THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Decree No.: 73/CP dated November 1, 1995 of the Government on the functions, tasks, authorities, and organizational structure of the Ministry of Agriculture and Rural Development;
Considering the proposal of the Director of the Science, Technology and Product Quality Department and the Director of the Organization and Cadre Affairs Department,

DECISION:

Article 1 Establish the Agricultural and Rural Development Magazine, under the Ministry of Agriculture and Rural Development, based on the merger of the Agricultural and Food Industry Magazine of the Vietnam Agriculture Newspaper, the Agricultural Economy Magazine of the Institute of Agricultural Economics, the Water Resources Magazine of the Institute of Water Resources Science, and the Forestry Magazine of the Vietnam Forestry Science Institute.

The Agricultural and Rural Development Magazine is a self-financing public service press entity; it receives state financial support; it is entitled to use its seal and open a separate account at the Treasury according to current state regulations.

Article 2:

1. Main tasks of the Agricultural and Rural Development Magazine:

- Propagating and disseminating the policies, guidelines of the Party and State, and the directives of the Ministry regarding agriculture and rural development.

- Systematically introducing strategic issues, scientific and technological achievements, theoretical and practical issues in economic management reform, in agriculture and rural development.

- Providing information on initiatives, experiences, exemplary cases in agriculture and rural development to promote the development of the sector.

2. Organizational structure of the Magazine includes:

- Editorial Board; Editor-in-Chief and Deputy Editors-in-Chief, appointed and relieved from duty by the Minister of Agriculture and Rural Development according to current regulations.

- Specialized units,

- Southern office located at 135 Pasteur Street, District 3, Ho Chi Minh City.

Entrust the Editor-in-Chief of the Agricultural and Rural Development Magazine to define the functions, responsibilities, operational rules, and organizational structure of specialized units according to the directives of the Editorial Board and current regulations of the Ministry.

The Editor-in-Chief of the Agricultural and Rural Development Magazine is responsible for receiving funds, materials, archives, staffing quotas, labor, distribution systems... of the former Magazines handed over, following the guidance of relevant departments of the Ministry; remaining staff of the former Magazines belonging to Institutes will be assigned work by the Institutes.

Article 3: This Decision takes effect 15 days from the date of signature. The Editor-in-Chief of the Agricultural and Rural Development Magazine is responsible for registering the operation of the Magazine according to current regulations of the Press Law.

Article 4: The Head of the Ministry's General Office, the Director of the Organization and Cadre Affairs Department, heads of related agencies and units under the Ministry, and the Editor-in-Chief of the Agricultural and Rural Development Magazine are responsible for implementing this Decision./.
