Pursuant to the Law on Legislative Acts of Regulations dated November 12, 1996; amended and supplemented on December 16, 2002;
Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Militia and Self-Defense Forces;

Article 2. The functions, tasks, and powers of the Military Commands shall be implemented in accordance with Decree No. 184/2004/NĐ-CP dated November 2, 2004, Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government, and the regulations and guidelines of the Ministry of National Defense.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Deputy Chief of General Staff, Commander of the Military Region 1 (Hanoi Capital), Heads of organizations at the central level named in Article 1, and Heads of related agencies and units are responsible for implementing this Decision./.
