Regarding the establishment of the Central Steering Committee for Enterprise Reform.

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

At the proposal of the Minister, Head of the Government Office, to assist the Prime Minister in directing enterprise reform work,

DECISION:

Article 1. The Central Steering Committee for Enterprise Reform shall be established with the following members:

Tran Duc Luong

Deputy Prime Minister: Chairman

Mr. Phan Van Tiem, Minister responsible for certain tasks of the Government:

Vice-Chairman in charge of day-to-day operations

1 Deputy Head of the Government Office Member of the Standing Committee

Representatives from leading agencies serving as members:

State Planning Commission

Ministries of Finance, Labor - War Invalids and Social Affairs, Light Industry, Heavy Industry, Trade, Agriculture and Food Industry, Forestry, Construction, Transport, Fisheries

State Bank.

Invite representatives from the Central Economic Commission and the Vietnam General Confederation of Labor to participate as members.

Article 2. The Central Steering Committee shall have a permanent office at the Government Office, comprising a number of experts with capability selected by the Chairman of the Central Steering Committee based on the proposal of the Minister, Head of the Government Office.

When necessary, the Chairman of the Central Steering Committee may invite some domestic and foreign experts with experience in enterprise reform and management to provide advice on specific topics. The cost of inviting these consulting experts will be directly resolved by the Ministry of Finance according to the proposal of the Chairman of the Central Steering Committee.

Article 3. The Central Steering Committee for Enterprise Reform has the main responsibilities:

1. Studying and developing a comprehensive long-term program and annual programs to be submitted to the Government regarding the continued reform of organizational structures and management of enterprises in all economic sectors to meet new requirements. Organizing the implementation of enterprise reform programs in various economic sectors, mainly state-owned enterprises, pilot projects in each industry and region, summarizing and concluding widely.

2. Directing the preparation of legal regulations (draft laws, Ordinances, Decrees, Resolutions) on enterprise organizational structure and management reform to meet quality and progress requirements, reviewing and completing the content of these documents before submitting them to the Prime Minister and the Government.

3. Guiding and implementing issued legal regulations on enterprise reform: correcting deviations during implementation and promptly proposing policies and measures for the State to perfect the legal system for enterprise management.

4. Organizing summaries, conclusions, and reporting quarterly and annually, and ad hoc reports on the implementation of enterprise reform work to the Prime Minister.

Article 4. The Chairman of the Central Steering Committee shall establish operational rules for the Committee to ensure the completion of its tasks.

Article 5. To ensure deep and consistent nationwide guidance, each Ministry managing economic-industrial sectors and centrally-administered cities shall have a Sub-Steering Committee for Enterprise Reform headed by a Deputy Minister or a Deputy Chairman of the People's Committee of a centrally-administered city. The Sub-Committees in ministries shall include members such as Department Heads (Deputy Heads) of Planning Departments, Organization-Cadre Departments, Financial Departments, some General Directors, Directors of outstanding enterprises, concurrently serving members, and 2-3 excellent specialists as dedicated members. The Sub-Committees in provinces and centrally-administered cities shall consist of representatives from the provincial or municipal Planning Commission, Finance Bureau, Industry Bureau, Agriculture Bureau, Commerce Bureau as concurrently serving members, and 2-3 dedicated members who are capable specialists. Based on professional reform programs and general guidance and direction from the Central Steering Committee, the Sub-Committees for Enterprise Reform in ministries and centrally-administered cities shall assist Ministers and Provincial People's Committees in building and implementing enterprise reform programs in their respective sectors and localities.

Article 6. This Decision takes effect from the date of issuance. Ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of centrally-administered cities, Minister, Head of the Government Office, and those named in Article 1 above are responsible for implementing this Decision./.
