MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Aquatic Resources;
Pursuant to Decision No. 242/2006/QĐ-TTg dated October 25, 2006 of the Prime Minister approving the program to develop aquatic product exports until 2010 and orientation until 2020;
Based on the proposal of the Director of the Organization and Cadres Department,

DECISION:

Article 1. The Steering Committee for Implementing the Program to Develop Aquatic Product Exports of the Ministry of Aquatic Resources (hereinafter referred to as the Steering Committee) is hereby established.

The Steering Committee shall have its own seal and be authorized to open an account at the State Treasury, with the Chairman of the Steering Committee being the account holder.

The operating funds of the Steering Committee shall be provided from the state budget and allocated in the annual state budget estimate of the Ministry of Aquatic Resources in accordance with the State Budget Law.

The office of the Steering Committee is located at No. 10-12 Nguyen Cong Hoan Street, Ba Dinh District, Hanoi City.

Article 2. Members of the Steering Committee include:

1. Mr. Luong Le Phuong, Deputy Minister of Aquatic Resources - Chairman.

2. Ms. Tran Thi Me, Deputy Director of the Planning and Finance Department - Vice-Chairman in charge of day-to-day operations.

3. Mr. Nguyen Xuan Ly, Director of the Science and Technology Department - Member.

4. Mr. Nguyen Viet Manh, Director of the International Cooperation Department - Member.

5. Mr. Nguyen Tu Cuong, Director of the Quality Management, Safety and Veterinary Services Bureau - Member.

6. Mr. Duong Long Tri, Director of the Information Center - Member.

7. Mr. Truong Dinh Hoe, Secretary General of the Vietnam Association of Processing and Exporting Aquatic Products - Member.

The Steering Committee shall have an assisting team, including:

1. Ms. Tran Thi Me, Deputy Director of the Planning and Finance Department - Vice-Chairman in charge of day-to-day operations - Team Leader.

2. Ms. Nguyen Van Huong, Specialist of the Planning and Finance Department - Team Member.

3. Mr. Nguyen Dinh Thu, Head of the Quality Management Section, Quality Management, Safety and Veterinary Services Bureau - Team Member.

4. Ms. Nguyen Thi Hanh Phuc, Deputy Director of the Representative Office of the Vietnam Association of Processing and Exporting Aquatic Products - Team Member.

5. Ms. Vo Thi Thu Hien, Specialist of the Planning and Finance Department - Team Member and accountant of the Steering Committee.

The tasks of the assisting team shall be assigned by the Chairman of the Steering Committee.

Members of the Steering Committee and members of the assisting team shall be entitled to responsibility allowances in accordance with current regulations.

Article 3. The Steering Committee shall have the following tasks:

1. To draft plans to guide the implementation of the Program to Develop Aquatic Product Exports, submit them to the Minister of Aquatic Resources for approval, and organize their effective implementation.

2. To direct and guide localities and units in drafting and implementing export programs/plans for aquatic products.

3. To propose and participate in building policies to develop aquatic product exports for submission to competent authorities for approval.

4. To promptly grasp difficulties and obstacles arising and timely propose measures to resolve such difficulties and obstacles during the implementation of the Program/Plan to Develop Aquatic Product Exports.

5. To take the lead or coordinate in carrying out trade promotion activities and expanding export markets for aquatic products.

6. To review and summarize the implementation situation and regularly report the implementation status and results to the Minister of Aquatic Resources as prescribed (monthly, quarterly, annually).

7. To draft, amend, supplement, and promulgate the Operating Regulations of the Steering Committee.

8. To perform other tasks related to the content of the Program to Develop Aquatic Product Exports assigned by the Minister of Aquatic Resources.

Article 4. This Decision shall take effect from the date of signing.

The Steering Committee shall dissolve itself upon completion of its tasks.

Article 5. The Heads of the Office, Directors of Departments, Heads of Bureaus, Inspectors General of the Ministry, Heads of subordinate units of the Ministry, Chairmen of the Vietnam Association of Processing and Exporting Aquatic Products, the Steering Committee for Implementing the Program to Develop Aquatic Product Exports, and the individuals named in Article 2 are responsible for enforcing this Decision.
