BASED ON THE DECREE NO. 102-SL/L004 DATED MAY 20, 1957 ON THE RIGHT TO FORM ASSOCIATIONS;
BASED ON THE DECREES NO. 48/2008/ND-CP DATED APRIL 17, 2008 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS;
BASED ON THE DECREES NO. 88/2003/ND-CP DATED JULY 30, 2003 OF THE GOVERNMENT ON THE ORGANIZATION, OPERATIONS AND MANAGEMENT OF ASSOCIATIONS;
CONSIDERING THE PROPOSAL OF THE CHAIRMAN OF THE COMMITTEE FOR THE ESTABLISHMENT OF THE VIETNAM BOND MARKET ASSOCIATION AND THE DIRECTOR OF THE DEPARTMENT OF NON-GOVERNMENTAL ORGANIZATIONS;
DECISION:
Article 1. PERMITTING THE ESTABLISHMENT OF THE VIETNAM BOND MARKET ASSOCIATION.
Article 2. THE VIETNAM BOND MARKET ASSOCIATION IS A PROFESSIONAL SOCIAL ORGANIZATION THAT OPERATES AND ACTS IN ACCORDANCE WITH THE STATUTES OF THE VIETNAM BOND MARKET ASSOCIATION APPROVED BY THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS, COMPLYING WITH LEGAL REGULATIONS AND SUBMITTING TO THE STATE MANAGEMENT OF THE MINISTRY OF FINANCE IN THE FIELD OF ITS OPERATIONS.
THE VIETNAM BOND MARKET ASSOCIATION HAS LEGAL PERSONHOOD, ITS OWN SEAL AND SEPARATE ACCOUNT, SELF-FINANCING ITS OPERATING EXPENSES AND MEANS.
Article 3. This Decision takes effect from the date of signature.
Article 4. THE CHAIRMAN OF THE VIETNAM BOND MARKET ASSOCIATION, THE DIRECTOR OF THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS' OFFICE, AND THE DIRECTOR OF THE DEPARTMENT OF NON-GOVERNMENTAL ORGANIZATIONS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
