CIRCULAR
Issuing Economic and Technical Standards
for Weather Forecasting and Warning Activities

Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;
Pursuant to Decree No. 38/2016/ND-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology; and Decree No. 48/2020/ND-CP dated April 15, 2020 of the Government amending and supplementing certain provisions of Decree No. 38/2016/ND-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;
Pursuant to Decree No. 35/2025/ND-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the General Department of Meteorology and Hydrology;
The Minister of Agriculture and Rural Development issues this Circular on Economic and Technical Standards for Weather Forecasting and Warning Activities.
Article 1. Attached hereto are the Economic and Technical Standards for Weather Forecasting and Warning Activities.
Article 2. Transitional Provisions
Organizations and individuals who have been approved for tasks related to weather forecasting and warning activities within the National Weather Forecasting and Warning System before the effective date of this Circular shall continue to implement their tasks according to the Decision approving such tasks under the National Weather Forecasting and Warning System based on Circular No. 52/2017/TT-BTNMT dated November 30, 2017 of the Minister of Natural Resources and Environment on Economic and Technical Standards for Weather Forecasting and Warning Activities. In cases where adjustments are made to these tasks after the effective date of this Circular, they must comply with this Circular.
Article 3. Effective Date
1. This Circular takes effect from February 12, 2026.
2. Circular No. 52/2017/TT-BTNMT dated November 30, 2017 of the Minister of Natural Resources and Environment on Economic and Technical Standards for Weather Forecasting and Warning Activities shall cease to be effective from the date this Circular takes effect, except as provided in Article 2 of this Circular.
Article 4. Implementation
1. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, heads of units under the Ministry of Agriculture and Rural Development, and relevant organizations and individuals are responsible for implementing this Circular.
2. Where legal documents cited in this Circular are amended, supplemented, or replaced, implementation shall follow the new amended, supplemented, or replaced documents.
3. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Agriculture and Rural Development (through the General Department of Meteorology and Hydrology) for consideration, research, and resolution./.
