Decision No. 84/2004/QĐ-BNV amends and supplements Clause 2 of Article 4 of Decision No. 52/2003/QĐ-BNV on the functions, tasks, and organizational structure of the Office of the Ministry of Home Affairs. Accordingly, the Planning and Finance Department will be dissolved and two new departments, the Planning and Finance Department and the Accounting and Treasury Department, will be established.

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 52/2003/QD-BNV dated August 26, 2003 of the Minister of Home Affairs stipulating the functions, tasks, powers, and organizational structure of the Office of the Ministry;
Considering the proposal of the Director of the Office of the Ministry and the Director of the Cadre and Civil Servant Organization Department,

Article 1. Dissolve the Planning and Finance Section under the Office of the Ministry of Home Affairs as stipulated in Clause 2, Article 4 of Decision No. 52/2003/QD-BNV dated August 26, 2003 of the Minister of Home Affairs stipulating the functions, tasks, powers, and organizational structure of the Office of the Ministry.
Article 2. Establish the Planning and Finance Section and the Accounting and Financial Affairs Section under the Office of the Ministry of Home Affairs.
The Planning and Finance Section and the Accounting and Financial Affairs Section shall each have a Head, Deputy Heads, and a number of specialized civil servants. The staffing of the Planning and Finance Section and the Accounting and Financial Affairs Section shall be decided by the Director of the Office of the Ministry within the total staffing quota assigned.
Article 3. The Planning and Finance Section and the Accounting and Financial Affairs Section shall perform the following main functions and tasks:
+ The Planning and Finance Section: has the function of managing financial resources for regular expenditures and investment, construction (level I), and performs the following tasks:
- Implement regulations on the management mechanism for regular expenditures and investment, construction, and submit them to the leadership of the Office of the Ministry for review and decision by the Ministry's leadership.
- Compile the budget estimate and submit it to the Ministry's leadership and send it to relevant financial, planning, and investment agencies.
- Develop allocation plans and assign budgets to units.
- Compile the annual settlement report.
- Conduct regular and spot checks on expenditure situations and implementation of investments as required by the leadership.
+ The Accounting and Financial Affairs Section:
- Has the function of managing state budget funds, travel expenses, and other sources of funding for the ministry (level III budget unit), and performs the following tasks:
- Financial affairs: Prepare the state budget expenditure plan; organize the implementation of the assigned budget; organize accounting work and expenditure management; prepare monthly, quarterly, and annual settlement reports according to prescribed procedures.
- Asset management.
- Cash management.
Entrust the Director of the Office of the Ministry with the responsibility to establish regulations on the functions, tasks, powers, and organizational structure of the Planning and Finance Section and the Accounting and Financial Affairs Section, and working regulations in accordance with current national and agency regulations.
Article 4. This Decision takes effect from the date of signature.
The Director of the Office of the Ministry, the Director of the Cadre and Civil Servant Organization Department, the heads of units under the Ministry, and the heads of related state agencies are responsible for implementing this Decision./.
