Pursuant to the Complaint and Denunciation Law dated December 2, 1998, the Law Amending and Supplementing the Complaint and Denunciation Law in 2004 and 2005;

Article 1. Issued with this Decision are the "Regulations on Reporting Inspection Work."
Article 2. The Heads of Inspectors of ministries, agencies at the level of ministries, government agencies; the Heads of Inspectors of provinces and centrally-administered cities; the Heads of departments and units under the Government Inspectorate shall be responsible for implementing these regulations.
The Director of the Office of the Government Inspectorate shall be responsible for guiding and supervising the implementation; any issues requiring amendments or supplements during the implementation process shall be reported to the Chief Inspector for decision.
Article 3. This Decision shall take effect fifteen days from the date of signature./.

REGULATIONS
On the reporting system for inspection work

PART I
GENERAL PROVISIONS
Article 1. The report on inspection work, receiving citizens, handling complaints and denunciations, and anti-corruption activities (hereinafter referred to collectively as the report on inspection work) as defined in these regulations is a comprehensive document that must reflect fully the results of inspection activities of ministries, sectors, centrally-administered provinces and cities, and organizations and units within their respective jurisdictions, ensuring accuracy, objectivity, completeness, and timeliness regarding all economic and social inspection activities, citizen reception, complaint and denunciation resolution, and anti-corruption efforts, as well as force building and other activities according to the functions and tasks of central ministry inspectors (hereinafter referred to collectively as ministry inspectors), provincial inspectors (hereinafter referred to collectively as provincial inspectors), department inspectors, district inspectors, town inspectors, city inspectors under provinces, and village inspectors, ward inspectors, town inspectors.
Article 2. Department heads, heads of units under the Government Inspectorate; Heads of Inspectors at all levels and sectors; Chairmen of People's Committees at communes have the responsibility to prepare reports on inspection work to be submitted to higher-level inspection organizations and heads of the same-level agencies in accordance with laws on inspection, complaints, denunciations, and anti-corruption, and these regulations.
Article 3Units under the Government Inspectorate shall report on the implementation of their assigned functions and tasks; Provincial Inspectors shall report comprehensively on all inspection work within their administrative management scope; Ministry Inspectors shall report on inspection work directly organized and implemented by the Ministry Inspectors.
Article 4Ministers, Chairmen of Provincial People's Committees shall report on citizen reception, complaint and denunciation resolution, and the results of anti-corruption implementation in accordance with the Complaint and Denunciation Law; the Anti-Corruption Law.
Chapter II
CONTENT AND REPORTING SYSTEM
Article 5Monthly Report on Inspection Work (monthly report)
To be conducted for each month of the year (except March, June, September, and December).
Content of the report:
Results of implementing the Inspection Lawincluding:
Number of economic and social inspections initiated in the month;
Number of economic and social inspections concluded, conclusions issued in the month, specific results (categorized by field, violations identified, recommendations for handling concerning economy, administrative, and criminal matters. Note to specifically report cases involving corruption and waste). Detail the specific results of authorized authority's directives on inspection;
Results of implementing economic, administrative, and criminal recommendations;
Results of implementing the Complaint and Denunciation Lawincluding:
Situation of citizen reception at reception offices, chairmen of People's Committees, and heads of various levels and sectors; number of large groups in the month (report each group and content of complaints specifically)
Receiving and processing complaints and suggestions;
Results of verifying, concluding, and deciding on complaints within jurisdiction (number of cases, number of cases where dialogue was organized before conclusion, correctness and incorrectness results, and decisions made by authorized authorities).
Receiving and processing denunciations (specifically report denunciations related to corruption).
Results of verifying, concluding, and deciding on denunciations within jurisdiction (number of cases, number of cases where dialogue was organized before conclusion, correctness and incorrectness results, and decisions made by authorized authorities).
Results of inspecting and checking the implementation of the Complaint and Denunciation Law;
Results of implementing decisions on resolving complaints and denunciations (economic, administrative, and criminal);
Results of implementing the Anti-Corruption Law, including:
Receiving and processing denunciations related to corruption (analyze specifically by field and accused subject);
Results of reviewing and issuing documents serving anti-corruption work (number of documents reviewed, number of documents needing revision and issuance, specifically by field...);
Results of handling corruption cases (cases carried over from previous periods, newly discovered cases, results of economic, administrative, and criminal handling...).
Number of corruption-related cases in localities, sectors, and media reports and results of handling.
Results of specialized inspection tasks according to the state management functions of ministries and sectors. Specifically report the inspection fields, number of inspected entities (collectives, individuals, enterprises). Content of recommendations for handling (economic, administrative, criminal). Results of implementing inspection recommendations.
Other Content related to organization and inspection activities; difficulties, obstacles, and recommendations (if any).
Monthly report on inspection work sent to the Government Inspectorate before the 20th day of the month when the report is prepared.
Article 6Quarterly and annual reports on inspection work:
1. Quarterly report on inspection work: Is a summary report of inspection activities in March and the first quarter; report in June and six months (January to June); report in September and nine months (January to September). The quarterly report on inspection work includes a detailed outline and reporting form provided as guidance;
Quarterly report on inspection work sent to the Government Inspectorate before the 20th day of the last month of the quarter.
2. Annual report: is the annual inspection work report (from January to December). The content of the report includes a framework and a guidance reporting form.
The annual inspection work report must be submitted to the Government Inspectorate before December 15 of the reporting year.
Article 7. Annual reports, data collection period from October 1 of the previous year to September 30 of the reporting year;
An ad hoc report is a report when new, unusual, serious, and complex incidents occur within the jurisdiction (province, city) or sector (ministry, industry) under management, affecting economic, social, security, defense areas, related to politics, impacting national security and public order, directly concerning the functions and responsibilities of the ministry inspectorate or provincial inspectorate, which must report to the Chief Inspector for direction and coordination in handling.
The content of the ad hoc report should briefly and specifically describe the incident's development, its causes, measures taken, results of handling, and recommendations, including requests for coordination and directives from the Chief Inspector.
Article 8Special reports.
1. A special report is a report summarizing the results of activities in a specific inspection field, complaint resolution, anti-corruption, force building; the summary of the implementation of laws on Inspection, Complaints and Petitions Law, Anti-Corruption Law, or according to the leadership's directive of the Party and State.
The content of the special report will be guided separately if required.
2. The annual report on the performance of commendation and reward activities shall be carried out in accordance with the Law on Commendation and Reward and the Regulation on Commendation and Reward of the Inspection Sector.
Article 9. Report on the inspection work program.
The head of the ministry inspectorate, provincial inspectorate must submit the next year's inspection work program of the ministry inspectorate and provincial inspectorate to the Government Inspectorate before November 15 of the reporting year.
The inspection work program of the ministry inspectorate and provincial inspectorate must be approved by the Minister or the Chairman of the Provincial People's Committee.
The annual inspection work program report and the registration, agreement for competition and reward of the ministry inspectorate and provincial inspectorate must be submitted to the Government Inspectorate before January 31 of the reporting year.
Article 10Reports based on leadership requirements.
Upon request from the Politburo, the Secretariat, the National Assembly, the Government, central agencies, the Government Inspectorate requires the ministry inspectorate and provincial inspectorate to submit written reports as soon as possible, or the Government Inspectorate specifies deadlines for monthly and quarterly reports to serve the sessions of the National Assembly and the Government.
Article 11The reports from the ministry inspectorate and provincial inspectorate to the Government Inspectorate must be the original copy bearing the seal and signature of the head of the ministry inspectorate or provincial inspectorate. All reports must include complete forms as prescribed for each type of report.
Article 12. Content and reporting system of departments and units.
Department heads and unit chiefs under the Government Inspectorate must submit weekly reports on the execution of tasks during the week and the work plan for the following week to the Government Inspectorate Leadership before 14:00 on Friday of each week.
Monthly and quarterly reports from departments and units under the Government Inspectorate must include a review and evaluation of the results achieved according to the assigned plan, difficulties encountered, recommendations, and proposals for the Government Inspectorate Leadership to handle, while also determining the tasks for the following month or quarter.
Monthly and quarterly reports must be submitted to the Chief Inspector (through the Office) before the 20th day of the reporting month.
Article 13. The Government Inspectorate encourages the application of information technology in inspection work information and reporting.
Article 14Compliance with regulations on information reporting systems and deadlines is considered a standard when evaluating commendation titles for inspection organizations.
Chapter III
IMPLEMENTING PROVISIONS
Article 15Management and photocopying of reports.
The Government Inspectorate Office manages documents and files according to regulations; it is responsible for photocopying inspection work reports upon request.
The management and use of inspection work reports follow the legal provisions on protecting state archival materials.
Article 16. The head of the ministry inspectorate or provincial inspectorate must specify detailed information reporting procedures for their respective inspection organizations, sectors, and localities based on these reporting regulations.
Article 17. The Director of the Government Inspectorate Office is responsible for organizing, guiding, monitoring, urging, and inspecting the implementation of information reporting systems by ministry inspectorates, provincial inspectorates, and units under the Government Inspectorate according to these regulations.
All previous regulations on reporting inspection work are hereby abolished./.
