THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73-CP dated October 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development.
Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of the Regulation on Management and Use of Official Development Assistance (ODA) Sources.
Pursuant to Document No. 2170/VPCP-QHQT dated April 25, 2002 and Document No. 5211/VPCP-QHQT dated September 19, 2002 of the Government Office notifying the Prime Minister's opinion assigning the Ministry of Agriculture and Rural Development to receive and implement the non-reimbursable technical assistance grant to prepare the Disaster Mitigation Project aimed at borrowing from the World Bank (WB).
DECISION:
Article 1. Approving the Technical Assistance Project to Prepare the Disaster Mitigation Project for World Bank Loan with the following contents:
1. Project Name: The Technical Assistance Project to Prepare the Disaster Mitigation Project for World Bank Loan.
2. Managing Authority: Ministry of Agriculture and Rural Development.
3. Type of Project: ODA Technical Assistance Project
4. Form of Investment: Non-reimbursable ODA.
5. Project Management Form: Steering Committee for Project Preparation and Project Preparation Board.
6. Project Implementation Area: The project will support the preparation of feasibility studies for sub-projects to be implemented in the first year in provinces most severely affected by disasters in Central Vietnam and may be expanded nationwide.
7. Project Office Location: Located at the Investment Preparation Board, Ministry of Agriculture and Rural Development.
8. Project Tasks: The project will assist the Ministry of Agriculture and Rural Development in preparing the Disaster Mitigation Project for World Bank Loan. The project includes the following activities:
- Preparing feasibility studies for sub-projects to be implemented in the first year.
- Studying and proposing mechanisms for using emergency recovery funds after disasters.
- Conducting social and environmental impact analyses, recommending small-scale disaster mitigation measures based on community involvement with local government support in disaster-affected communes.
- Evaluating relevant policies related to institutional and disaster response work of the Government to support policy development and institutional strengthening to enhance coordination efficiency in disaster prevention, control, and response among agencies and levels of the Government.
9. Implementation Budget:
The total budget for the project preparation phase is a non-reimbursable grant valued at 750,400 USD provided by the Japanese Government through the World Bank.
10. Implementation Period:
Completing the project preparation work within 12 months from the start date.
Article 2. Task Allocation and Organization of Implementation
1. A steering committee for project preparation shall be established, headed by a Deputy Minister of the Ministry of Agriculture and Rural Development, with members being representatives of relevant ministries and sectors involved in disaster prevention and mitigation. The steering committee is responsible for directing and supervising project preparation activities.
2. The secretariat for the steering committee for project preparation, located at the Investment Preparation Board, serves as the project preparation office.
3. The selection of consulting experts for project preparation shall be conducted in accordance with the World Bank's and the Government's procedures and regulations for consultant selection.
4. The implementation of agreements, commitments, and the selection of investment sub-projects in the project must comply with the construction procedures and regulations applicable to an ODA project.
Article 3. The Chairman of the Project Preparation Steering Committee, the Director of the International Cooperation Department, the Head of the Ministry's Office, and the Heads of relevant Departments and Bureaus under the Ministry are responsible for implementing this decision.
