DECISION OF THE MINISTER OF AQUATIC RESOURCES

Regarding the issuance of the Working Regulations of the Ministry of Fisheries agency

 

MINISTER OF AQUATIC RESOURCES

Based on Decree No. 15/CP dated March 2, 1993 of the Government on tasks, powers, and state management responsibilities of ministries and ministerial-level agencies;

Based on Decree No. 501/CP dated June 21, 1994 of the Government on tasks, powers, and organizational structure of the Ministry of Fisheries;

Based on Decree No. 11/1998/NĐ-CP dated January 24, 1998 of the Government on the issuance of the Working Regulations of the Government;

At the proposal of the Director of the Ministry's Officeand the Head of the Legal Department,

 

DECISION:

Article 1The attached Decision hereby promulgates the Working Regulations of the Ministry agency 3. Be subject to supervision by local supervisory agencies, provide relevant information about raw material lots to supervisory agencies upon request; provide purchased aquatic samples for residue analysis as required by inspection agencies;

Article 2. This Decision shall take effect 15 days from the date of signature. All previous regulations contrary to this Regulation shall be abolished.

Article 3. The Director of the Ministry's Office, Heads of Departments, Bureaus, Inspectors, and related units in the fisheries sector shall be responsible for implementing this Decision./.

 

WORKING REGULATIONS OF THE MINISTRY OF FISHERIES AGENCY

(Issued together with Decision No. 839/2001/QĐ-BTS dated October 10, 2001 of the Ministry of Science and Technology Ministry of Fisheries)

 

PART I

GENERAL PROVISIONS

Article 1. Purpose.

These Regulations aim to strengthen and improve work efficiency, bring about positive changes and establish a solid foundation in the activities of the Ministry, enhance the effectiveness of administrative management by the Ministry, and meet current requirements for administrative reform.

Article 2Scope and Applicability.

These Regulations stipulate the working procedures of the Ministry of Fisheries (hereinafter referred to as the Ministry), applicable within the Ministry.

These Regulations apply to:

The Minister and Deputy Ministers (hereinafter referred to as the Ministry Leaders);

Leaders and staff of units performing administrative state management functions (hereinafter referred to as units under the Ministry);

Leaders and staff of public service units when carrying out state management functions, including: Fish Promotion Center, Quality Control and Sanitation Center for Aquatic Products, Science and Technology Information and Economics Center for Aquatic Products.

 

PART II

SCOPE AND COORDINATION RELATIONSHIPS IN RESOLVING TASKS

Article 3Scope of Tasks Resolved by Ministry Leaders.

1. The following matters shall be discussed collectively before the Minister makes a decision: a) Strategies, plans, and annual development programs of the industry: Long-term, medium-term, and annual; allocation and adjustment of annual state budget funds; key programs, projects, and works of the industry;

b) Plans for implementing important resolutions, directives, policies, and guidelines of the Party and the Government;

c) Annual work programs of the Ministry;

d) Training and capacity building plans for cadres and civil servants under the Ministry and the industry according to their authority; issues related to organizational structure and personnel management of the Ministry as prescribed;

e) Annual reports on the implementation of national plans and self-assessment of leadership guidance and management; f) Other issues that the Minister deems necessary to discuss.

2. For matters specified in Clause 1 of this Article, if they are urgent and in special circumstances where collective discussion cannot be organized, upon the Minister's directive, the main unit responsible for the project shall coordinate with the Ministry's Office to seek opinions from Deputy Ministers and submit to the Minister for decision.

Scope of Tasks Resolved by the Minister. The Minister is responsible to the National Assembly, the Government, and the Prime Minister for all activities of the Ministry agency and the industry. The Minister directly resolves the following matters:

a) Matters within the authority defined in the Constitution, the Law on the Organization of the Government, the Working Regulations of the Government, and other legal documents;

Article 4b) Matters assigned and delegated by the Government and the Prime Minister;

1. The Ministry c) Assigning and delegating responsibilities to Deputy Ministers for various areas of work; adjusting the division of labor among Deputy Ministers when necessary; d) Matters involving two or more Deputy Ministers but with differing opinions;

e) Some tasks already assigned to Deputy Ministers. In such cases, the Minister shall consult the opinion of the Deputy Minister responsible for the task before making a decision. If the Deputy Minister responsible for the task is absent, the Ministry's Office shall notify the Deputy Minister of the Minister's decision; Determining the content, time, participants, and chairpersons of important meetings of the Ministry.

2. Directing the implementation of the Democratic Operation Regulations in the activities of the Ministry agency.

3. Weekly, the Minister convenes a briefing meeting with Deputy Ministers to unify measures for guiding and managing regular operations of the Ministry.

Monthly, prior to the Government session, the Minister convenes a meeting with Ministry Leaders to discuss matters to be reported to the Government and other relevant issues.

4. For important matters involving multiple fields, the Minister may issue decisions to establish working groups or advisory councils (referred to as organizations) to assist the Minister in researching and implementing or advising on solutions. The tasks, methods of operation, composition, and duration of these organizations are stipulated in the establishment documents.

Policy Bureau, General Political Department 5. The Minister is responsible for the decisions made by Deputy Ministers in resolving tasks assigned by the Minister.

6. In the absence from the Ministry office

for one working day or more, the Minister delegates a Deputy Minister to resolve Ministry tasks.

The delegated Deputy Minister is responsible for reporting in writing the tasks resolved during the Minister's absence.Scope of Tasks Resolved by Deputy Ministers.

1. Each Deputy Minister, assigned by the Minister to oversee and direct certain areas of work or regions (if necessary), performs duties based on the principle:

a) Acting on behalf of the Minister and being accountable to the Minister for resolving tasks within the assigned area;

b) When resolving tasks, if they involve the responsibility area of another Deputy Minister, directly coordinating with that Deputy Minister to resolve them. If Deputy Ministers have differing opinions, report to the Minister for a decision.

2. Within the scope of the assigned work area, Deputy Ministers are responsible for:a) Directing, inspecting, and urging units under the Ministry and the industry to implement assigned tasks; b) Coordinating with relevant central agencies and local functional agencies during the implementation of assigned tasks.

The Deputy Minister authorized to report in writing on the tasks resolved during the absence of the Minister.

Article 5Scope of task resolution for the Deputy Minister.

1. Each Deputy Minister is assigned by the Minister to be responsible for overseeing and directing certain areas of work or regions (if necessary) and perform tasks according to the principle:

a) Acting on behalf of the Minister and being accountable to the Minister for resolving matters within the assigned area of responsibility; b) When handling tasks, if they involve the area of responsibility of another Deputy Minister, coordinate directly with that Deputy Minister to resolve them together. In cases where Deputy Ministers have differing opinions, report to the Minister for decision.

2. Within the scope of their assigned work, the Deputy Minister is responsible for:

a) Directing, inspecting, and urging units under the Ministry and sector to fulfill assigned tasks;

b) Coordinating with relevant agencies at

central level and functional agencies at local level during the process of fulfilling assigned tasks. a) Professional correspondence from their own unit sent to Fisheries Departments and management agencies in

c) Report to the Minister to handle issues arising beyond their authority.

3. In cases where the Vice Minister responsible for the specialized field is absent, they must delegate the work being handled at the agency to the Minister or another Vice Minister to promptly address matters within their area of responsibility. The Ministry's Office is responsible for reporting back on the content of resolved tasks to the absent Vice Minister. Article 6. 1. Heads of units under the Ministry

and directly affiliated units are responsible for all work within the functions and duties of their unit; propose to the Ministry's leadership to resolve issues exceeding their authority or due to objective reasons preventing implementation; report regularly and urgently on management areas and unit activities. 2. Coordinate and participate in opinions with Heads of related units within the Ministry to address issues related to their unit's functions and duties to implement the Ministry's common tasks.

3. Carry out urgent tasks assigned by the

Minister.4. Assign work to Deputy Heads and civil servants under their unit.

5. Heads of units who are absent from

the agency for one working day or more must report to the Minister in writing and must assign and delegate someone to manage and operate the unit. The delegate has the responsibility and authority to perform tasks and report on the unit's situation to the Head during the delegation period.6. Unit Heads are responsible for implementing the requirements of the Ministry's leadership when the leadership has a work program with the unit or when preparing content to be reported in meetings chaired by the Ministry's leadership.

Scope of work resolution for the Director of the Ministry's Office

Article 7. in addition to the tasks mentioned in Article 6 of this Regulation, also performs the following tasks:

Reporting and seeking instructions on incoming documents. 1. Summarize and present to the Ministry's leadership for approval the programs of work of the Ministry; monitor and urge relevant units to implement the programs of work; prepare weekly, monthly reports, draft reports on the leadership's guidance and management, and other documents prepared by the Minister.

2. Inform units about the areas of work delegated to Vice Ministers; promptly report to the Minister and Vice Ministers on the activities, management, and decisions made by each Vice Minister to resolve work.

3. Check procedures and formats of documents before presenting them to the Ministry's leadership for signature; manage the administrative and archival work of the Ministry and units in the sector uniformly.4. Check the preparation and collection of materials before meetings, compile and present to the Ministry's leadership documents for the week, organize minutes of meetings and work sessions of the leadership when requested; notify conclusions and directives of the leadership or conclusions of meetings chaired by Heads of units authorized by the Minister, with a deadline of no later than five working days from the end of the meeting.

5. Be the account holder for the Ministry's administrative budget.

6. Ensure state conditions for the common activities of the Ministry.

Coordination and cooperation in resolving work between Heads of units:

1. When resolving issues related to the functions and duties of other units, Heads of units must exchange opinions with the Heads of those units.

Article 8. If issues need to be resolved through written documents, it is essential to exchange opinions in writing, and the Heads of related units asked for opinions must respond in writing within the time frame set by the leading unit.

If there is no response within the time frame, it will be considered as full agreement with the resolution of the leading unit.

2. For issues exceeding the authority to resolve or lacking the ability and conditions to implement, the Head of the leading unit must report and propose to the Ministry's leadership.

3. Units according to their functions and duties have the responsibility to coordinate in implementing projects and programs of the Ministry.

4. Soliciting opinions from units participating in drafting normative legal documents shall be carried out in accordance with the regulations on the establishment and issuance of normative legal documents of the Ministry of Fisheries. please consider and decide.

Responsibilities of civil servants.

1. Civil servants comply with job assignments and instructions from the Heads of units and are responsible for fully implementing laws and regulations concerning civil servants; implement provisions of the Regulation on Implementing Democracy in the Activities of the Ministry's Agencies.

Article 9. 2. Civil servants are responsible for resolving work within the stipulated time, ensuring quality, and bearing responsibility before the Head of the unit for the results of the assigned work; exercise their rights as prescribed by law.

Authority to sign and issue documents of the Ministry's leadership.

1. The Minister signs and issues the following documents:

Article 10. a) Documents of the Ministry

submitted to higher authorities, some documents sent to other Ministries, sectors, and provincial People's Committees;

b) Normative legal documents issued by the Ministry; c) Directives on the general work of the Ministry and the sector;

d) Decisions on organization and personnel of the Ministry2. A Vice Minister signs on behalf of the

Minister the documents within the scope of their responsibility as assigned by the

Minister and those delegated by the Minister.

In cases of signing on behalf of the Minister for documents containing contents that require discussion by the Ministry's leadership collective, recommendations, proposals to higher authorities, or content differing from current regulations of the Ministry, they must report to the Minister before signing and issuing. Authority to sign by proxy or delegation of the

Minister. 1. Heads of units under the Ministry according to their functions, duties, and specialized fields may sign by proxy of the Minister the following types of documents:

Article 11. a) Letters related to the professional activities of their unit sent to Fisheries Departments and agencies managing fisheries at localities, directly affiliated units, urging localities and units to implement policies and work plans of the Ministry and sector within their work scope:

b) Introduction letters for work-related contacts, travel permits for civil servants under their unit; documents related to management within the functions and duties of their unit; copies of documents guiding professional activities within the scope of their unit's responsibility;

localities, subordinate units of the Ministry, urging localities and units to implement policies and plans of the Ministry and sector within their unit's area of responsibility:b) Introduction letters for work-related contacts, travel permits for staff under their unit; documents related to management functions and tasks of their unit; copies of guidance documents within the scope of their unit's responsibility;

notifying the leading unit to prepare content and organize meetings for the Ministry's leadership to conduct work.

c) A letter sent to subordinate units under the Ministry, Departments of Fisheries, local agencies managing fisheries, and related agencies to solicit their opinions on draft documents prepared by their own unit.

d) Reports on specialized fields of work.

2. The Director of the Office, in addition to signing on behalf of the Minister for the types of documents mentioned in points a, b, c, and d of Clause 1 of this Article, also signs on behalf of the Minister for copies of documents issued by state agencies and the Ministry, notifications of instructions from the Ministry's leadership, and notifications of the Ministry’s work programs and plans. These are sent to units, localities, and bases; signs approvals for faxes and telegrams, summons letters for summary and final meetings of the industry and other meetings as directed by the Ministry's leadership.

In urgent cases where the specialized unit's leader is absent, the Director of the Office signs documents within the authority of that unit's head upon delegation from the Minister.

The Director of the Office, based on the authority and seal of the Office, signs internal reports, weekly reports, meeting notifications, and work program circulation within the Ministry's agency, transaction documents with relevant agencies.

The Director of the Office signs labor contracts at units based on proposals from the heads of labor-using units with the agreement of the Organization and Cadre-Labor Department.

3. The Head of the Organization and Cadre-Labor Department, in addition to signing on behalf of the Minister for the types of documents mentioned in points a, b, c, and d of Clause 1 of this Article, also signs on behalf of the Minister to confirm personnel files for cadres and civil servants of the Ministry, related introduction letters concerning cadre work, and decisions on personnel matters according to the division of authority assigned by the Ministry.4. The Head of the Finance and Accounting Department, in addition to signing on behalf of the Minister for the types of documents mentioned in points a, b, c, and d of Clause 1 of this Article, also signs on behalf of the Minister

to notify the allocation of operating budgets, approve the budget estimates for operating budgets, and settle accounts for budget funds of units under the Ministry and directly subordinate units. 5. The Head of the Planning and Investment Department, in addition to signing on behalf of the Minister for the types of documents mentioned in points a, b, c, and d of Clause 1 of this Article, also signs on behalf of the Minister to notify investment capital for basic construction, and related guidance documents concerning procedures for managing basic construction investments as prescribed.

6. The Chief Inspector of the Ministry in addition to signing on behalf of the Minister for the types of documents mentioned in points a, b, c, and d of Clause 1 of this Article, also signs and stamps inspection documents during inspection activities such as guiding inspection procedures, transferring complaints and petitions, responding to complaints and petitions, reporting inspection conclusions, and other documents in the operation of the inspection team.

7. The Director of the Bureau only signs on behalf of the Minister for the types of documents delegated by the Minister; signs and stamps Bureau documents for other functions and duties of the Bureau.

8. Heads of units under the Ministry may sign on behalf of the Minister for some documents within the Minister's authority when authorized by the Minister.

9. Heads of units under the Ministry are authorized to sign certain documents within the Minister's authority when authorized by the Minister. 10. Procedures for submitting documents for decision-making. 1. Documents submitted to the Ministry's Leadership

Article 12. are signed by the heads of units under the Ministry for submission. The cover letter must clearly explain the content of the matter to be resolved, differing opinions on issues, proposed solutions, related files and documents attached, and a summary of opinions from related units. The head of the main organizing unit is responsible for the content of the submitted documents.

Matters involving regulations within the authority of the Ministry or higher levels are processed according to the regulations of the Ministry of Fisheries' Rules on Construction and Issuance of Legal Regulations. 2. Documents submitted for signature are sent to the Ministry's Office for review of procedures and format. If the submitted document lacks required procedures or has incorrect formatting, the Ministry's Office returns it to the drafting unit for supplementation and completion within one working day (or not more than three working days if the issue requires complex content and processing time). The Ministry's Office is responsible for receiving, registering, reviewing procedures and format, and once conditions are met, the Director of the Office must submit to the Ministry's Leadership

within one working day.

3. Documents submitted by the heads of units under the Ministry for resolution must be submitted to the appropriate Ministry Leadership responsible for the field. 4. Procedures for submitting confidential documents of different levels to the Ministry's Leadership are carried out through the Confidential Section of the Administrative and Archive Room (State Secrets Protection Regulations of the Ministry of Fisheries).

5. Procedures for submitting documents for organizational and personnel matters are carried out through the Confidential Section of the Administrative and Archive Room (State Secrets Protection Regulations of the Ministry of Fisheries).

6. Documents prepared by directly subordinate units of the Ministry when submitted to the leadership for resolution

must go through the heads of units under the Ministry with assigned functions and responsibilities for signing and submission.

7. Documents prepared by organizations mentioned in Clause 4, Article 4 when submitted to the leadership for resolution must go through the heads of units under the Ministry with assigned functions and responsibilities for signing and submission.

. Processing submitted documents and announcing results. 1. Urgent, very urgent, and express incoming and outgoing documents must be handled immediately in accordance with the regulations of the Rules on Receipt, Issuance, and Processing of Archival Documents. 2. Documents marked with specific deadlines must be processed according to the deadline indicated on the document. In cases where the deadline cannot be met due to objective reasons, the main organizing unit must report the reasons to the responsible Ministry Leadership.

Article 133. For regular tasks that can be resolved within two working days from the time the Ministry's Office

submits them, the Ministry Leadership must provide formal comments on the submitted documents.

4. For important issues requiring significant processing time, if the Ministry Leadership

needs to consult experts or request the main organizing unit and related units to clarify before making a decision, the Ministry's Office will notify the main organizing unit to prepare the content and organize a meeting with the Ministry Leadership.

The time for the Ministry Leadership to make a final decision in this case shall not exceed ten working days from the date the Ministry's Office submits the documents. The time for the Ministry's leadership

CHAPTER III

ESTABLISHING THE WORK PROGRAM d.1. Amount of taxable income in Vietnam:ATECHNOLOGY AND ENVIRONMENT, ORGANIZATION

OF MEETINGS H, CONFERENCES

Article 14Types of work programs.

1. The Ministry has annual, six-month, quarterly, and monthly work programs established by the Ministry's Office based on the Government's program and the consolidation of the anticipated work programs of units approved by the Minister.

2. The Ministry's Leadership has weekly work programs which are sent to units to prepare for meeting content.

Article 15ORDER AND METHODS FOR ESTABLISHING WORK PROGRAMS AND PLANS.

1. Annual Work Program:

Units establish their own annual work programs and submit them to the Ministry's Leadership responsible for the sector for comments and guidance by July of the previous year to align with the financial plan.

Thereafter, units continue to complete and send their annual work programs to the Ministry's Office for consolidation no later than October 25. This program should reflect general tasks, solutions, and determine project lists, documents, and other tasks that the unit plans to implement according to the template provided by the Ministry's Office. After processing and consolidating, the Ministry's Office drafts the Ministry's annual work program sends it to related units for participation in opinions; then compiles opinions and completes the draft for approval by the Ministry's Leadership before November 10 to be submitted to the Government's Office before November 15 in accordance with the Government's regulations.

The establishment of work programs for the construction of regulatory legal documents follows the provisions of the Regulation on Construction and Issuance of Regulatory Legal Documents of the Ministry of Fisheries.

2. Quarterly and Monthly Work Programs: At the end of each quarter, units must evaluate the implementation of the quarterly work, review the execution of projects, documents, and tasks in the quarter, and plan the implementation of projects, documents, and tasks for the next quarter; consider new emerging issues to adjust the work program for the next quarter. Units establish their quarterly work programs and submit them to the Ministry's Leadership responsible for the sector for comments and guidance. No later than the 15th of the last month of the quarter, units send the proposed quarterly work program for the next quarter to the Ministry's Office for consolidation and submission to the Ministry's Leadership. Beyond this deadline, it is considered that the unit does not have a need to adjust the next quarter's work program. Before the 20th of the last month of the quarter, the Minister approves the next quarter's work program.

Each month, units base on the quarterly work program, examine unfinished and newly emerging tasks to propose adjustments to the next month's work program and report to the Ministry's Leadership responsible for the sector for unified guidance. Proposals from units must be sent to the Ministry's Office before the 20th of each month for consolidation. Beyond this deadline, it is considered that the unit does not have a need to adjust the next month's work program. Before the 23rd of each month, the Minister approves the next month's work program.

April 2014 sends the next quarter's and month's work programs to the Government's Office, while informing related units for implementation.

3. Weekly Work Program:

Based on the monthly work program and the guidance of the Ministry's Leadership, the Office collaborates with units to establish the weekly work program of the Ministry's Leadership.

On Thursdays each week, units submit registration of content needed for the following week's work to the Ministry's Leadership at the Ministry's Office to build the Ministry's Leadership's weekly work program, schedule meetings, and arrange locations. This program will be officially approved at the weekly leadership meeting on Fridays and announced at the weekly meeting. In case of urgent matters, unit leaders request the Office to arrange time and location for work.

4. When the work program changes suddenly, the Ministry's Office must promptly inform the Ministry's Leadership and the heads of related units.

5. Regarding financial planning:

Units must establish annual financial plans and develop programs and projects for submission to the Ministry's Leadership responsible for approval. Then send to the Ministry's Office and the Finance and Accounting Department for consolidation before August 15 of the previous year.

In establishing monthly financial plans, units must prepare financial budgets for activities and submit to the Ministry's Office for implementation.

Article 16MEETINGS OF THE MINISTRY.

1. The Ministry's Leadership chairs meetings of the Ministry.

2. Specialized conferences under the jurisdiction of a unit are chaired by the unit's leadership.

For specialized conferences involving multiple units within the Ministry, the hosting unit prepares the content, time, participants, and reports to the Ministry's Leadership for approval, then works with the Ministry's Office at least 15 days in advance for the Office to issue summonses; coordinates with the Office to organize the conference. After the conference, the hosting unit reports the results to the Ministry's Leadership. If it is necessary to announce the conclusions and results of the conference to related units, the hosting unit is responsible for coordinating with the Office to draft the announcement, which is reviewed and approved by the Ministry's Leadership chairing the conference, then issued by the Ministry's Office.

3. Meetings and work sessions chaired by the Ministry's Leadership are prepared by assigned units regarding content, materials, participants, time, location, and registered with the Office to schedule work.

4. International conferences and seminars are conducted in accordance with the Government's regulations.

 

PART IV

RELATIONSHIP BETWEEN THE MINISTRY'S LEADERSHIP AND ORGANIZATIONS - Office of the President of the StateGENERAL PROVISIONSTO ASSOCIATIONS

AND THE PEOPLE'S INSPECTION BOARD OF THE MINISTRY

Article 17. Relationship with the Party Cadre and Member Board of the Ministry of Fisheries.

The Ministry's Leadership of Fisheries implements the Resolutions of the Party Cadre and Member Board in accordance with the Regulations of the Communist Party Central Committee and the Working Rules of the Party Cadre and Member Board of the Ministry of Fisheries.

Article 18. Relationship with the Party Committee of the Ministry.

The Ministry's Leadership closely and regularly cooperates with the Party Committee of the Ministry in building the Party in political, ideological, organizational, and management aspects.

Quarterly, the Ministry The head works with the Standing Committee of the Party's Organizational Unit of the Ministry.at the end of each quarter.

Article 19Relations with the Vietnam Fisheries Trade Union.

1. The Ministry's Leadership seek opinions from the Vietnam Fisheries Trade Union to participate in the development of strategies and plans for industry growth, and related regulatory documents concerning the rights and obligations of workers.

The Ministry leadership creates favorable conditions for the Vietnam Fisheries Trade Union to fully exercise its rights and duties.

2. The Ministry leadership cooperate with the Vietnam Fisheries Trade Union to carry out the following tasks:

a) Launch and organize labor and production competition movements within the Ministry and industry; review and award commendations;

b) Inspect the implementation of laws, resolve petitions, complaints, and accusations related to the rights and obligations of workers within the Ministry and industry;

c) Every six months, the Ministry leadership meets with the Standing Committee of the Vietnam Fisheries Trade Union.

Article 20Relations with the Trade Union, Youth League, and People's Inspectorate Board of the Ministry.

The Ministry's Leadership create favorable conditions for the Trade Union, the Ho Chi Minh Communist Youth League, and the People's Inspectorate Board of the Ministry to fully exercise their rights and duties; implement close cooperation between the administration and the organizational bodies of the Ministry.

The Trade Union and the Ho Chi Minh Communist Youth League of the Ministry are invited to attend meetings on relevant issues.

The Ministry's Leadership cooperate with the Trade Union of the Ministry to organize annual staff conferences.

Article 21Relations with the Associations and Professional Associations of the industry.

The Ministry leadership cooperates with the Executive Committees of the Associations and Professional Associations of the industry as prescribed by the Government, creating an environment and favorable conditions for the promotion of democracy and economic resources of various sectors participating in fisheries production and business.

Annually and when urgent issues arise, the Minister works with the Associations and Professional Associations to address difficulties, obstacles, and resolve their petitions.

 

CHAPTER V

IMPLEMENTING PROVISIONS

Article 22Implementation Provisions.

1. The Director of the Ministry’s Office is responsible for urging, inspecting, and reporting on the implementation of this Regulation within the Ministry.

2. Heads of units are responsible for urging, inspecting, and reporting on the implementation of this Regulation within their respective units.

3. Ministry officials and civil servants are responsible for strictly implementing this Regulation.

Officials and civil servants who violate this Regulation will be subject to legal sanctions according to the nature and severity of the violation.

During the implementation of this Regulation, if officials and civil servants discover provisions that are still inappropriate, they should promptly report through the Ministry’s Officeto propose supplements and amendments to the Minister./.
