DIRECTIVE
Regarding the rectification and implementation of regulations on information reporting in inspection
The information reporting system is one of the essential and important management systems. Strict adherence to the information reporting system is crucial for leaders to innovate their leadership style and methods, directing and managing the activities of agencies and units effectively.
In recent times, compliance with the information and reporting system within the inspection sector has been inadequate. The entire sector has not established criteria for information, which limits the analysis, evaluation, decision-making, and direction of inspection leaders, as well as the advisory role for party committees and local authorities in economic, social, security, and defense management.
To restore order, discipline, and compliance in the implementation of the information reporting system, promptly addressing weaknesses, the General Inspector issues the following directive:
1. All organizations within the state inspection system, departments, and units under the Government Inspectorate, as well as inspection officials and civil servants must strictly comply with the information reporting system. Reports must be of high quality, concise, and clear, providing a thorough assessment of actual conditions, results of various tasks, reasons for shortcomings, supported by data and detailed appendices. Reports must be signed off by authorized officers and submitted within the prescribed deadlines.
Compliance with the information reporting system by inspection organizations and inspection officials is considered one of the criteria for evaluating the completion of annual tasks and the granting of commendations.
2. Heads of inspection departments and ministries; heads of provincial and centrally-administered city inspections; department heads and unit chiefs under the Government Inspectorate shall strictly implement the reporting system issued pursuant to Decision No. 822/QĐ-TTCP dated April 25, 2007; they are responsible for disseminating and guiding the information reporting system for district, county, town, and provincial city inspections; department inspections, and other inspection organizations under the jurisdiction of ministries, departments, and centrally-administered cities.
3. The Office of the Government Inspectorate is tasked with supervising, inspecting, summarizing, and evaluating the implementation of the information reporting regulations; establishing a unified information reporting system throughout the sector; and applying information technology to support information collection and synthesis. Regular inspections and notifications regarding compliance with the information reporting system will be conducted throughout the sector.
4. Inspection organizations when conducting inspections shall pay attention to inspecting and supervising lower-level inspection organizations' compliance with the information reporting regulations issued by the General Inspector.
