Pursuant to the Law on Legislative Acts of Regulations dated November 12, 1996; amended and supplemented on December 16, 2002;
Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Militia and Self-Defense Forces;

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Deputy Chief of General Staff, Commander of the Military Region 1 (Hanoi Capital), Heads of organizations at the central level named in Article 1, and Heads of related agencies and units are responsible for implementing this Decision./.
