OF THE MINISTRY OF FINANCE NUMBER 84/2001/TT-BTC DATED OCTOBER 24, 2001 GUIDING ON THE ISSUANCE AND SETTLEMENT OF EXPENSES FOR THE YEAR 2001 FOR NATIONAL KEY SCIENCE AND TECHNOLOGY PROGRAMMES IN THE PERIOD 2001-2005
Pursuant to Decision No. 694/QĐ-TTg dated June 5, 2001 of the Prime Minister on science and technology expenses for the year 2001 in the second phase.
To unify the issuance and settlement of expenses for the year 2001 for national key science and technology programmes in the period 2001-2005, the Ministry of Finance guides the amendment of Point 2, Section III of Circular No. 09/2001/TT-BTC dated January 18, 2001 of the Ministry of Finance "guiding on implementation of certain policies and measures for state budget management in 2001" as follows:
- The Ministry of Finance directly issues expenses to the Programme Steering Committee (through the Programme Office) according to the allocated expense budget; the Programme Steering Committee issues expenses to units responsible for implementing projects and topics.
- Units responsible for implementing projects and topics settle expenses with the Programme Steering Committee (through the Programme Office) for consolidation and settlement, which are then submitted to the Ministry of Science, Technology and Environment and the Ministry of Finance. The Ministry of Science, Technology and Environment is responsible for acceptance, evaluation, and recognition of scientific research results, confirming the volume of work completed for each project and topic, and consolidating overall for each Programme to submit to the Ministry of Finance as a basis for reviewing expense settlement of each Programme.
This Circular takes effect from the date of issuance. During implementation, any difficulties or obstacles should be reported to the Ministry of Finance for appropriate amendments and supplements.
