THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of agencies under the Government;

At the proposal of the General Director of the Voice of Vietnam Radio Station and the Minister of Home Affairs,

DECREE:

Article 1. Position and Functions

The Voice of Vietnam Radio Station is a national radio station under the Government that performs the function of providing information and propaganda on the Party's guidelines and State policies; contributing to education, raising public awareness, and serving the spiritual life of the people through radio programs; implementing specific duties and powers regarding representing the State's ownership interest in state-owned enterprises under the Voice of Vietnam Radio Station as prescribed by law.

The Voice of Vietnam Radio Station is subject to State management by the Ministry of Culture and Information for press activities and State management by the Ministry of Posts and Telecommunications for broadcasting frequencies.

Article 2. Tasks and Powers

The Voice of Vietnam Radio Station has the responsibility to implement the duties and powers of public service agencies as stipulated in Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of government agencies and the following specific duties and powers:

1. Submitting to the Government and the Prime Minister strategic plans, planning, long-term, five-year, and annual programs and projects of the Voice of Vietnam Radio Station; organizing their implementation after approval;

2. Submitting to the Prime Minister for issuance of the self-governance mechanism and financial responsibility of the Voice of Vietnam Radio Station;

3. Participating in building strategic plans and development planning for the Vietnamese radio system;

4. Taking the lead and coordinating with local radio stations and radio-television stations on production plans for national radio broadcasts;

5. Determining the daily broadcast program and duration of the Voice of Vietnam Radio Station;

6. Guiding local stations on radio broadcasting techniques and skills;

7. Directly managing the technical systems of the Voice of Vietnam Radio Station for producing programs, transmitting signals, and broadcasting both domestically and internationally;

8. Submitting to the Minister designated by the Prime Minister for issuance of normative legal documents on standards, procedures, professional norms, and economic-technical quotas applicable nationwide in the field of radio broadcasting;

9. Managing investment and construction projects within its authority as prescribed by law; participating in appraising important projects in the field of radio broadcasting at the request of the Government and the Prime Minister;

10. Deciding and directing the implementation of administrative reform programs of the Voice of Vietnam Radio Station according to the goals and contents of the State administrative reform program approved by the Prime Minister;

11. Training and enhancing professional skills in radio broadcasting;

12. Organizing and directing scientific research and the application of advanced science and technology in radio broadcasting;

13. Implementing international cooperation in radio broadcasting as prescribed by law;

14. Organizing and conducting business and services as prescribed by law;

15. Implementing specific duties and powers regarding representing the State's ownership interest in state-owned enterprises under the Voice of Vietnam Radio Station as prescribed by law;

16. Managing organizational structures, staffing, and salaries; implementing reward and punishment policies for officials, civil servants, employees, and workers under its management;

17. Managing finances, equipment, materials, and facilities of the Voice of Vietnam Radio Station as prescribed by law and using State assets effectively;

18. Implementing reporting requirements to the Government, the Prime Minister, and competent authorities of the Party and State as prescribed by law.

Article 3. Organizational Structure

a) Supporting organizations for the General Director:

1. Editorial Board;

2. Organization and Cadre Board;

3. Planning and Finance Department;

4. International Cooperation Department;

5. Inspection Department;

6. Office.

b) Content production organizations:

1. News Department;

2. Cultural and Social Department;

3. Music Department;

4. Ethnic Languages Broadcasting Department;

5. Foreign Editing Department;

6. Economics, Science, and Technology Department;

7. Literature and Arts Department;

8. Listener Relations Department;

9. Radio Engineering Department;

10. Sound Center;

11. Permanent Office in Ho Chi Minh City;

12. Permanent Office in the Central Highlands Region;

13. Permanent Office in the Mekong Delta Region;

14. Permanent Office in the Northwest Region;

15. Permanent Office in the Central Region.

c) Other organizations:

1. Information Technology Application and Radio Technology Development Center;

2. Advertising and Radio Service Center;

3. VOV News Online Newspaper;

4. Voice of Vietnam Newspaper.

Overseas permanent offices shall be established upon approval by the Prime Minister and decided by the General Director of the Voice of Vietnam Radio Station;

Other public service units currently existing shall be organized and arranged by the General Director of the Voice of Vietnam Radio Station in accordance with the law.

Article 4. Effectiveness

This Decree takes effect 15 days after its publication in the Official Gazette and replaces Decree No. 53/CP dated August 16, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Voice of Vietnam Radio Station.

Article 5. Responsibility for Implementation

The General Director of the Voice of Vietnam Radio Station, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for enforcing this Decree./.
