LETTER
OF THE MINISTRY OF FINANCE NUMBER 83-TC/TCCB DATED JANUARY 17, 1990
REGARDING THE PREPARATION FOR ESTABLISHING THE STATE TREASURY SYSTEM
RESPECTED: Directors of Provincial Finance and Prices Departments,
cities, central-controlled special zones.
The Council of Ministers has issued Decision No. 07/HĐBT dated January 4, 1990 regarding the establishment of the State Treasury system under the Ministry of Finance. To implement this decision and ensure that the State Treasury system begins operations on April 1, 1990, the Ministry requests the Directors of Provincial Finance and Prices Departments to carry out the following preparatory steps:
1. At each Provincial Finance and Prices Department, a preparation team for establishing the State Treasury should be established, consisting of competent staff members under the leadership of an Assistant Director of the Provincial Finance Department to perform the following tasks:
- Implement decisions and circulars issued by the Ministry and the Joint Financial-Commercial Bank regarding issues related to the handover between the State Bank and the Finance sector, as well as organizational activities for the operation of the State Treasury system starting April 1, 1990.
- Exchange with the State Bank to understand current operations and personnel who can be transferred to work in the State Treasury (at provincial and district levels) to facilitate the handover process according to Joint Ministry directives. Preliminarily discuss with the State Bank about preparing material conditions and operational equipment related to State Treasury tasks.
We request Provincial Finance Directors to propose and report to the People's Committee of their province for the selection and dispatch of personnel to establish a preparatory organization for the State Treasury system, and submit the list to the Ministry no later than February 1, 1990.
2. Until there are joint ministry guidelines on the handover between the State Bank and the State Treasury, we request that you follow Circular No. 10-TC/LB dated January 10, 1990 of the Joint Ministry of Finance - State Bank of Vietnam and the tasks outlined in point (1) of this letter.
During implementation, if any difficulties arise, please promptly report to the Ministry for guidance on resolution.
