Director of the Traffic Police Department decides to establish the Design Review Board for Vehicle Production, Assembly, and Modification. The members include:

1. The leader of the Traffic Police Department shall be the Chairman of the Board;

2. The leader and staff of the Guidance, Registration, and Inspection Room under the Traffic Police Department shall be Members;

3. The leader and staff of the Optical and Mechanical Technical Room under the Institute of Science and Technology shall be Members;

4. The leader and staff of the Vehicle Management Room under the Equipment and Logistics Department shall be Members;

5. Staff of the Guidance, Registration, and Inspection Room under the Traffic Police Department shall be Members and Secretaries.

Article 23. Duties and Authorities of the Design Review Board for Vehicle Production, Assembly, and Modification

1. General duties and authorities of the Design Review Board for Vehicle Production, Assembly, and Modification:

a) Inspect and guide the design unit to complete the procedures and design documentation for vehicle production, assembly, and modification according to regulations;

b) Organize the review of the design documentation for vehicle production, assembly, and modification;

c) Issue the Certificate of Design Review for motor vehicles produced or assembled, or the Certificate of Design Review for motor vehicles modified;

d) The Design Review Board operates on a collective basis, with all members participating in the review process through written opinions. In cases where the opinions of the Board members have not reached a consensus on approving the design, the Chairman of the Board shall decide based on the majority opinion. For specialized vehicle designs serving specific professional operations, the Chairman of the Board may invite representatives from the using units to participate in the design review;

e) The Design Review Board operates on a part-time basis. In case there is a change in Board members, the managing unit must submit a written request to the Traffic Police Department to supplement and improve the Design Review Board according to regulations;

f) Members participating in the Design Review Board must be officers who have worked in the People's Public Security force for at least two years; have a relevant bachelor's degree appropriate to the content of the review; and have been trained and educated in laws and public security business according to regulations;

g) The Design Review Board uses the administrative seal of the Traffic Police Department.

2. Duties and authorities of the members of the Design Review Board:

a) The Chairman of the Design Review Board directs the organization of the design review, assigns tasks to the members of the Design Review Board, signs off on the design documentation and the Certificate of Design Review for designs that meet requirements;

b) Members carry out their tasks as assigned by the Chairman of the Design Review Board; they are responsible for inspecting, evaluating, and providing opinions on the design documentation of the design unit; guiding the design unit to correct contents in the design documentation before submitting it to the Chairman of the Design Review Board for approval;

c) Members and Secretaries carry out their tasks as assigned by the Chairman of the Design Review Board; they inspect and guide the design unit to complete the procedures and design documentation; they are responsible for inspecting, evaluating, and providing opinions on the design documentation of the design unit; guiding the design unit to correct contents in the design documentation that do not meet requirements; collecting opinions from other Board members, completing the documentation, printing the Certificate of Design Review for motor vehicles produced or assembled, or the Certificate of Design Review for motor vehicles modified, submitting it to the Chairman of the Board for signature and approval; handing over the documentation to the design unit; storing the documentation according to regulations.

Chapter VI

PROCEDURES AND REQUIREMENTS FOR TECHNICAL SAFETY INSPECTION AND ENVIRONMENTAL PROTECTION OF VEHICLES

Article 24. Procedures for technical safety inspection and environmental protection of vehicles

1. Before the expiration date recorded on the Inspection Certificate, the vehicle management and usage units shall be responsible for bringing the vehicle to the vehicle inspection agency specified in Article 29 of this Circular for inspection, and shall not have the vehicle inspected at vehicle inspection units outside the Public Security sector (except in cases where there is a written agreement from the Minister of Public Security). In cases where the vehicle must operate for extended periods in another locality due to work requirements, when it is time for inspection, the vehicle management and usage units shall bring the vehicle to the nearest inspection agency as stipulated in Article 29 of this Circular, submit the documents as required under Clause 1 of Article 28 of this Circular to conduct the inspection.

2. The staff receiving vehicle inspection documents shall check the documents according to the provisions of Clause 1 of Article 28 of this Circular. If the documents are valid, they shall enter the vehicle data into the Vehicle Inspection Management Software and request the vehicle management and usage units to bring the vehicle to the designated location for inspection. For newly manufactured, assembled, or imported vehicles up to three years old (counting from the year of manufacture), they are exempted from the first technical safety inspection and environmental protection check and shall be issued the Environmental Protection and Technical Safety Inspection Certificate Book (hereinafter referred to as the Inspection Certificate Book), the Inspection Certificate, and the Inspection Label after obtaining the registration certificate and license plate.

3. The vehicle inspection staff shall perform checks according to the provisions of Article 26 of this Circular and technical requirements as stipulated in Appendix II attached to this Circular, and follow the inspection methods as prescribed in Article 25 of this Circular. After each inspection item, the vehicle inspection staff must evaluate the inspection results of each item, sign off as "pass" or "fail" in the Inspection Form according to Model KĐ24 attached to this Circular. Upon completion of the inspection, the staff receiving documents shall compile the inspection results at each item, complete the contents in the Vehicle Inspection Management Software, print and sign the Inspection Form, and simultaneously require the driver to sign the Inspection Form.

4. In cases where the vehicle passes the inspection requirements, the staff receiving documents shall proceed with the following procedures:

a) Enter the owner's and vehicle information into the Inspection Certificate Book for the first issuance of the Inspection Certificate Book;

b) Print the Inspection Certificate and Inspection Label. The Inspection Certificate and Inspection Label must have the same serial number;

c) Complete the documents, submit them for the competent authority to sign the Inspection Certificate and Inspection Certificate Book (for the issuance or reissuance of the Inspection Certificate Book), and affix the seal in the upper left corner of the Inspection Label.

5. In cases where the vehicle does not meet the inspection requirements, the staff receiving documents shall notify the non-compliant inspection items in the Inspection Form and request the vehicle management and usage units to repair and rectify the vehicle before the inspection agency conducts the re-inspection. The re-inspection shall be conducted as follows:

a) If the vehicle undergoes re-inspection on the same day, the vehicle inspection agency shall only inspect the non-compliant items;

b) If the vehicle undergoes re-inspection on another day, the vehicle inspection agency shall organize the inspection of the vehicle according to the provisions of Article 26 of this Circular. The procedure for requesting a re-inspection shall be carried out according to the provisions of Clause 1 of Article 28 of this Circular.

6. Delivering results and storing documents

a) If the vehicle passes the inspection requirements, the staff receiving documents shall complete the documents, collect the vehicle inspection fee (if applicable), and return the Inspection Certificate Book and Inspection Certificate to the driver. The vehicle inspection staff shall affix the Inspection Label or guide the driver (in cases where the initial inspection is waived) to affix the Inspection Label in the upper right corner inside the front windshield of the vehicle. In cases where operational units are approved by the competent authority to issue operational license plates and during operations confidentiality is required, the affixing of the Inspection Label is not necessary;

b) The vehicle inspection documents stored at the inspection agency include: the Inspection Record established for the Inspection Certificate Book, the Inspection Form, and the Introduction Letter from the vehicle management and usage unit (for the most recent vehicle inspection), the old Inspection Certificate Book (for the reissuance or replacement of the Inspection Certificate Book), and the Meeting Minutes (in cases of loss of the Inspection Certificate Book, Inspection Label, or Inspection Certificate). The digitization of documents will be implemented when the technical infrastructure is ensured.

Article 25. Inspection Methods for Vehicles

1. Conducted on inspection assembly lines or with mobile inspection equipment (hereinafter referred to as mechanical methods). Vehicle inspection agencies that have been equipped with inspection assembly lines, inspection equipment, and mobile inspection devices must conduct inspections using mechanical methods. In cases where inspection equipment on the assembly line is damaged, the inspection items using such equipment shall be transferred to semi-mechanical inspection methods as stipulated in Clause 2 of this Article.

2. Conducted using specialized tools combined with observation, measurement, direct operation, and control of the vehicle (hereinafter referred to as semi-mechanical methods). Vehicle inspection agencies that have not been equipped with inspection assembly lines or for special-purpose vehicles, special vehicles, oversized or overweight vehicles, or in remote areas without conditions to bring vehicles to inspection agencies, or in cases where the inspection assembly line, equipment, or mobile inspection devices are damaged and cannot be immediately repaired, or due to power outages preventing the operation of the inspection assembly line, shall conduct inspections using semi-mechanical methods.

Article 26. Content of Inspections and Technical Requirements

1. Inspection Items:

a) General inspection of the vehicle;

b) Inspection of the upper and exterior parts of the vehicle;

c) Inspection of the driver's cabin and passenger compartment;

d) Inspection of the underside of the vehicle;

đ) Inspection of environmental protection indicators;

e) Inspection of the braking system and steering system operations;

g) For driving training vehicles and examination vehicles, additional inspections of auxiliary braking systems and safety devices must be conducted according to technical requirements for primary braking systems and safety devices;

h) For special-purpose vehicles, additional inspections of the operations of specialized systems and equipment must be conducted according to technical documentation.

2. The content of inspections and technical requirements when conducting vehicle inspections shall be carried out in accordance with the provisions set forth in Appendix II attached to this Circular.

Article 27. Procedures for Issuing, Reissuing, and Replacing Inspection Certificates, Inspection Stickers, and Inspection Books

1. The procedures for issuing Inspection Certificates, Inspection Stickers, and Inspection Books are as follows:

a) The inspection agency conducts vehicle inspections in accordance with the provisions of Article 24 of this Circular. If the vehicle meets the requirements, it issues an Inspection Certificate, Inspection Sticker, and Inspection Book. The validity period of the Inspection Certificate and Inspection Sticker issued according to the inspection cycle specified in Appendix III attached to this Circular;

b) In cases where the vehicle does not meet the requirements during inspection, it must be re-inspected according to the provisions of Clause 5 of Article 24 of this Circular.

2. The procedures for replacing Inspection Certificates, Inspection Stickers, and Inspection Books when they are damaged or contain incorrect information are as follows:

a) The vehicle management and usage unit prepares a request form in accordance with the provisions of Clause 2 of Article 28 of this Circular and submits the damaged or incorrectly labeled Inspection Certificate, Inspection Sticker, and Inspection Book to the vehicle inspection agency;

b) The vehicle inspection agency reviews the application, verifies the information of the vehicle in the Motor Vehicle Inspection Management software. If the information is correct, it issues a new Inspection Certificate, Inspection Book, and Inspection Sticker, retains the application as required, and collects the damaged or incorrectly labeled Inspection Certificate, Inspection Sticker, and Inspection Book. The validity period of the newly issued Inspection Certificate and Inspection Sticker is calculated based on the most recent inspection cycle.

3. The procedures for reissuing Inspection Certificates, Inspection Stickers, and Inspection Books when they are lost are as follows:

a) The vehicle management and usage unit prepares an application in accordance with the provisions of Clause 3 of Article 28 of this Circular and brings the vehicle to the inspection agency;

b) The vehicle inspection agency organizes the review of the application and conducts inspections according to the procedures stipulated in Article 24 of this Circular. If the vehicle meets the requirements, it issues a new Inspection Certificate, Inspection Sticker, and Inspection Book and retains the application as required. The validity period of the newly issued Inspection Certificate and Inspection Sticker is determined according to the inspection cycle specified in Appendix III attached to this Circular.

Article 28. Documents for Issuing, Reissuing, and Renewing Inspection Certificates, Inspection Stickers, and Inspection Books

1. The documents for requesting issuance of Inspection Certificates, Inspection Stickers, and Inspection Books include:

a) An introduction letter from the vehicle management and usage unit;

b) Vehicle registration certificate;

c) Driver's license of the staff bringing the vehicle for inspection;

d) Citizen identification card or Identity Card; People's Public Security Police Identification Card;

đ) Previously issued Inspection Book (for periodic inspections). In case of requesting issuance of an Inspection Book for the first time, the person handling the procedure must fill out the Inspection Book Establishment Inspection Report.

2. The documents for requesting renewal of Inspection Certificates, Inspection Stickers, and Inspection Books include:

a) Documents specified in points a, b, and d of Clause 1 of this Article;

b) Damaged or incorrectly information-containing Inspection Certificates, Inspection Stickers, or Inspection Books.

3. The documents for requesting reissuance of Inspection Certificates, Inspection Stickers, and Inspection Books include:

a) Documents specified in points a, b, c, and d of Clause 1 of this Article;

b) Minutes of meetings of the vehicle management and usage units regarding the loss of Inspection Books, Inspection Stickers, and Inspection Certificates.

Chapter VII

INSPECTION AGENCIES, REQUIREMENTS FOR INFRASTRUCTURE, STAFF, AND REPORTING REGIMES

Article 29. Vehicle Inspection Agencies

Vehicle inspection agencies within the People's Public Security include:

1. The Traffic Police Corps shall issue initial inspections for vehicles not previously used that are registered and managed by the Traffic Police Corps.

2. The Motor Vehicle Inspection Center and Waterway Inspection Center under the Registration and Inspection Department of the Traffic Police Corps (hereinafter referred to as the Inspection Center) shall conduct periodic inspections for vehicles previously used by units under the Ministry of Public Security; vehicles of provincial-level public security organs (hereinafter referred to as provincial-level public security organs). The Inspection Center has its own seal for use according to regulations.

3. Provincial-level Traffic Police Departments (hereinafter referred to as Traffic Police Departments) shall issue initial inspections for vehicles not previously used, and conduct periodic inspections for vehicles previously used by subordinate units of provincial-level public security organs; vehicles of units under the Ministry of Public Security stationed in their jurisdiction and vehicles of other public security units and localities.

Article 30. Authority to Sign Various Documents Related to Vehicle Inspections

1. The Director of the Traffic Police Corps shall sign Inspection Books, Inspection Certificates, issue Inspection Stickers, and other related documents concerning vehicle inspections as stipulated in Clause 1 of Article 29 of this Circular.

2. The Director of the Motor Vehicle Inspection Center shall sign Inspection Books, Inspection Certificates, issue Inspection Stickers, and other related documents concerning vehicle inspections as stipulated in Clause 2 of Article 29 of this Circular.

3. The Head of the Provincial-level Traffic Police Department shall sign Inspection Books, Inspection Certificates, issue Inspection Stickers, and other related documents concerning vehicle inspections as stipulated in Clause 3 of Article 29 of this Circular.

Article 31. Requirements for Infrastructure and Staff at Vehicle Inspection Agencies

1. Vehicle inspection agencies must arrange locations for receiving and processing inspection documents and procedures, with seating areas, parking spaces, directional signs, working schedules, identification badges of inspection officers; publicly display regulations on inspection procedures, have suggestion boxes. The inspection area must have appropriate size to ensure safety during vehicle inspections and be defined as follows:

a) For a vehicle inspection agency with one inspection line, inspecting vehicles with weight distributed on each axle up to 2,000 kg, the inspection workshop must have a minimum clearance dimension (length x width x height) of 30 x 4 x 3.5 (m);

b) For a vehicle inspection agency with one inspection line, inspecting vehicles with weight distributed on each axle up to 13,000 kg, the inspection workshop must have a minimum clearance dimension (length x width x height) of 36 x 5 x 4.5 (m);

c) For a vehicle inspection agency with multiple adjacent inspection lines, the distance between the centers of the inspection lines must be no less than 4 meters, and the distance from the center of the outermost inspection line to the nearest inner wall of the inspection workshop must be no less than 2.5 meters;

d) For a vehicle inspection agency without an inspection line, the inspection agency must select a location with a wide road section, at least 200 meters long, to test braking, steering systems, inclines for brake testing, and ramps for undercarriage inspection.

2. Inspection lines or mobile inspection equipment must be regularly inspected, maintained, and calibrated according to regulations, ensuring they can check all vehicle systems, assemblies, and components to meet technical safety requirements and environmental protection laws.

3. For vehicle inspection agencies with inspection lines, each inspection line must have a minimum of three People's Public Security inspection officers. For vehicle inspection agencies without inspection lines, there must be a minimum of two People's Public Security inspection officers.

Article 32. Standards for traffic police vehicle inspection officers

1. They must be officers or non-commissioned officers with at least two years of work experience in the Traffic Police force.

2. They must have a mid-level People's Public Security degree or equivalent or higher. For officers who graduated from non-Public Security institutions, they must undergo legal and Public Security business training as prescribed.

3. They must hold a valid automobile driver’s license or a certificate to operate specialized motorcycles corresponding to the type of vehicle being inspected.

4. They must complete the vehicle inspection business training program organized by the Traffic Police Corps or provincial/municipal public security organs under the central government and obtain a Vehicle Inspection Officer Certificate issued by the Traffic Police Corps.

Article 33. Procedures for Issuing, Reissuing, Renewing, and Revoking the Vehicle Inspection Officer Certificate

1. The procedure for issuing the Vehicle Inspection Officer Certificate (hereinafter referred to as the Certificate) shall be carried out as follows:

a) Officers under the Traffic Police Corps who meet the requirements set forth in Article 32 of this Circular shall prepare the application dossier in accordance with points b, c, and d of Clause 1, Article 34 of this Circular; the Traffic Police Department shall prepare the dossier in accordance with Clause 1, Article 34 of this Circular, and submit it directly or through postal services to the Traffic Police Corps to request issuance of the Certificate;

b) The Traffic Police Corps shall issue the Certificate if the dossier meets the requirements stipulated in Clause 1, Article 34 of this Circular;

c) Deliver the Certificate; retain the dossier in accordance with the file management regulations of the Public Security system and this Circular.

2. The procedure for renewing the Certificate when it is damaged, contains incorrect information, or when there is a change in the driving license category shall be carried out as follows:

a) Vehicle inspection officers under the Traffic Police Corps shall prepare the dossier in accordance with points b and c of Clause 1, Article 34, and point c of Clause 2, Article 34 of this Circular; the Traffic Police Department shall prepare the dossier in accordance with Clause 2, Article 34 of this Circular, and submit it directly or through postal services to the Traffic Police Corps to request renewal of the Certificate;

b) The Traffic Police Corps shall renew the Certificate if the dossier meets the requirements stipulated in Clauses 1 and 2, Article 34 of this Circular.

3. The procedure for reissuing the Certificate when it is lost shall be carried out as follows:

a) Vehicle inspection officers under the Traffic Police Corps shall prepare the dossier in accordance with points b and c of Clause 1, Article 34, and point b of Clause 3, Article 34 of this Circular; the Traffic Police Department shall prepare the dossier in accordance with Clause 3, Article 34 of this Circular, and submit it directly or through postal services to the Traffic Police Corps to request reissuance of the Certificate;

b) The Traffic Police Corps shall reissue the Certificate if the dossier meets the requirements stipulated in Clauses 1 and 3, Article 34 of this Circular.

4. In cases where vehicle inspection officers of the Public Security are transferred to other units, change professions, retire, or misuse the Certificate, the Certificate must be revoked. The procedures are as follows:

a) The Traffic Police Corps and the Traffic Police Departments shall revoke the Certificate of vehicle inspection officers under their management who fall within the scope requiring revocation and prepare a Record of Revocation;

b) The Traffic Police Corps and the Traffic Police Departments shall organize the destruction of the Certificates in accordance with Clause 2, Article 5 of this Circular;

c) The agency responsible for destroying the Certificate shall report the results of the revocation and destruction to the Traffic Police Corps for monitoring and management.

5. Within two working days from the date of receipt of a complete and valid dossier, the Traffic Police Corps must organize the examination, issuance, renewal, and reissuance of the Certificate in accordance with the regulations.

Article 34. Documents for Issuing, Reissuing, Renewing, and Revoking the Certificate for Vehicle Inspection Officers

1. Documents for issuing the Certificate for Vehicle Inspection Officers include:

a) A letter of request from the working unit. In case of direct submission, the request letter must be supplemented with the name, personal identification number, or passport number of the person handling the matter;

b) An application form (accompanied by two color photographs measuring 2cm x 3cm, taken against a blue background, in uniform as prescribed for People's Public Security officers, wearing a peaked cap);

c) A copy of the Driving License, Diploma, or Certificate for operating specialized vehicles;

d) The decision recognizing the results of vehicle inspection training issued by the Director of the Traffic Police Department or the Provincial Public Security Chief.

2. Documents for renewing the Certificate for Vehicle Inspection Officers include:

a) Documents specified in point a and point b of Clause 1 of this Article;

b) Materials specified in point c, Clause 1 of this Article (in case of changing the category of the Driving License);

c) The damaged or incorrectly information-filled Certificate for Vehicle Inspection Officers.

3. Documents for reissuing the Certificate for Vehicle Inspection Officers include:

a) Materials specified in points a, b, and c, Clause 1 of this Article;

b) Minutes of the meeting of the unit regarding the loss of the Certificate for Vehicle Inspection Officers.

4. Documents for revoking the Certificate for Vehicle Inspection Officers include:

a) Minutes of the certificate revocation between the inspection authority and the officer whose certificate is to be revoked according to Clause 4, Article 33 of this Circular;

b) The Certificate for Vehicle Inspection Officers.

Article 35. Reporting System, Management, Declaration, and Use of the Vehicle Inspection Management Software

1. Reporting System: The inspection authority must report vehicle inspection data periodically and on demand from the Traffic Police Department. Monthly reports must be submitted before the 20th day of the reporting month; quarterly, semi-annual, and annual reports must be submitted before the 20th day of the last month of the reporting period. Periodic reports include:

a) Monthly report covering from the 15th day of the previous month to the 14th day of the reporting month;

b) Quarterly report covering from the 15th day of December of the previous year to the 14th day of March of the reporting year (first quarter), from the 15th day of June to the 14th day of September of the reporting year (third quarter);

c) Semi-annual report covering from the 15th day of December of the previous year to the 14th day of June of the reporting year;

d) Annual report covering from the 15th day of December of the previous year to the 14th day of December of the reporting year.

2. The Vehicle Inspection Management Software is a software system for managing and storing vehicle inspection databases within the People's Public Security. This software is uniformly used nationwide, developed, operated, managed, and utilized according to regulations set forth by the Ministry of Public Security.

3. Provincial Public Security Departments and inspection authorities have the responsibility to manage and use the Vehicle Inspection Management Software in accordance with regulations. When conducting inspections, vehicle inspection officers must accurately enter all relevant information about the vehicle owner and the vehicle into the software.

Chapter VIII

RESPONSIBILITIES OF PUBLIC SECURITY UNITS AND LOCALITIES RELATED TO IMPORTING, PRODUCING, ASSEMBLING, REBUILDING, AND INSPECTING VEHICLES

Article 36. Responsibilities of the Traffic Police Department

1. Inspect and guide public security units under the Ministry of Public Security, provincial public security departments, importers, producers, assemblers, rebuilders of vehicles, and organizations conducting vehicle inspections within the People's Public Security force according to regulations.

2. Manage the quality of safety and environmental protection of imported, produced, assembled, and rebuilt vehicles and parts within the People's Public Security force according to this Circular. Organize the review of documents, procedures, and actual vehicles, issue Certificates of Safety Technical Quality and Environmental Protection for imported, produced, assembled, and rebuilt vehicles and parts.

3. Uniformly manage and implement the issuance of Certificates for Vehicle Inspection Officers to officers under the Traffic Police Department and traffic police forces of provincial public security departments.

4. Organize vehicle inspections, issue Inspection Certificates, Inspection Stickers, and Inspection Books according to this Circular.

5. Compile materials, organize training for vehicle inspection officers within the People's Public Security force; issue, renew, reissue, and revoke Certificates for Vehicle Inspection Officers.

6. Print, manage, and guide provincial public security departments, importers, producers, assemblers, and rebuilders of vehicles to manage and use forms according to regulations.

7. Implement the digitization of vehicle and part documents during importing, producing, assembling, rebuilding, and inspecting when material and technical infrastructure conditions are met.

8. Summarize results, difficulties, and issues encountered during implementation; report to the leadership of the Ministry of Public Security to resolve specific cases according to assigned functions and tasks.

Article 37. Responsibilities of Public Security Units and Localities

1. Guide subordinate public security units under provincial and centrally-administered city public security departments, production, assembly, import, and modification units in implementing this Circular.

2. Direct, guide, and inspect vehicle inspection activities in accordance with regulations.

3. Bear responsibility before the Ministry of Public Security for selecting import, production, assembly, and modification units for vehicles, spare parts, and modifications in accordance with this Circular and other relevant laws.

4. Organize training sessions on vehicle inspection procedures for public security officers under local management. Direct and arrange qualified officers to conduct vehicle inspections according to regulations.

5. Register and inspect vehicles immediately after receiving certificates from authorities certifying the technical safety and environmental quality of imported, produced, assembled, and modified vehicles.

6. Coordinate with import, production, assembly, and modification units to organize training sessions for officers on the use and maintenance of specialized equipment installed on vehicles.

7. In cases where vehicles are sold or liquidated out of the asset inventory within the public security system, the managing unit must recover the Vehicle Inspection Book, Inspection Certificate, and Inspection Sticker and return them to the vehicle inspection authority managing the vehicle for storage and record-keeping as prescribed.

8. Bear legal responsibility for allowing vehicles that do not meet technical safety and environmental protection standards to participate in road traffic.

9. Implement the digitalization of vehicle and spare part records during importation, production, assembly, and modification processes and inspections when material and technical infrastructure conditions are met.

10. Advise and propose solutions to the Ministry of Public Security (through the Traffic Police Corps) to address difficulties and obstacles in vehicle importation, production, assembly, modification, and inspection.

Article 38. Responsibilities of Vehicle Inspection Authorities and Vehicle Inspectors

1. Implement vehicle inspections according to this Circular and bear responsibility for the results of such inspections.

2. Manage and use vehicle inspection forms as prescribed.

3. Collaborate with related agencies and units to organize checks, maintenance, repairs, and calibration of vehicle inspection equipment to ensure accuracy and operational status of inspection lines, equipment, and mobile inspection tools as prescribed.

4. In cases where vehicles are not subject to management as stipulated in Clause 2 and Clause 3, Article 29 of this Circular, after completing the inspection, the vehicle inspection authority must notify the result in writing to the authority managing the vehicle for monitoring and management as prescribed.

Chapter IX

IMPLEMENTATION

Article 39. Effective Date and Transitional Provisions

1. This Circular takes effect from January 1, 2025, and replaces the following regulatory legal documents:

a) Circular No. 72/2019/TT-BCA dated December 12, 2019, issued by the Minister of Public Security regarding the organization of vehicle technical safety and environmental protection inspections for police-specific motor vehicles (hereinafter referred to as Circular No. 72/2019/TT-BCA);

b) Circular No. 118/2021/TT-BCA dated December 6, 2021, issued by the Minister of Public Security regarding the modification of motor vehicles in the public security system (hereinafter referred to as Circular No. 118/2021/TT-BCA).

2. Certificates of design approval for modified motor vehicles and certificates of technical safety and environmental quality for modified motor vehicles issued according to Circular No. 118/2021/TT-BCA shall continue to be valid until their expiration date. For printed forms under Circular No. 118/2021/TT-BCA that have not been used, including Design Approval Certificates and Technical Safety and Environmental Quality Certificates for modified motor vehicles, they may continue to be used until December 31, 2025.

3. Vehicle Inspection Certificates and Inspection Stickers issued according to Circular No. 72/2019/TT-BCA shall remain valid until their expiration date. For printed forms under Circular No. 72/2019/TT-BCA that have not been used, including Inspection Books, Inspection Stickers, and Inspection Certificates, they may continue to be used until December 31, 2025.

4. Vehicle Inspection Books issued according to Circular No. 72/2019/TT-BCA shall remain valid for continued use.

5. Motor vehicles modified from bare chassis vehicles according to Circular No. 118/2021/TT-BCA shall follow the inspection cycle for newly manufactured and assembled vehicles as specified in Section 1 of Appendix III attached to this Circular upon its implementation.

6. Vehicle Inspector Certificates issued according to Circular No. 72/2019/TT-BCA shall continue to be valid. Printed forms of Vehicle Inspector Certificates under Circular No. 72/2019/TT-BCA that have not been used may continue to be used until December 31, 2025.

7. If the legal documents cited in this Circular are amended, supplemented, or replaced, the cited content shall be implemented according to the amended, supplemented, or replaced legal documents.

Article 40. Responsibility for Implementation

1. The Director of the Traffic Police Corps is responsible for directing, guiding, and inspecting the implementation of this Circular.

2. Heads of units under the Ministry of Public Security, Provincial and Centrally-Administered City Public Security Directors are responsible for implementing this Circular. During the implementation of this Circular, if there are difficulties or obstacles, public security units and localities should report to the Ministry of Public Security (through the Traffic Police Corps) for timely guidance.
