THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
- Based on Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
- Based on the Ordinance on Product Quality dated December 24, 1999;
- Based on the Regulation on the establishment, review, and issuance of industry standards issued together with Decision No. 135/1999/QĐ/BNN-KHCN dated October 1, 1999;
- In accordance with the proposal of the Director of the Department of Science and Technology and Product Quality,

Article 1. Now hereby issuing along with this decision the industry standard: 14 TCN 80-2001 - Hydraulic mortar - Technical requirements and Testing methods".
Article 2. This standard shall take effect fifteen days from the date of issuance and shall replace Standard 14 TCN 80-90 issued pursuant to Decision No. 216 QĐ/KT dated April 16, 1990 of the Minister of Water Resources.
Article 3. The Heads of the Ministry's Office, the Director of the Department of Science and Technology and Product Quality, and the Heads of related units are responsible for implementing this decision./.
