Pursuant to the Law on Encouragement of Excellence and Reward in 2003;

Pursuant to the Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the General Director of the Force Building General Department of the People's Public Security.

Article 1. Issuing the Medal "National Security Defender" and Regulations on awarding the Medal to individuals with outstanding achievements in protecting national security.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette, superseding previous documents concerning the awarding of the Medal "National Security Defender".

Article 3. The General Directors, Heads of units directly under the Minister, Provincial Police Chiefs, and Chief of Police of centrally governed cities are responsible for implementing this Decision./.
