Regarding the allowance system for meteorological and hydrological professions under the Natural Resources and Environment sector

1. This Decision stipulates the allowance system for staff engaged in meteorological and hydrological professions in public institutions directly working in such fields under the Natural Resources and Environment sector.

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,

Article 1. Scope and Applicability

2. The allowance system prescribed in this Decision shall not apply to individuals engaged in meteorological and hydrological work in units under the Ministry of National Defense and the Ministry of Public Security.

Article 2. Allowance Rates and Calculation Methods

1. The allowance rates are specified as follows:

a) A 20% allowance rate applies to the following categories:

- Staff in meteorological and hydrological observation grades (grade codes: 14.106, 14.107, 14.108) directly working at meteorological stations, climate stations, upper-air meteorological stations, agricultural meteorological stations, experimental agricultural meteorological stations, weather radar stations, hydrological stations, marine hydrological stations, and environmental stations located in areas with regional location coefficients of 0.1 or higher;

- Staff directly performing meteorological and marine hydrological survey tasks on research and survey ships.

b) A 15% allowance rate applies to the following categories:

- Staff in meteorological and hydrological observation grades (grade codes: 14.106, 14.107, 14.108) directly working at meteorological stations, climate stations, upper-air meteorological stations, agricultural meteorological stations, experimental agricultural meteorological stations, weather radar stations, hydrological stations, marine hydrological stations, and environmental stations not covered by point a of Clause 1 of this Article;

- Staff directly engaged in survey work at survey associations, survey teams, meteorological, hydrological, and marine hydrological survey teams;

- Staff in meteorological and hydrological forecasting grades (grade codes: 14.103, 14.104, 14.105) directly engaged in forecasting work at provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments within regional meteorological and hydrological stations located in areas with regional location coefficients of 0.1 or higher.

c) A 10% allowance rate applies to the following categories:

- Staff in meteorological and hydrological forecasting grades (grade codes: 14.103, 14.104, 14.105) directly engaged in meteorological and hydrological forecasting work at the Central Meteorological and Hydrological Forecasting Center, provincial and centrally-administered city Meteorological and Hydrological Forecasting Centers, and meteorological and hydrological forecasting departments within regional meteorological and hydrological stations;

- Technical staff directly engaged in meteorological, hydrological, marine hydrological, upper-air meteorological, and agricultural meteorological control work.

2. The allowance rate is calculated based on the current grade salary plus leadership position allowances and seniority allowances exceeding the framework (if applicable).

1. For agencies and units fully funded by the state budget, the source of funds for paying the allowances is guaranteed by the state budget according to the current budget allocation levels and is included in the annual budget plan allocated to the agency or unit in accordance with the State Budget Law.

Article 3. Sources of Funds

2. For public institutions operating under a self-financing mechanism, the allowances are paid from the financial resources used to exercise financial autonomy and responsibility as provided by law.

This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 4. Effective date

This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 5. Guidance and responsibility for implementation

1. The Ministry of Natural Resources and Environment shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to be responsible for guiding the implementation of this Decision.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
