How should the rates be determined for projects with structural scales different from those prescribed?
Such projects may interpolate to determine the rates; if there are any issues, the Asset Valuation Council for Rural Medium Voltage Distribution Networks will work with Vietnam Electricity Corporation. In case of disagreement, it shall report to the Ministry of Industry to work with the Ministry of Finance to make a decision.

Regarding the issuance of "Unit Prices for Rural Medium Voltage Power Grid Construction"

THE MINISTER OF INDUSTRY
Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the "Regulations on Investment and Construction Management" issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
Based on the statistical estimates, total estimates, and final accounts of existing rural medium voltage power grids in the North, Central, and South regions in 1997 (1999);
Considering the proposal of Vietnam Electricity Corporation (Letter No. 5531 EVN/ĐNT-KTDT dated September 30, 1999) and taking into account the opinions of the Ministry of Construction and the Ministry of Finance (at the meeting on November 9, 1999) regarding the issuance of "Unit Prices for Rural Medium Voltage Power Grid Construction";
Delegating the Management Boards of High-Tech Zones in provinces and centrally governed cities the authority to approve plans for importing finished products to combine with export products and to approve the liquidation of machinery, equipment, transportation means, materials, and raw materials of joint ventures, wholly foreign-owned enterprises, export processing enterprises, and contractual joint ventures under the management of the delegated authority.
DECISION:
Article 1- Issued together with this Decision "Unit Prices for Rural Medium Voltage Power Grid Construction" (Annexes 1 and 2).
Article 2- These unit prices serve as the basis for determining the actual residual value of assets of rural medium voltage power grids handed over as stipulated in Point (2.2) of Circular Jointly Issued by the Ministry of Industry and the Ministry of Finance on the transfer and repayment of capital for rural medium voltage power grids No. 04/1999/TTLT/BCN-BTC dated August 27, 1999.
Corresponding to each region, the unit prices are calculated on average for 1 (one) kVA based on different transformer capacities and for 1 (one) km of medium voltage transmission lines at various voltage levels of 6, 10, 15, 22, and 35 kV.
The price level specified in Annex 1 includes equipment costs, transportation, complete installation, and accessories included in the transformer set, including the transformer base. For Annex 2, the price level includes all necessary costs to complete 1 km of transmission line corresponding to different voltage levels.
Projects with structural configurations different from those specified in Annexes 1 and 2 may be permitted to interpolate to determine unit prices; if there are any issues, the Rural Medium Voltage Power Grid Asset Valuation Council will work with Vietnam Electricity Corporation. In cases where consensus cannot be reached, they shall report to the Ministry of Industry for resolution with the Ministry of Finance.
Article 3- "Unit Prices for Rural Medium Voltage Power Grid Construction" shall be uniformly applied nationwide from February 28, 1999 and earlier.
Vietnam Electricity Corporation shall organize monitoring and inspection of the implementation process and promptly reflect any issues requiring adjustment and supplementation to ensure compatibility for the Ministry of Industry to consider and resolve.
Article 4- The Head of the Ministry's Office, Department Heads, Bureau Chiefs under the Ministry of Industry, Chairmen of Provincial People's Committees and Municipal People's Committees directly under the Central Government, General Directors of Vietnam Electricity Corporation, and relevant agencies and units are responsible for implementing this Decision.
